Which cruise line is best for your budget? There is no universal winner among Carnival, Royal Caribbean, and Norwegian Cruise Line (NCL): the best-value choice depends on the specific sailing, cabin, fees, and extras you will use. Compare the same dates, itinerary, cabin category, and passenger count, then calculate the whole trip—not just the advertised fare.
How to compare cruise prices fairly
Start with the same departure port, dates, destination, sailing length, cabin type, and occupancy. Compare the booking checkout total and check whether taxes, port charges, government fees, and other mandatory charges are included. Their treatment can vary by market, offer, and booking channel, so the final total for your sailing matters more than a starting price.
Then add only the extras your party expects to buy. A useful comparison includes:
- Daily charges: service gratuities and any gratuities attached to a package.
- Food and drinks: specialty restaurants and alcoholic or other bar beverages beyond what is included.
- Connectivity: Wi-Fi access or a package, if needed.
- Activities: shore excursions and paid onboard activities you plan to use.
- Getting to the ship: airfare, ground transfers, and a pre-cruise hotel, where applicable.
- Flexibility: whether the fare lets you choose your cabin or imposes other restrictions.
Do not add every optional item automatically. A bundle is worthwhile only if its price and terms suit your party and you expect to use its benefits. No matched live quotes establish a current lowest-price brand, so a brand-wide cheapest ranking would be misleading.

Official fare descriptions show why comparing inclusions matters. They are general guidance, not a guarantee that every ship or sailing offers the same venues or terms; confirm the details for your ship and booking.

Carnival: budget for the extras you actually want
Carnival’s fare information identifies several common extras, including gratuities, internet, excursions, specialty dining, and bar beverages. That means the headline fare should not be treated as the trip’s complete price. Check what your ship includes, then add only the services your group is likely to purchase. Royal Caribbean: include gratuities in the daily estimate
Royal Caribbean’s US gratuity FAQ, accessed in 2026, lists daily rates of $18.50 USD per guest in a non-suite stateroom and $21.00 USD per guest in a suite when gratuities are not prepaid at booking. The FAQ says rates may not apply where prohibited by law and guests can modify gratuities onboard before disembarkation. Rates can change, so verify the policy for your sailing. NCL: weigh the lower fare against cabin choice and package terms
NCL describes Sail Away rates as its lowest available fares, but that is the company’s description of its fare type—not proof that NCL is cheapest overall. A Sail Away booking can place the stateroom on any deck, with assignment close to embarkation; some oceanview, balcony, or mini-suite views may be obstructed. NCL’s Free at Sea FAQ describes benefits that can include drinks for qualifying adults in the stateroom, a number of specialty meals based on sailing length, 150 minutes of Wi-Fi per guest, and a $50 eligible shore-excursion credit for guest one.
