AMD CEO Lisa Su’s case for paying more for TSMC chips made in Arizona is about supply-chain resilience, not cheaper silicon. A second manufacturing location can reduce AMD’s reliance on one geography, an advantage Su argues is worth a moderate premium when chip delays could hold up AI and data-center infrastructure.

How much more do Arizona-made chips cost?

In a 2025 Bloomberg interview, Su said comparable chips made at TSMC’s Arizona facility cost “more than 5% but less than 20%” more than Taiwan-made parts. That is Su’s stated range for the comparison; it is not a published price for every chip, wafer, or AMD product.

The premium reflects more than the location printed on a factory map. Arizona production is part of a newer manufacturing operation, and the available statements do not establish identical yields, operating costs, or availability across the two locations. The percentage should therefore be read as a broad comparison from Su, not a guaranteed surcharge on a particular processor.

Why would AMD accept a higher manufacturing cost?

AMD designs processors and accelerators but relies on foundries such as TSMC to manufacture them. Making some leading-edge chips in Arizona would give AMD another source location alongside Taiwan. That geographic diversification can help limit the impact of a disruption concentrated in one region.

Su described the trade-off as considering reliability and resilience as well as the lowest cost. In remarks reported by Tom’s Hardware from the 2025 Bloomberg interview, she said the pandemic had taught companies to assess supply chains for “reliability” and “resiliency,” not just cost. Her argument is that a moderate increase in chip cost may be worthwhile if it helps avoid a more expensive interruption to computing infrastructure.

That logic matters especially for AI and data-center projects, where a delayed component can affect the timing of a much larger deployment. Su called the added expense a “very good investment” to help assure American manufacturing and resilience. This is AMD’s business rationale, not a guarantee that Arizona production will prevent shortages or supply disruptions.

What TSMC planned for its Arizona campus

TSMC’s 2024 announcement described a planned Phoenix campus with three fabs and a progression toward more advanced manufacturing processes. These are the company’s announced targets, not confirmation here that each milestone was completed on schedule.

Facility or measure TSMC’s announced plan or estimate
First fab Targeted 4nm production in the first half of 2025 (TSMC, 2024).
Second fab Planned for 3nm and 2nm production beginning in 2028 (TSMC, 2024).
Third fab Planned for 2nm or more advanced processes by the end of the decade (TSMC, 2024).
Proposed federal support Up to US$6.6 billion in proposed CHIPS Act direct funding and up to US$5 billion in proposed loans (TSMC, 2024).
Planned Arizona investment More than US$65 billion in capital expenditure (TSMC, 2024).
Projected employment Approximately 6,000 direct high-tech, high-wage jobs and more than 20,000 accumulated unique construction jobs, as projected by TSMC (2024).

TSMC’s chairman, Mark Liu, said in April 2024 that U.S. operations would help the company better support its U.S. customers. The company’s plan is thus both a manufacturing expansion and a way to serve customers closer to some of their operations.

What the Arizona investment does—and does not—mean

Su told the U.S. Senate in prepared remarks in May 2025 that AMD was “proud to be one of the first partners producing leading-edge chips at TSMC’s new fab in Arizona.” She also called for domestic capability in advanced wafer manufacturing and next-generation packaging. Her remarks express AMD’s policy position as well as its interest in a more geographically diverse supply chain.

A fab in Arizona does not, on its own, make a retail AMD processor wholly U.S.-made. The statements establish plans for Arizona fab production and AMD’s expected participation; they do not identify a Ryzen or EPYC model whose complete manufacturing chain takes place in Arizona. Chip fabrication is one part of a product’s manufacturing chain, so a customer should not infer an all-U.S. origin for a specific processor from the Arizona campus announcement.

What to make of the production timeline

Bloomberg reported in 2025 that AMD expected its first chips from TSMC Arizona by the end of that year. That deadline is now past. The statements cited here establish what AMD expected at the time, but do not confirm whether the milestone was met, what products were involved, or how much of AMD’s output is made there.

Likewise, TSMC’s process-node dates are targets from the company’s 2024 plan. They show the intended direction of the campus, but they should not be treated as proof of present-day production status or as evidence that a particular AMD product is available from Arizona fabrication.

How to judge whether the premium makes sense

  • For AMD: The premium is a strategic cost for access to another production geography; its value depends on whether diversification meaningfully reduces exposure to disruption.
  • For customers: Arizona capacity may strengthen the broader U.S. supply base, but the available statements do not quantify the share of AMD chips sourced there or establish a specific product-origin label.
  • For public policy: The announced federal support and private investment aim to expand U.S. manufacturing capacity, while TSMC’s projected job figures remain company estimates.
  • For the roadmap: The planned sequence from 4nm toward 3nm and 2nm is relevant to future capability, but announced targets and production maturity are not interchangeable.

Su’s position is ultimately a portfolio decision: pay more for some geographically diversified capacity rather than optimize every chip solely for the lowest unit cost. Whether that trade-off pays off depends on execution and on the cost of disruptions that diversification may help reduce.
