SparkLend’s documented design places upgrade and market-configuration pathways under the PoolAddressesProvider, while emergency market freezes and pauses have separate routes described in Spark’s Freezer repository. Ordinary lending actions are permissionless, but that does not make protocol settings permissionless. The documentation identifies Sky Governance as the Ethereum-mainnet owner of the provider; current ownership, implementation pointers, and role holders need on-chain verification before being treated as live facts.
What the governance review covers
The central question is not simply whether users can supply or borrow. It is who can change the code and settings that govern those actions, who can interrupt market activity, and how those powers can be overridden or recovered.
Spark documents SparkLend as an Ethereum lending market. Its product documentation says the Gnosis Chain deployment was deprecated in September 2026, while suppliers remained able to withdraw. This review therefore focuses on the documented Ethereum architecture, not on an assumption that the same controls or status apply to another network. See SparkLend product documentation.

The Pool and its provider
The Pool is the main entry point for lending operations and is documented as an upgradeable proxy. Its admin is the PoolAddressesProvider: changing the implementation pointer through that provider is the documented upgrade route. The provider also acts as a central address registry for the Pool, configurator, price oracle, ACL manager, and other components. Spark’s documentation says it controls proxy implementations and market configuration. See the Pool documentation and PoolAddressesProvider documentation.

- READY IN 3 MINUTES – Set up your ELLIPAL X Card crypto wallet on the offline Starter device, then tap to the ELLIPAL mobile App and start using it. This 100% offline crypto wallet is a no battery crypto wallet with no charging, no firmware updates, and no complicated setup.
- TURN ANY WALLET INTO A CARD – Already have a wallet? Import your recovery phrase from MetaMask, Trust Wallet, Ledger, Trezor, or any compatible seed phrase wallet. X Card works as a backup wallet and physical twin of your existing bitcoin wallet, ethereum wallet, NFT wallet, or altcoin wallet — no transfers, no new accounts, no starting over.
- BUILT ON AN EAL6+ SECURE CHIP – Designed as a secure crypto wallet and private key wallet, X Card generates and stores your private keys inside the EAL6+ secure chip. Your keys never reach your phone, the App, USB, Bluetooth, or the internet, making it a true no bluetooth hardware wallet and no USB crypto wallet.
- ONE APP, EVERYTHING CRYPTO – Manage more with one cold storage wallet. Buy, sell, swap, send, spend, and earn across 45+ blockchains and 10,000+ tokens. Use X Card as your cryptocurrency wallet, coins and tokens wallet, DeFi wallet, and staking wallet for everyday crypto management.
- TAP TO CRYPTO – Carry your crypto cold wallet on a card and secure every transaction with one NFC tap. ELLIPAL X Card combines the simplicity of a crypto wallet with the protection of a cold storage hardware wallet.
Ownership is a separate verification question
The provider documentation states that Sky Governance owns the provider on Ethereum mainnet. That is a documented design statement, not confirmation of the provider’s present on-chain owner or the current implementation addresses. A live assessment should inspect the deployed provider, its owner, its implementation pointers, and the addresses it registers rather than infer those values from documentation alone.
Which actions are open to users, and which are privileged?
Spark’s Pool documentation describes ordinary supply, withdrawal, borrowing, repayment, liquidation, and flash-loan operations as permissionless. It separately identifies privileged checks for PoolConfigurator operations, Pool admin functions, and bridge functions. In practice, open access to routine lending calls does not mean that anyone can change market parameters, component addresses, or access-control roles.

The architecture makes several questions relevant to governance oversight: who can change the provider’s owner, who can update implementation pointers or critical component addresses, and which roles can change risk settings. The cited documentation describes the pathways but does not establish the current values or role holders.

Governance-spell route
The SparkLend Freezer repository describes a contract intended to hold risk-admin and emergency-admin roles, with functions to freeze or pause all markets or an individual market. One documented route uses token-based governance to vote a pre-deployed spell to be the Chief’s hat; the spell can then be executed to invoke the freezer.

Multisig route and override paths
The repository also describes direct calls by an authorized multisig ward after it meets its quorum. Its expected configuration names the Spark SubDAO Proxy as owner, MCD Chief as authority, and at most one SAFE multisig ward. These are repository-described assumptions, not verified facts about the live deployment.
The same repository describes recovery and override relationships: MKR holders can override and de-authorize the multisig without a GSM delay, while the SubDAO Proxy, behind a delay, can override a non-delay vote and the multisig. These pathways make the actual role assignments, contract wiring, quorum, and delay configuration important to verify when evaluating how checks and balances work in practice. See the SparkLend Freezer repository.

What risk controls can governance change or rely on?
Spark’s product documentation describes controls that limit particular exposures or change how the market responds to risk. They should not be read as guarantees against losses or failures in governance, oracle operation, implementation, or other processes.
Recommended Free Tools
- Supply and borrow caps: per-asset limits constrain the amount supplied or borrowed.
- Rate limits: limits on specified flows can restrict how quickly certain exposures change.
- Peg-deviation killswitch: for listed pegged collateral, a configured threshold breach halts new borrowing.
- Borrowing-power reduction: borrowing power can be reduced to zero without making forced liquidation the first response.
Oracle aggregation and fallback behavior
The documented oracle design uses RedStone, Chainlink, and Chronicle. When all three values are valid and fresh, the system uses their median; when two are valid, it uses their average; the design also includes a single-feed fallback. Multiple feeds can reduce reliance on one source in the normal aggregation cases, but the fallback means reviewers should establish its trigger conditions and current configuration. The documentation does not support a claim that one compromised or unavailable feed can never affect prices.

Liquidation close factor
Spark’s documentation describes a variable liquidation close factor: up to 50% of a borrower’s debt may be covered when the health factor is below 1 but above 0.95, and up to 100% when it is at or below 0.95. These are documented protocol parameters, not governance safeguards. They matter because oracle or parameter changes can affect borrower health factors and, in turn, liquidation exposure. See SparkLend product documentation.
What to verify before assessing the live attack surface
A governance review should distinguish the documented design from the deployed configuration. For Ethereum, the key verification targets are:
- The PoolAddressesProvider’s current owner and the process that can change it.
- The Pool implementation pointer and the provider’s registered addresses for critical components.
- The live access-control roles for configuration, admin, bridge, and emergency functions.
- The freezer’s deployed ownership and authority wiring, authorized ward, multisig quorum, and applicable delays.
- The active market parameters and oracle aggregation, fallback, and killswitch configuration.
Until those values are checked against the deployed contracts, the documentation supports a description of SparkLend’s intended control pathways—not a conclusion about who can exercise every power today.
