An AI can turn scattered input into a clear-looking specification, but it cannot make unresolved choices for the team. A polished spec shows that ideas have been organized; it does not prove that stakeholders agree on the goals, trade-offs, or definition of success.
Why does disagreement survive an AI-written spec?
A specification records a decision only when the people with authority have actually made it. Otherwise, an AI-generated draft can make assumptions sound settled, preserve incompatible expectations, or leave out people affected by the product. Document quality and decision alignment are separate things.
Stakeholders may want different outcomes
Different functions can have legitimate goals that pull in opposite directions. A NIST publication dated November 21, 2023 describes public-relations stakeholders seeking transparency while cybersecurity stakeholders worry that too much transparency could threaten security. Better wording cannot eliminate that trade-off; the team needs to discuss it and decide how to handle it.
Shared words can hide different meanings
Terms such as “fast,” “secure,” “simple,” “done,” and “priority” can sound clear while each stakeholder interprets them differently. A coherent document may normalize the wording without checking those interpretations. Ask people to walk through realistic scenarios and define observable acceptance criteria.

The draft may lack context or voices
Requirements depend on user needs, constraints, and the setting in which a system will operate. A 2026 study of requirements elicitation notes that differing interpretations, changing expectations, and incomplete participation can contribute to ambiguous, inconsistent, or incomplete requirements artifacts. If the input omits affected users or relevant evidence, AI can organize the gap but cannot supply stakeholder testimony.
Writing is not a decision process
A document can list alternatives without specifying who chooses among them, what evidence is sufficient, or which trade-off is acceptable. Name the decision owner, record the rationale once a choice is made, and keep unresolved questions visible rather than converting them into declarative prose.
What evidence says about AI-assisted requirements work
A June 2026 preprint, Collaborative and AI-Supported Requirements Elicitation: An Empirical Study, compared collaboration without AI, collaboration supported by the Strateegia platform and its GPT-powered Writer applet, direct requirements generation by an LLM, and LLM generation from collaborative discussion transcripts. It evaluated artifacts against quality criteria derived from ISO/IEC/IEEE 29148 and collected participant perceptions. Among the approaches tested, those combining stakeholder collaboration with AI-supported synthesis produced the highest-rated artifacts; participants also perceived them as clearer and easier to execute than traditional collaborative elicitation.

The result supports using AI to structure knowledge gathered through collaboration, not treating a standalone prompt as a reliable way to uncover every need or resolve value conflicts. The authors note that empirical evidence on AI-supported collaborative elicitation remains limited, and the paper is a preprint.
A 2025 white paper from Fraunhofer ISST, Accenture, and DFKI groups possible AI assistance in requirements engineering into three categories: generation (drafting structured requirements from inputs), optimization (checking clarity, completeness, consistency, and compliance), and analysis (tracking dependencies and conflicts against downstream artifacts). This is a useful map of potential tasks, not proof that each capability is dependable in every domain. Microsoft practitioner guidance makes a complementary point: “Alignment is a team habit, not just a tooling choice.”
How to turn the draft into a shared, testable decision

Start with the outcome and affected people
State who has the problem, what outcome matters, and whose needs or risks could be missing. Use direct elicitation—such as interviews or workshops—to gather stakeholder input. AI can organize that input, but generated content is not evidence that a stakeholder said or wants something.

Label evidence, assumptions, proposals, and decisions
Make clear what comes from research, what the team currently believes, what the AI suggested, and what an authorized person or group decided. Keep uncertainty visible so that a confident sentence does not quietly turn an assumption into a requirement.

Make the trade-off explicit
Ask each stakeholder what success means, what they fear losing, which constraints cannot be violated, and which compromises they would accept. When goals conflict—for example, transparency and security—write down the competing objectives and agree on who will decide between them.

Translate agreement into observable detail
For each requirement, capture the relevant user scenario, constraints, dependencies, edge cases, and acceptance criteria. If a requirement admits materially different interpretations, record the alternatives and resolve the question or assign it to an owner before implementation. Microsoft’s June 10, 2026 guidance on spec-driven development likewise recommends clarifying intent, constraints, acceptance criteria, ambiguity, dependencies, and edge cases.

Use AI to synthesize and check, not silently adjudicate
Ask AI to flag ambiguous statements, contradictions, missing stakeholders, dependencies, or claims unsupported by the supplied evidence. Have the people accountable for the decision review those findings. The AI’s role is to make issues easier to inspect, not to choose whose objective takes precedence.

Validate the build against the agreed intent
Define how the team will check whether the implementation meets the specification, and update the spec when a decision changes. Microsoft recommends tying validation to the specification and starting with a small, focused pilot.

How to compare competing interpretations
When stakeholders propose different ways to meet the need, assess each option against the same questions:

- People: Which users or stakeholders benefit, and who bears risk?
- Evidence: What supports the underlying need or assumption?
- Constraints: What business and technical limits apply?
- Risk: What security, safety, or other domain risks could follow?
- Delivery: Is the option feasible, and what dependencies does it introduce?
- Verification: What observable acceptance criteria would show it works?
- Authority: Who can decide, and who must be consulted?
This comparison framework is a practical synthesis, not a universal standard. It helps expose where the disagreement lies: in the user need, the evidence, a constraint, risk tolerance, or decision authority.
What agreement should look like
The useful test is not whether everyone likes every line of the spec. It is whether each affected person can explain the intended user outcome, the important trade-offs, who owns unresolved decisions, and how the team will know the build meets the agreed intent. If they cannot, the next step is another decision conversation—not another round of polishing.
