A 20,000 mAh power bank can legitimately provide much less than 20,000 mAh at its USB port because that label usually describes its internal cells at 3.7 V, not its output at USB voltage. The energy represented by 20,000 mAh at 3.7 V is 74 Wh; converting that energy to 5 V and accounting for losses yields a smaller output-capacity figure. Compare watt-hours and rated output at a stated voltage—not mAh figures with different voltage bases.
Why the mAh number changes
Milliamp-hours measure electric charge, not energy by themselves. To compare capacity meaningfully, include voltage: watt-hours (Wh) = amp-hours (Ah) × volts (V). A 20,000 mAh battery is 20 Ah; at a nominal cell voltage of 3.7 V, that is 74 Wh.
The power bank’s internal cells do not usually supply the USB port directly. Its electronics convert their voltage to the port’s output voltage, commonly 5 V or higher. The same energy corresponds to fewer mAh at a higher voltage, and conversion also loses some energy. Anker Support describes this voltage conversion in its explanation of why rated output capacity is lower than the cell rating: Why is the Rated Capacity of Power Banks Lower Than Expected?
For a rough estimate, use: output mAh ≈ stored Wh × conversion efficiency ÷ output voltage × 1,000. For example, Anker illustrates the calculation with 74 Wh and an assumed 82% conversion efficiency: 74 × 0.82 = 60.7 Wh, or about 12,140 mAh at 5 V. That efficiency is an example, not a guaranteed rate for every power bank. Convert to Wh first, then account for efficiency; do not apply the voltage difference a second time.

What manufacturers’ specifications show
These two Xiaomi products both list 20,000 mAh at 3.7 V (74 Wh), but their rated output capacities differ. The values are model-specific manufacturer specifications, not universal figures for all 20,000 mAh banks.

The lower output figures are not, by themselves, evidence of deception: the cell and output ratings describe different voltage points. The product pages state manufacturer specifications; they do not independently verify the actual capacity of every unit.

Why your results vary by power bank and device
Output voltage, current, and port
Output capacity depends on the voltage and current used, as well as the bank’s conversion circuitry. A bank may list separate rated figures for different output voltages. Wattage describes how quickly power can be delivered, not how much energy the bank stores. Check the supported ports, output voltages, and wattage separately from capacity.
Load and test conditions
Measurements made at different loads or voltages are not necessarily comparable. TechRadar reports that its test of the VRURC T2055 yielded 65.3 Wh of usable capacity and 85% efficiency at 20 W (9 V, 2.22 A); the same guide reports different results at 10 W and 18 W. Charging losses inside the device
Energy delivered by the bank’s port is not all stored in a phone’s battery. The phone’s charging electronics and battery also involve losses, so the number of full recharges depends on both the bank and the device. A port-capacity rating therefore does not translate directly into a guaranteed number of phone charges.
How to compare power banks fairly
- Compare stored energy: Use Wh when comparing batteries with different nominal voltages; mAh alone can mislead.
- Check rated output: Look for capacity or energy specified at a particular output voltage and current. Use the manufacturer’s figure for the model you are considering.
- Check compatibility and speed separately: Confirm the output voltage, ports, and wattage support your device and charging needs. Wattage is a power-rate measure, not stored capacity.
- Read test conditions in reviews: For measured results, check the voltage, current or load, port, and method. A result at one test condition may not predict performance in another.
When a low result could signal a problem
A smaller USB mAh figure than the cell label suggests is expected when the values use different voltages. To assess a particular unit, compare its measured output against its own stated rating under matching conditions. A meaningful capacity test needs a defined voltage, current or load, port, and cutoff; without those details, a recharge count or an unqualified mAh reading cannot establish whether the power bank meets its specification.
