Michael Brennan is the director of NOAA’s National Hurricane Center (NHC), but he does not personally track every storm or issue every forecast. His role is to oversee the center’s tropical cyclone and marine forecast and warning missions, along with impact-based decision support for those hazards. Forecasts and warnings are produced through coordinated operational work by NHC specialists and partner agencies.
Who is the National Hurricane Center’s director?
The NHC staff directory lists Michael Brennan as its director. NOAA announced his selection in 2023, before that year’s hurricane season. NOAA’s January 2024 biography describes his remit as overseeing the center’s tropical cyclone and marine forecast and warning missions and impact-based decision support related to those hazards. At the time of that biography, he also chaired the World Meteorological Organization’s Regional Association IV Hurricane Committee.
Brennan came to the directorship with extensive operational experience. NOAA’s biography says he was chief of the NHC Hurricane Specialist Unit from 2018 to 2023 and a senior hurricane specialist from 2008 to 2018. In the latter role, he issued track, intensity, and wind-radii forecasts, as well as associated watches and warnings, for the Atlantic and eastern North Pacific.

The title’s image of a boss keeping an eye on storms is best understood as oversight of a forecasting and warning operation—not one person watching every system. Brennan’s 2011 NHC Q&A described the responsibility of a senior hurricane specialist on shift: “It means you’re in charge of the shift and all of the products that go out, making sure that everything make it out on time, and that watches, warnings, and impacts are coordinated within the NWS and with other countries.”

That account is historical context from Brennan’s time as a specialist, not a complete description of his current director duties. It does, however, show why NHC storm operations involve more than predicting a storm’s path: products must be issued on schedule, and hazard information must be coordinated with the National Weather Service (NWS) and international partners.
Forecasting is part of a wider hurricane program
In the same interview, Brennan emphasized that the center’s work also connects to research, outreach, and training. He described NHC as linked to the broader hurricane program and tropical cyclone research community, not only to the Weather Service’s forecasting work. The interview page prints one phrase as “We.re really connected to whole hurricane program”; that wording is preserved here as printed rather than silently corrected.

How does the NHC coordinate storm warnings?
NHC warnings and forecasts serve a broader decision process: information about a tropical cyclone and its hazards needs to reach weather-service colleagues and, when relevant, partners in other countries in a coordinated and timely way. Brennan’s explanation of specialist shift work highlights product timing and coordination of watches, warnings, and impacts. Separately, an ILO profile published October 18, 2021, described his then-role as supervising hurricane forecasters, overseeing day-to-day forecast operations, and coordinating policy and real-time forecast decisions for storm watches and warnings. That profile concerns his earlier work as a branch chief, not his present directorship.
What is changing in the hurricane forecast cone?
NOAA’s 2026 release described a new experimental forecast-cone graphic built from ellipses anchored at NHC forecast points. NOAA said the design is intended to represent a range of possible storm speeds as well as directions. This is a path-forecast graphic: the cited release does not say that the cone predicts impacts at every location, and it identifies the graphic as experimental rather than establishing it as a permanent operational product.

In that release, Brennan, identified as director of NOAA’s National Hurricane Center, said: “These improvements empower communities to prepare earlier and more effectively for dangerous hazards from tropical storms and hurricanes.” The statement describes the intended benefit of the graphic; it is not a guarantee of a particular outcome for any community.
