For a free PDF conversion, start with the direction and file type you need—such as PDF to DOCX, XLSX, JPG, or PNG—then check whether the service supports scanned documents, what its free limits are, and how it handles uploads. No single converter is right for every file, and the available evidence does not establish a verified feature comparison of 12 services or confirm Markdown conversion across them.
Choose the conversion direction before choosing a tool
“PDF converter” can mean two different jobs: exporting a PDF into another format, or creating a PDF from a document or image. Check both the source and the intended output before uploading a file; support for one direction does not imply support for the reverse.
Adobe’s Acrobat online services FAQ documents PDF-to-Word as DOCX, PDF-to-Excel as XLSX, and PDF-to-image as JPEG, JPG, PNG, TIF, or TIFF. It also lists PDF creation from Word, Excel, PowerPoint, and several image formats, including BMP, GIF, JPEG/JPG, PNG, TIF/TIFF, PSD, and AI. Markdown support is not established by that FAQ. If you need PDF-to-Markdown, look for explicit documentation of that exact conversion direction rather than assuming it is included in a general PDF tool.

What to check for each kind of conversion
PDF to Word
DOCX conversion is useful when you need to revise text, but editable output is not the same as faithful output. Compare the converted document with the PDF, especially its page breaks, columns, fonts, images, and tables. Adobe lists PDF-to-Word as an online option; that does not guarantee a particular file’s layout will survive intact.
PDF to Excel
Spreadsheet conversion is most useful when the PDF contains recognizable tabular data. Check whether headings, rows, columns, and values land in the right cells; visually similar formatting does not prove that the resulting data is structured correctly. PDF to JPG or PNG
Image output is a practical choice for sharing or displaying a page as a picture. Adobe documents JPEG, JPG, PNG, TIF, and TIFF outputs. Check whether the service exports every page or only a selected page, and inspect the image dimensions and legibility before relying on it.
Scanned PDF to editable text
A scanned PDF may contain page images rather than selectable text. Making its contents editable generally requires optical character recognition (OCR). Confirm that the specific service supports OCR for your file and plan, then review the result for recognition errors. The available tool comparisons do not verify OCR coverage across all providers.

Compare free limits, privacy, and device support
Free access can come with transaction, file-size, or account restrictions. The figures below are provider-specific terms reported by Adobe’s FAQ and TechRadar, not a like-for-like assessment of 12 converters. Service limits can change, so check the linked terms when you use a tool.

Adobe’s storage, deletion, and security statements describe Adobe’s own service; they do not establish how other converters handle files. Likewise, a desktop workflow may avoid sending a file to a browser-based conversion service, but check where processing actually occurs and whether any connected features upload documents.

Use a quick decision process
- Set the exact direction. Write down the source and target, such as PDF to DOCX or PDF to PNG. For Markdown, verify that exact feature in the provider’s documentation.
- Check whether the PDF has selectable text. If it is a scan, confirm OCR support and test the output for mistakes.
- Check the free terms. Look for transaction or daily quotas, maximum file size, account requirements, and download restrictions. Confirm current terms on the provider’s own pages.
- Assess the result. For Word, inspect layout and images; for Excel, check cell structure and values; for image output, check page coverage and readability.
- Decide whether uploading is acceptable. Review processing location, retention and deletion details, account and sharing defaults, and any workplace or legal handling rules.
- Choose browser or desktop based on your needs. Browser tools can be convenient for occasional work. If you convert frequently or need offline processing, compare desktop options and confirm their actual processing and feature limits.
Protect documents before converting them online
Uploading a file may place it in a provider’s cloud storage. Before using an online service for sensitive material, read its own privacy and deletion terms and confirm whether sharing is enabled by default. Adobe explicitly states that Acrobat online services upload files to Adobe cloud storage; its stated handling terms should not be generalized to other providers. Adobe’s file-handling FAQ
- Use an offline workflow when your organization’s rules or the document’s sensitivity require it.
- Do not upload confidential, personal, or regulated documents unless the service and your use comply with applicable workplace and legal requirements.
- After conversion, confirm where the original and converted files are stored and remove cloud copies when appropriate under the provider’s controls and your organization’s rules.
How to choose without assuming every tool does everything
A short list of named services is not enough to establish that each supports every format, OCR, the same free quota, or the same privacy protections. Treat a “12 tools” roundup as a starting point, not proof of a complete feature matrix. Evaluate the exact task and check current provider documentation before committing a document.

For a straightforward format supported by a provider’s documentation, use that confirmation as the first filter. For scans, spreadsheet extraction, Markdown, or sensitive files, require specific evidence for OCR, output structure, format direction, and file handling. No hands-on conversion results are established here, so fidelity should be judged on your own converted copy rather than assumed.
