Protect first the information that must remain confidential for the longest time, then the systems whose compromise would cause the greatest mission, safety, financial or operational harm. Prioritize the storage, communications, identity, key-management and signing systems that handle that information, including their suppliers and cloud dependencies.

The first sorting rule is confidentiality lifetime

Quantum risk is not evenly distributed across every encrypted file. The key question is how long a disclosure would remain harmful. An adversary can copy encrypted traffic or datasets now and retain them until a cryptographically relevant quantum computer (CRQC) can attack the cryptography protecting them. This is commonly called “harvest now, decrypt later.” If the information will still be sensitive at that future point, collecting it today creates a long-term confidentiality risk.

A joint CISA, NSA and NIST factsheet dated August 17, 2023, puts the planning issue plainly: “Early planning is necessary as cyber threat actors could be targeting data today that would still require protection in the future (or in other words, has a long secrecy lifetime), using a catch now, break later or harvest now, decrypt later operation.” The statement is a reason to begin discovery and migration planning, not a prediction that a CRQC will appear on a particular date.

Use the expected secrecy period and the consequence of disclosure as the first filter. A document that becomes public after six months may not belong at the front of the queue; a design, patient record or identity dataset that must remain restricted for decades usually does.

Data categories that commonly belong near the top

CISA’s critical-infrastructure guidance identifies several examples of information with potentially long secrecy lifetimes. Treat these as starting points for an organization-specific assessment rather than as an automatic ranking.

Data category Why it can need extended protection Questions to ask
National security information Disclosure can compromise missions, sources, capabilities or long-term plans. When would release stop affecting national or mission security? Which classification, handling and retention rules apply?
Personally identifiable information (PII) Identity details can enable fraud, targeting or long-lasting privacy harm. Which records identify people, and how long must legal, contractual or policy controls keep them confidential?
Industrial trade secrets Technical designs, formulas, source material and strategic plans can retain commercial value for years. Would a competitor still gain an advantage if this material were revealed later?
Personal health information (PHI) Medical information is sensitive even after a particular treatment or episode ends. Which clinical, research and billing records have extended confidentiality obligations?
Sensitive justice-system information Investigative, prosecutorial, correctional or victim information may remain dangerous to disclose. Could later disclosure endanger people, investigations, proceedings or institutional security?

Also include information whose sensitivity is not obvious from its file name. Credentials, recovery material, security architecture, vulnerability details, merger plans, unpublished research and supplier designs may have a long useful secrecy period. Document the reason each dataset remains sensitive and the date or event that would reduce its sensitivity.

Rank systems, not just files

A high-value dataset is exposed through every system that stores, transmits, authenticates or signs access to it. The first migration targets may therefore be a key-management service, certificate authority, identity platform or software-signing process rather than the database containing the records.

For each dataset, map the complete protection path:

  • Primary and backup storage, including archives and removable media.
  • Internal and external network links, message queues, APIs and remote-access channels.
  • Identity, authentication and authorization controls.
  • Key stores, root keys, password vaults, certificates and signing keys.
  • Software, firmware and configuration-update mechanisms.
  • Cloud services, managed platforms, contractors, suppliers and information-sharing partners.

Then evaluate each connected system by organizational value and criticality. A system that controls a plant, hospital service, payment function or emergency capability may deserve earlier work than a less critical system, even when both use similar cryptography.

Criterion What to determine Evidence to record Priority signal
Required secrecy lifetime How long would disclosure still cause harm? Retention rule, contract, mission requirement or business rationale; expected end date or event. Longer-lasting confidentiality moves the system upward.
Impact and criticality What mission, safety, financial or operational function depends on it? Service owner, affected users, safety implications, recovery objectives and consequences of compromise. High-impact or safety-related functions move upward.
Cryptographic role Does the system encrypt data, authenticate users, control access, hold keys or sign software and firmware? Algorithms, certificates, key locations, trust relationships and signing workflows. Root keys, signing keys and trust anchors receive special attention.
Dependency and reach Which systems, suppliers, cloud services and external partners rely on it? Connection map, data-sharing agreements, vendor names, interfaces and geographic scope. Broad reach or a central dependency increases urgency.
Migration effort and timing What upgrades, replacements, testing and downtime are required? Product lifecycle, supplier roadmap, maintenance windows, staffing, cost and validation work. Start discovery early where replacement cycles are long or supplier support is uncertain.

You can use qualitative ratings such as low, medium and high, provided the organization defines them consistently. Do not let ease of migration override a severe long-term confidentiality or safety consequence; use effort and timing to sequence work after risk has been established.

