The right VPN for Ukraine depends on where you are and which IP address you need. If you are in Ukraine and want your traffic to exit elsewhere, look for nearby foreign servers. If you are abroad and need a Ukrainian IP for local services, confirm that the provider offers Ukraine as an exit location—and that it is available on your plan.
Proton VPN, NordVPN, ExpressVPN, and Private Internet Access are candidates in TechRadar’s January 2026 top five; iTechGuides’ August 2026 comparison also discusses Windscribe and Mullvad. These are editorial shortlists, not a universal ranking. The information available here does not establish current Ukrainian-server availability for every candidate, so check each provider’s server list before subscribing.
Start with the IP location you need
If you are in Ukraine
A VPN can route your connection through a server in another country, giving websites the exit-country IP address rather than your Ukrainian one. Choose a nearby foreign location if connection distance matters, and check that the service offers that country on the plan you intend to use. A Ukrainian server is not necessary for this use case.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesIf you are outside Ukraine
To appear to connect from Ukraine, you need a provider with a Ukrainian exit server. Confirm that the server is currently available and included with your subscription. A provider’s presence in a Ukraine-focused roundup does not by itself establish that it offers a Ukrainian IP today.

A VPN changes the apparent network location and encrypts traffic between your device and the VPN server; it does not guarantee anonymity, a particular speed, or access to every streaming service. Services may block VPN connections, and other account or location checks may still apply.
Five VPNs to investigate
These candidates appear in one or both of the cited 2026 comparisons. The available material does not support ranking all five by independently verified Ukrainian-server coverage, privacy, or performance. Treat their inclusion as a starting point, then verify the server map, plan features, and terms directly with each provider.

Proton VPN
Proton’s official Ukraine page says it has “over 30 high-speed VPN servers in Kyiv” and supports up to 10 devices per account. Those are the provider’s own specifications, not independent measurements of speed or availability. Proton also describes Secure Core routing through privacy-friendly countries before connecting to Ukraine. Its free version has no servers hosted in Ukraine; Proton says free users in Ukraine can connect to nearby free servers, typically Poland. See Proton VPN’s Ukraine server information.

Windscribe and Mullvad as alternatives to check
iTechGuides’ August 2026 comparison discusses Windscribe and Mullvad, though they are not part of the five-provider candidate lineup shared by both source lists. Their inclusion there is not evidence of current Ukrainian server availability or a particular ranking. Check their current server maps, supported devices, and subscription terms if you are considering them.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home- Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
- A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
- Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
- Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
- Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.
Compare the details that affect your choice
Server location is the first filter; after that, compare evidence and terms that can materially change the decision. The cited comparisons do not provide a consistent set of current, like-for-like figures for all five candidates, so verify these details on the provider’s current plan and support pages.
- Exit location: Confirm the country you need is available now and on the specific plan—not merely mentioned in an older review or comparison.
- Privacy evidence: Look for clear explanations of logging practices and the scope and date of any independent audit. An audit applies to the systems and scope it examined; it is not proof of every privacy or security claim.
- Free-plan limits: Check which server countries, features, and usage allowances are included. Proton’s free tier, for example, does not offer a Ukrainian server, according to Proton.
- Device support: Confirm that the service has an app or supported setup for each device you plan to use. Proton advertises support for up to 10 devices per account on its Ukraine page; check its current terms for the definition and any limits.
- Price and cancellation terms: Compare the initial price with renewal pricing, billing period, refund eligibility, and any applicable restrictions. These terms can change, so rely on the provider’s current checkout and terms rather than an old roundup.
When a router makes sense
A VPN-capable router can route traffic for multiple devices on a home network, including devices that may not have a convenient VPN app. It is optional: a router does not replace the need to choose a VPN server location that fits your goal. Before buying or configuring one, confirm that the exact router model supports the VPN client or protocol required by your provider and follow that model’s setup instructions. The cited comparison lists router products but does not establish model-specific VPN compatibility.
How to make the final choice
- Write down your goal: choose “foreign exit from Ukraine” or “Ukrainian IP while abroad.”
- Check the provider’s live server list: make sure the required location is currently offered and available on your intended plan.
- Review privacy and device details: inspect the scope of any audit, stated logging practices, supported platforms, and simultaneous-device limits.
- Read the current subscription terms: compare renewal price, billing period, refund rules, and any free-tier restrictions at checkout.
- Test the connection for your own needs: confirm the relevant service or device works before relying on the VPN for time-sensitive access. Neither provider specifications nor editorial speed assessments guarantee your results.
