Some Canadian phone customers are seeing higher monthly 9-1-1 charges, but there is no single Canada-wide rate. Nova Scotia’s provincial fee increases to $1.13 per line on October 1, 2026, while carriers list different amounts and effective dates elsewhere. These are recurring bill charges—not a fee for placing an emergency call: Rogers says calls to emergency services from its wireless phones remain free.
What is changing, and where?
The amounts below are monthly charges reported in the cited government or carrier schedules. A provincial or municipal government fee is distinct from a carrier’s own access fee, and the amount that applies to a particular customer can depend on location, carrier, plan start date, and prepaid or postpaid status.
| Province | Reported monthly amount | Effective date or change | Charge type and scope |
|---|---|---|---|
| Nova Scotia | $1.13 per line, up from $0.43 | October 1, 2026 | Provincial fee. Order in Council 2026-142 amended the Emergency 911 Cost Recovery Fee Regulations and set the effective date. Carrier schedule; Nova Scotia regulation. |
| New Brunswick | Up to $2.59 | August 1, 2026 | Provincial fee listed by Rogers; Bell also lists $2.59. Customer applicability can vary. Rogers schedule; Bell schedule. |
| Saskatchewan | Up to $2.22 | September 1, 2026 | Provincial fee listed by Rogers; customer applicability can vary. Rogers schedule. |
| Quebec | $0.55 per month per telephone number or outgoing access line; scheduled to become $0.57 | $0.57 from January 1, 2027 | Municipal 9-1-1 tax. Telephone providers collect it and remit it through Revenu Québec to fund municipal emergency centres. Gouvernement du Québec. |
| Prince Edward Island | $0.70 | Not stated in the cited carrier schedules | Published carrier amounts; schedules and customer eligibility vary. Rogers schedule; Bell schedule. |
| Alberta | $0.95 | Not stated in the cited carrier schedules | Published carrier amounts; schedules and customer eligibility vary. Rogers schedule; Bell schedule. |
| Newfoundland and Labrador | $0.75 | Not stated in the cited carrier schedules | Published carrier amounts; schedules and customer eligibility vary. Rogers schedule; Bell schedule. |
These figures are not a complete Canada-wide tariff or a guarantee of what any individual account will be charged. The carrier schedules are billing references and may change; check your own bill and provider’s current schedule for the applicable amount.

One reason is the cost of moving emergency-call infrastructure from legacy enhanced 9-1-1 to next-generation 9-1-1 (NG9-1-1). In Telecom Order CRTC 2022-53, the CRTC approved Bell’s interim NG9-1-1 retail rate of $0.10 per network access service or working telephone number, effective March 1, 2022. The CRTC explained that provincial fees can change as provinces recover transition costs: “These fees may also fluctuate in the coming years as provinces adjust them to recuperate costs for the transition from legacy 9-1-1 to NG9-1-1.” CRTC Telecom Order 2022-53.

Quebec’s municipal tax illustrates how collected funds are used: the province reported that $60.1 million was collected in 2025, of which $58.9 million was distributed to municipalities for emergency centres; the balance covered administration. The figures appear on a Gouvernement du Québec page updated in 2026. Quebec’s 9-1-1 tax information.
Is the charge a government tax or the carrier’s fee?
Check the exact description on the bill. Rogers distinguishes its own $0.75 9-1-1 Emergency Access Fee from separate provincial or municipal government fees that may also appear on the bill. Rogers says its $0.75 charge is not a government fee or tax. That label is specific to Rogers; other providers may present charges differently. Rogers fee information.

Does calling 9-1-1 cost extra?
No. Rogers says emergency calls placed from a Rogers wireless phone continue to be free. The recurring line item is an access or government charge on eligible service, not a per-call charge for contacting emergency services. For another provider, check that carrier’s terms if you need confirmation of how it describes its billing.
Why might my bill differ from the listed amount?
- Province or municipality: Rates and the type of government charge are not uniform across Canada.
- Carrier and plan date: Providers’ published schedules and eligibility rules can differ; some charges are tied to a plan’s start date.
- Prepaid or postpaid service: A carrier may apply a charge differently depending on service type.
- Provider handling: A provider may absorb a charge rather than pass it through in the same way as another carrier.
- Timing: A newly effective rate may not appear on a bill covering an earlier service period.
Compare the line item’s name, billing period, service address, and plan details with your carrier’s current fee schedule. If the amount or eligibility is unclear, ask the provider whether it is a government levy or a carrier-imposed access fee, and which rate and effective date apply to your account.
