For the first cohort of Uttar Pradesh’s Rani Lakshmibai Scooty Yojana, reports of the July 2026 cabinet approval say applicants must be Uttar Pradesh natives who graduated in the 2025–26 academic session and rank among the top 5% of women students at their university or college. A July 2026 report also gives an annual family-income ceiling of less than ₹12 lakh. The government broadcaster says the income condition will be relaxed for certain groups, but the revised limits and application rules have not been specified in the reports.
Who qualifies for the first cohort?
The reported criteria concern women graduates in the 2025–26 academic session. A candidate should check each condition against the eventual official notification:
- Uttar Pradesh domicile: The candidate must be a native of Uttar Pradesh.
- Graduation session: She must have graduated during the 2025–26 academic session.
- Merit: She must fall within the top 5% of women students at her university or college. News On AIR / Akashvani reported this selection basis on July 22, 2026.
- Family income: Hindustan Times’ July 21, 2026 report on the cabinet press conference states an annual family-income limit of less than ₹12 lakh.
The reported institutions covered include state and private universities, government colleges, non-government aided colleges, and self-financed colleges affiliated with state universities. The July 21 report attributes an estimate of around 50,000 first-year beneficiaries to Higher Education Minister Yogendra Upadhyay; this is a forecast, not a confirmed beneficiary count.

News On AIR / Akashvani reports that the income condition will be relaxed for students with disabilities, daughters of martyrs, and daughters from destitute families. The report does not specify the revised income limits or the evidence applicants must provide. Meeting one of these descriptions should not be treated as automatic approval: the official notification will need to set out how the relaxation works.

How is the 5% merit rule applied?
The reported rule refers to the top 5% of female graduates at a university or college, not a statewide list of the top 5% of all women graduates. The reports do not explain how institutions will calculate the ranking, what marks or grading records will be used, or how ties and different grading systems will be handled. Applicants should rely on the institution’s or Higher Education Department’s published instructions for those details rather than assume a particular cutoff score.
Is there an application portal or deadline?
The July 2026 reports describe cabinet approval and eligibility criteria but do not provide an official application notice, portal, deadline, or document checklist. Look for a notification from the Uttar Pradesh Higher Education Department before sharing personal information or acting on registration instructions circulated elsewhere. Applications should not be assumed to be open based on the approval reports alone.

What does the scooter package include?
Package details are separate from eligibility. News On AIR / Akashvani says the scooter package includes insurance, registration, helmets, essential accessories, and four litres of petrol. Hindustan Times’ July 21 account gives five litres and specifies comprehensive insurance and an ISI-marked helmet. Because the published accounts differ on the fuel quantity, it remains unresolved; an official order or delivery notice is needed to confirm the package.
Is this the same as Mukhyamantri Kanya Sumangala Yojana?
No. The Rani Lakshmibai Scooty Yojana is a scooter scheme for qualifying women graduates. Mukhyamantri Kanya Sumangala Yojana is a separate six-stage conditional cash-transfer program for girl children, with its own residence, income, and family-size criteria. Those rules do not determine eligibility for the scooter scheme.

Why do some earlier reports mention an 80% marks threshold?
An earlier June 2026 report referred to an 80% threshold, but it predates the July cabinet decision and differs from the later reported criteria. The July accounts describe selection using the top 5% of women students at their institution. Applicants should not treat the earlier figure as the final rule unless an official notification confirms it.
