Flock Safety, the public-safety technology company usually referred to as “Flock,” is founded and led by Garrett Langley and is backed by venture investors. Its founders are identified publicly, and several financing participants have been named. However, the public record does not include a current shareholder list, the founders’ ownership percentages, or any identified controlling shareholder, so no one can accurately be named as the company’s majority or controlling owner on the basis of public information.
Who runs Flock Safety
Y Combinator’s company profile for Flock Safety identifies Garrett Langley as founder and CEO and Matt Feury as a founder and CTO. The same profile describes the company as headquartered in Atlanta and operating nationwide. Y Combinator’s Flock Safety profile is the source for these roles. A founder-led structure is established by these identifications, but they do not show how much of the company either founder holds today.
The company describes its platform as including license plate readers, gunshot detection, AI-powered video cameras, and drone-first-responder technology. Those products identify the business readers are asking about; they do not reveal who owns it.

The March 2025 raise
On March 13, 2025, Flock Safety announced a $275 million fundraise at a $7.5 billion valuation. The company said Andreessen Horowitz led the financing. It also named nine other participants: Greenoaks Capital, Bedrock Capital, Meritech Capital, Matrix Partners, Sands Capital, Founders Fund, Kleiner Perkins, Tiger Global, and Y Combinator. That list identifies who took part in the round. It is not a shareholder register, and it does not indicate how much any participant holds.
The earlier Series E
Y Combinator’s profile separately records a $150 million Series E led by Tiger Global at a $3.5 billion valuation. The profile does not give the date of that round, and the $3.5 billion figure is the valuation attached to that earlier round. It should not be read as Flock Safety’s present value.

What is not public
Ownership of a private company is usually visible only through its capitalization table, the internal ledger of who holds which shares. Flock Safety’s cap table is not published. Participation in a funding round and a headline valuation do not reveal any of the following:
Rank #3
- Tailored Design: The specialized rear-opening design ensures clearance for the camera's mounting bracket, tilt adjustment joint, and external cables, preventing pinching or obstruction
- Supports Extension Pole Mounting: An integrated bottom socket accommodates standard 1-inch (25.4 mm) mounting poles, broom handles, or extension poles, allowing the unit to be easily slipped over the camera housing from the ground—eliminating the need for ladders or unstable climbing equipment
- Tool-Free, Non-Permanent Installation: A slip-on design secured by friction and gravity allows for installation or removal in seconds, requiring no adhesives, screws, drilling, or physical modifications to the equipment
- Durable: Constructed from high-quality materials to ensure longevity and withstand extended use
- Low-Profile Appearance: Blends seamlessly with surveillance equipment
- A current, complete list of shareholders
- The ownership percentages of Langley, Feury, or other founders
- Stakes held by employees or early backers
- The individual holdings of any named investor
- Which shareholder, if any, holds voting control
For that reason, it is not supportable to call Langley the largest individual shareholder, to say that a particular venture firm controls the company, or to assign a percentage to any party. Being named as a financing participant is different from owning a controlling stake.
Press coverage confirms the company’s venture backing without supplying the missing detail. A Fortune report dated August 24, 2026 describes Flock Safety as venture-backed and examines scrutiny of its surveillance technology. It does not publish a cap table or establish the influence of any named investor.

Company ownership is not the same as data control
Readers often ask who “owns” Flock because they are concerned about the camera data the company’s products collect. That is a separate question. Who owns the company is answered by its shareholders; who controls data gathered by a particular customer’s deployment depends on the contracts and policies governing that deployment, which are outside the scope of this article.
How to check for a firmer answer
If you need a verified ownership percentage, for example for journalism, due diligence or a legal matter, public information alone will not provide one. The primary records that can disclose ownership for a private company are:
- State corporate filings in the state where the company is incorporated, which can show officers and registered agents but usually not shareholders
- SEC Form D filings on EDGAR for private securities offerings, which list offering amounts and related persons but not complete shareholder lists
- Litigation disclosures, court filings or formal statements from the company that directly address share ownership
Until a record of that kind states ownership directly, the defensible answer is the one above: Flock Safety is founded and led by Garrett Langley, venture-backed, and its shareholders and their stakes are not publicly disclosed.
