There is no single official who oversees every “AI street surveillance” system. The answer depends on the city and the technology: the department that operates cameras or license-plate readers may be different from the body that approved them or the independent office able to audit their use. To find out who can access the data—and who can check that access—identify the system, then trace its approvals, rules, and audit authority.

What “AI street surveillance” can mean

The phrase does not describe one standard product. A city may use conventional public-space cameras, automated license-plate readers (ALPRs), or connected sensors. Some systems may include automated analytics; others may not. Their operators, capabilities, data rules, and oversight can differ.

Start by establishing what the system actually does. Does it record video, capture plate images, associate observations with locations and times, or run analytics? Are facial recognition or other AI functions enabled? If a city says a feature is not used, ask what policy or technical control prevents it from being turned on.

Three roles to trace

The operator

Find the department that runs the system and the staff permitted to search or view its data. Ask what justification is required for a search, whether access is logged, and who reviews those logs.

The approving authority

Acquisition and operating rules may be approved by a city council or an administrative body rather than the department using the technology. Look for the procurement approval, ordinance, resolution, or public meeting record that authorized the system or established its rules.

The auditor or independent reviewer

An inspector general, privacy commission, auditor, or other independent body may review a program—but the title of an office does not establish what it can inspect. Seattle says its Office of Inspector General will independently audit as part of routine surveillance-system work and reports hiring independent academic experts to evaluate its real-time crime center and systems. Seattle Police Department’s public-space camera information describes that role.

Alexandria’s ALPR dashboard illustrates why authority matters: it says the Independent Police Auditor could potentially review police-department audit reports, pending legal review and subject to authority under the city ordinance or direction from City Council. That does not establish access to every system, data set, or vendor record. Alexandria’s ALPR dashboard explains the stated limits.

What a useful disclosure should tell you

New York City’s POST Act disclosure framework offers a practical checklist for reviewing a surveillance policy. Its topics include system capabilities and rules; safeguards against unauthorized access; retention and public access; access by outside entities; training; internal audits and oversight; health and safety reporting; and potential disparate impacts. The city says final impact and use policies were published and submitted on April 11, 2021, and lists policy documents with updates dated February 4, 2026. Check the current documents linked from the city page before relying on a specific system policy. NYC’s POST Act page provides the framework and linked policies.

Portland’s city resolution highlights broader data-governance questions: whether the city minimizes collection, secures data, controls vendor contracts, improves governance, and provides transparency and community oversight. Portland’s resolution sets out those concerns.

  • Collection and inference: What information is captured, and what conclusions or matches can the system generate?
  • Retention and deletion: How long is each type of data kept, and what exceptions apply?
  • Access and sharing: Which employees, agencies, vendors, or outside jurisdictions can access it, and what agreements govern sharing?
  • Auditability: Are searches logged? Can an independent reviewer inspect the underlying logs, contracts, and records?
  • Public accountability: Are audit findings, complaints, misuse reports, and corrective actions made public?
  • Impacts and input: Did the city consider disparate impacts and invite community input before buying or deploying the system?

How to compare systems or proposals

If your city has multiple surveillance technologies or competing proposals, compare them using the same questions rather than relying on a broad label such as “AI camera.”

What city examples do—and do not—show

Atlanta: an announced audit request, not a finding

In 2026, Atlanta’s mayoral office said it would work with City Council to introduce legislation at the September 21, 2026 council meeting to establish citywide standards for public-safety camera technology. The release also said the mayor requested an audit of 115,578 Flock ALPR searches conducted that year. That figure describes the requested audit’s scope; it is not a count of proven misuse, and the announcement does not establish that the legislation passed or that audit findings are available. The City of Atlanta announcement states the proposal and request.

Los Angeles: why policy pages are not the whole story

An audit by the Los Angeles Controller found that the city had not defined surveillance technology or designated an official or body responsible for monitoring departments’ use of surveillance tools. It also said the police department had not established an ALPR privacy policy the audit identified as required by state law. Those are audit-era findings, not proof of the city’s current status. Check for later policy changes and follow-up audit work. The Controller’s surveillance-technology audit describes the findings.

How to verify oversight in your city

  1. Name the system and operator. Search the city’s official pages and meeting records for the camera network, ALPR program, sensor, or department name.
  2. Find the approval and governing documents. Look for ordinances, resolutions, procurement records, impact assessments, and use policies. Confirm their dates and whether they remain in force.
  3. Read the access, retention, and sharing rules. Identify who may search the data, how long it is kept, when it can be shared, and what exceptions apply.
  4. Check the reviewer’s actual authority. Ask whether the auditor or oversight office can inspect search logs, underlying records, vendor contracts, and interagency agreements—not merely receive summaries.
  5. Look for evidence of implementation. Review audit findings, incident reports, public meeting records, complaints, and corrective actions. A policy statement establishes what the city says the rules are, not whether they are followed.
