Twenty Starlink satellites launched on July 11, 2024, were deployed into an orbit so low that atmospheric drag was expected to pull them back into the atmosphere. The Falcon 9 did not explode at liftoff: its first stage landed normally, while a liquid-oxygen leak disabled the second-stage engine’s planned orbit-raising burn.
What happened on the Starlink Group 9-3 mission?
Falcon 9 launched Starlink Group 9-3 from Vandenberg Space Force Base, California. The first stage completed separation and its planned landing. The failure occurred later, in the upper stage while it was in space, according to the FAA’s July 11, 2024 incident entry.
The second-stage Merlin Vacuum engine completed its first burn, which placed the stage on an initial trajectory. A second burn was required to raise the satellites’ perigee—the lowest point of their orbit—and make the orbit more suitable for long-term operations. That burn was not completed.

Despite the problem, the stage deployed all 20 satellites. SpaceX reported that their perigee was about 135 kilometers. At that altitude, residual atmosphere creates intense drag. SpaceX said the satellites were unlikely to raise themselves using their onboard ion thrusters and expected them to reenter and fully demise.

Did the Falcon 9 explode?
No. The available accounts describe an upper-stage propulsion failure after the satellites were deployed, not an explosion at launch or a first-stage landing failure. “Explodes” is therefore misleading if it suggests the rocket blew up over the launch site.
The first stage landed as planned. The affected hardware was the second-stage engine system, which lost the ability to perform the orbit-raising burn and subsequently lost attitude control after engine damage.
Why did the satellites fall from orbit?
A liquid-oxygen leak stopped the second burn
SpaceX’s contemporaneous explanation, reported by Space.com on July 12, 2024, was that a liquid-oxygen leak prevented the Merlin Vacuum engine from completing its second burn. Without that burn, the satellites remained in a very low elliptical orbit instead of reaching their intended operational orbit.

The 135-kilometer perigee created overwhelming drag
A perigee of approximately 135 km is deep in the upper atmosphere. Drag removes orbital energy on every pass, lowering the orbit further. SpaceX judged that the satellites’ electric ion thrusters could not overcome the drag quickly enough to save them.
SpaceX stated that the satellites would reenter Earth’s atmosphere and fully demise, adding: “They do not pose a threat to other satellites in orbit or to public safety.” That is the company’s assessment of this incident, not a general guarantee about every satellite reentry.
What caused the Falcon 9 upper-stage failure?
In a July 25, 2024 investigation update reproduced by Space.com, SpaceX attributed the leak to a crack in a pressure-sensor sense line connected to the second-stage oxygen system.

SpaceX’s causal account
- The line experienced fatigue from high loading caused by engine vibration.
- A loosened clamp did not adequately constrain the line.
- The damaged line leaked liquid oxygen.
- The leak excessively cooled engine components.
- An attempted second burn produced a hard start and damaged engine hardware.
- The stage then lost attitude control.
SpaceX described the sense-line and clamp findings as the result of its investigation. They should not be presented as an independent test performed by an outside analyst.

For near-term Falcon launches, SpaceX said it would remove the failed sense line and sensor, test a design change, and inspect or replace selected sense lines and clamps. These measures addressed the configuration SpaceX identified as vulnerable to vibration fatigue and clamp looseness.

Were the satellites dangerous to people or other spacecraft?
SpaceX said the satellites would reenter and fully demise and posed no threat to other satellites or public safety. Their extremely low orbit meant they encountered atmospheric drag rapidly rather than remaining as a long-lived debris population.

The statement concerns these 20 satellites and this failure scenario. It does not mean every failed spacecraft will burn up completely; reentry outcomes depend on the spacecraft’s orbit, mass, materials and breakup behavior.

The FAA may authorize a return to flight before an investigation is formally closed when it determines that preventive measures and public-safety risks meet its criteria. The general guidance does not, by itself, establish Falcon 9’s current operating status.
Timeline of the incident
- July 11, 2024: Falcon 9 launched Starlink Group 9-3 from Vandenberg. The first stage landed normally.
- After first-stage separation: The second-stage Merlin Vacuum completed its first burn.
- Before the planned second burn: A liquid-oxygen leak developed in the upper-stage oxygen system.
- Satellite deployment: All 20 Starlink satellites were released, but into an orbit with an approximately 135 km perigee.
- July 12, 2024: SpaceX said drag made orbit raising unlikely and expected the satellites to reenter and fully demise.
- July 25, 2024: SpaceX identified the cracked sense line, vibration fatigue and clamp looseness in its investigation update.
Bottom line for readers
The 20 Starlink satellites did not fall because Falcon 9 exploded during launch. They were deployed successfully but stranded in a 135-km-perigee orbit after a liquid-oxygen leak prevented the Falcon 9 upper stage from completing its second burn. SpaceX later traced the leak to a cracked pressure-sensor sense line associated with vibration fatigue and a loose clamp, and expected atmospheric drag to destroy the satellites during reentry.