Step-by-step: build a quantum-readiness inventory

  1. List information assets. Create an inventory of sensitive and critical datasets, not merely application names. Record owners, locations, formats, retention periods, sharing arrangements and the date or condition when confidentiality may no longer be required.
  2. Describe the harm of disclosure. For every dataset, document privacy, safety, legal, national-security, competitive and operational consequences. Include harm that could occur years after collection.
  3. Map storage and transmission. Trace production databases, backups, archives, endpoints, networks, APIs, messaging systems and external transfers. Include copies held by service providers and partners.
  4. Discover cryptography. Record algorithms, protocol versions, certificates, key lengths, key stores, hardware or software modules, identity controls, signing systems and hard-coded cryptographic dependencies. The interagency factsheet recommends cryptographic discovery and inventory of quantum-vulnerable systems and assets.
  5. Identify trust anchors and privileged material. Locate root keys, certificate authorities, password stores, administrator credentials, signing keys and update mechanisms. A compromise of these controls can expose many datasets at once.
  6. Assess connections and sharing. Note which systems trust one another, which suppliers operate them, where cloud services are involved and which external organizations receive data. Record whether a change in one component would require coordinated changes elsewhere.
  7. Assign a priority and owner. Apply the scorecard, record the rationale and name an accountable business and technical owner. Revisit the rating when a system, supplier, mission or retention rule changes.

Operational technology and high-impact systems

Operational technology (OT) requires a safety- and availability-aware assessment. Downtime, firmware changes or authentication changes can affect physical processes, not just information systems. CISA’s Post-Quantum Considerations for Operational Technology notes that “Prioritizing one system over another for cryptographic transition is highly dependent on organization functions, goals, and needs.”

For an OT or other high-impact environment, examine:

  • Whether a failure could affect people, the environment, essential services or public safety.
  • Which controllers, engineering workstations, gateways and maintenance channels depend on vulnerable cryptography.
  • How long equipment remains deployed and whether it can receive validated updates.
  • Whether safety systems, backup controls and manual operating procedures remain available during migration.
  • How suppliers certify firmware, manage keys and coordinate changes across a long equipment lifecycle.

Separate confidentiality priorities from availability and safety controls, then reconcile them in one program plan. A system may need early inventory even when its cryptographic replacement must wait for a carefully tested maintenance window.

Include suppliers and cloud dependencies

Organizations rarely control every cryptographic component themselves. A hosted database, identity service, certificate provider, industrial controller or software package may determine when a transition is possible.

Ask each relevant supplier:

  • Which components use public-key cryptography or digital signatures that may require post-quantum replacement?
  • How will the supplier discover and inventory those components across your deployment?
  • Which standards, protocol versions and implementation options will be supported?
  • When will upgrades be available, and what hardware, operating-system, licensing or downtime changes will they require?
  • How will keys, certificates, firmware signatures and backups be migrated and validated?
  • What testing, rollback and support arrangements will apply during the transition?

Capture answers, expected dates and estimated costs in the roadmap. A general announcement is not proof that a particular edition, appliance or hosted service is ready; verify the deployment details that affect your environment.

What the 2035 criterion means

CISA’s cited federal strategy uses a specific inventory criterion: information recorded now that, if later decrypted by a CRQC in 2035, would still be mission-sensitive. This is a federal reporting and inventory lens. It is not a universal deadline for every organization, nor does it assert that useful quantum capability will arrive in 2035.

Organizations outside that federal context can use the same scenario as a stress test: identify data collected today that would still matter if decryption became practical in 2035. Also run other dates based on your own retention periods, contracts, safety obligations and technology lifecycles. The important output is a documented rationale for the chosen horizon, not a false sense of precision.

Build migration as a program

Discovery should lead to an accountable, staged program rather than a one-time encryption purchase. CISA, NSA and NIST recommend a roadmap, cryptographic inventory, risk analysis and vendor engagement.

  1. Set governance. Name executive sponsorship, a security lead, data owners, infrastructure and application representatives, procurement and OT or safety specialists where relevant.
  2. Baseline current protection. Preserve the inventory, diagrams, algorithms, certificates, key locations, software versions, supplier commitments and known gaps.
  3. Sequence high-risk dependencies. Start with long-secrecy data and systems containing trust anchors, signing keys or high-impact functions. Coordinate changes across connected services.
  4. Test before broad deployment. Validate interoperability, performance, logging, backup recovery, certificate handling, firmware updates and rollback in representative environments.
  5. Track standards and product validation. Adopt implementations only after the relevant standards, supplier support and organizational testing are confirmed.
  6. Measure and refresh. Track inventoried assets, assessed systems, supplier responses, migration milestones and exceptions. Reassess when data value, system criticality or product support changes.

Common prioritization mistakes

  • Starting with the easiest application. Ease of upgrade is not a substitute for long secrecy lifetime or high impact.
  • Counting only databases. Backups, network links, identity systems, keys and signing paths may expose the same information.
  • Treating every encrypted record as equally urgent. The relevant question is whether disclosure would still cause harm when future decryption is possible.
  • Assuming a supplier’s broad quantum statement covers your deployment. Confirm the exact product, version, service tier, update path and support date.
  • Using 2035 as a universal deadline. It is a federal scenario criterion, not a forecast or a deadline for all sectors.
  • Ignoring OT constraints. Availability, safety, validation and long equipment lifecycles can change the migration sequence.

A concise decision rule

When two candidates appear equal, choose the one whose information remains sensitive longer. If their secrecy lifetimes are similar, choose the system with greater mission, safety or operational impact. Then break ties by looking at cryptographic leverage—root keys, signing keys and trust anchors—followed by dependency reach and the time required to obtain and validate a supplier-supported upgrade. Record the reasoning so that priorities remain explainable as systems and guidance evolve.
