As of October 5, 2026, OPEC+ has the clearest coordinated policy lever over planned oil output, but it does not control the oil price or guarantee that barrels reach buyers. Seven OPEC+ countries have held November production requirements at September levels, while conflict-related export constraints, shut-ins and falling inventories are tightening supply. The market is being steered by policy, physical logistics and expectations about risk—not by one actor alone.
Who has the policy lever over production?
On October 4, Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria and Oman decided to maintain their September 2026 required production levels for November 2026. The group said it would review the decision on November 1. This is a coordinated decision about required production, not a statement that each country will produce or export exactly that amount.
OPEC’s Joint Ministerial Monitoring Committee (JMMC) separately reviewed July and August production data and said it noted overall conformity among participating OPEC and non-OPEC countries. That is the committee’s assessment of compliance; it does not establish how much oil was physically available to buyers after disruptions to production or transport.

Oil has to be produced, transported and delivered. A production requirement can influence the first step, but shipping access and infrastructure condition affect whether planned barrels can move. In its September 9, 2026 Short-Term Energy Outlook, the U.S. Energy Information Administration (EIA) said constrained Middle East exports had caused additional production shut-ins.

- detailed 12-inch scale model representing a modern commercial oil tanker. This replica celebrates the "titans of trade," featuring the classic flat-deck design, complex piping systems, stern bridge superstructure, and bulbous bow found on real-world supertankers.
- Unlike standard ship models, this piece showcases the intricate network of deck piping, valves, and catwalks characteristic of liquid cargo vessels. The multi-colored design (green deck, white superstructure, black/red hull) provides an authentic industrial look without the need for painting.
- Designed as a static display piece for logistics professionals, oil and gas industry workers, merchant mariners, and naval engineers. Its sturdy, flat-bottomed hull sits stable on any desk, shelf, or bookcase, making it a perfect professional accent for a corporate office or home study.
- This is a specialized model intended for display and appreciation of maritime engineering
The EIA estimated that shut-ins averaged 6.7 million barrels per day in August 2026, up from an estimated 5.0 million barrels per day in July. It forecast shut-ins averaging 5.7 million barrels per day in the fourth quarter of 2026, assuming export constraints continued through that quarter. Those estimates and forecast describe a physical-supply problem, not a change to OPEC+ requirements.
Routes can relieve pressure, but only if they work
The EIA identified constraints around the Strait of Hormuz and Bab el-Mandeb. It described pipeline and overland bypass routes, ship-to-ship transfers, and future UAE bypass capacity as possible ways flows could adjust. These workarounds depend on available capacity and operating conditions; they do not make a blocked or disrupted route irrelevant.

- THE PERFECT LOGISTICS GIFT: An ideal professional gift for supply chain managers, freight forwarders, merchant mariners, and maritime enthusiasts who appreciate the "titans of trade" that power the global economy.
The EIA’s September outlook assumed most production and trade flows could return to pre-conflict averages by the second quarter of 2027. It also said some Persian Gulf producers might remain below those averages during the forecast period. This is a conditional forecast, not a guaranteed recovery date.
What the price and inventory figures do—and don’t—say
Recent figures refer to different periods and have different status. An August monthly average, an October 4 reported benchmark level and a forecast average cannot be treated as the same price observation.

| Measure | Figure | Status and period |
|---|---|---|
| Brent crude spot price | $91 per barrel; $7 higher than July | EIA-reported August 2026 average, published in its September 9 outlook |
| Brent crude | Above $100 per barrel | Associated Press report on October 4, 2026, amid the Iran war; a reported benchmark level, not a monthly average |
| Global inventories | 3.9 million barrels per day | EIA estimate of the average draw in the second quarter of 2026 |
| Global inventories | 3.0 million barrels per day | EIA forecast of the average draw in the third quarter of 2026 |
| Global inventories | 1.7 million barrels per day | EIA forecast of the average draw in the fourth quarter of 2026 |
| Brent crude spot price | Around $90 per barrel | EIA forecast of the average for the second half of 2026 |
| Brent crude spot price | $77 per barrel | EIA forecast of the average for the second quarter of 2027 |
| Brent crude spot price | $67 per barrel | EIA forecast of the average for the second half of 2027 |
The EIA forecast these price averages as flows recover and inventories rebuild; they are not realized outcomes. Its September outlook was released September 9 and based on a forecast completed September 3. The next EIA outlook was scheduled for October 6, after the October 5 information cutoff here. The Associated Press’s October 4 report supplies a current reported level, but not a detailed intraday price series.
What governments can do when supply is disrupted
The Associated Press reported on October 4 that G7 governments planned a release of 100 million barrels of oil and fuel products, beginning with diesel. A planned release is a separate policy response from OPEC+ production requirements: it is intended to add stock-derived supply, while its timing and product mix matter to which shortages it can ease.

So who is steering oil right now?
OPEC+ is steering one important input—planned output for November—but the near-term balance also depends on whether producers can export, whether routes and infrastructure remain usable, and how buyers and traders judge the risk of further disruption. The JMMC itself argued that attacks on infrastructure and disruption of international maritime routes increase volatility and weaken efforts to support market stability; that is the committee’s stated view, not an independent finding assigning responsibility for particular incidents.
For a current reading, keep three distinctions in view: required production is not the same as actual supply, a route workaround is not a guarantee of delivery, and a reported spot level is not a monthly average or forecast. Those differences explain how oil can remain volatile even when the production policy headline appears steady.
