Use a Google Ads portfolio bid strategy when several eligible campaigns pursue the same business outcome, use compatible conversion measurement, and can share one meaningful target. Portfolio bidding lets Google optimize those campaigns collectively. Keep bidding at campaign level when campaigns need different goals, conversion definitions, efficiency targets, or independent budget control.
A portfolio strategy does not automatically combine campaign budgets. You can use portfolio bidding with separate campaign budgets, or pair it with a shared budget when you want eligible campaigns to draw from one average daily pool.
What a portfolio bid strategy changes
Google defines a portfolio bid strategy as an AI-powered strategy that groups campaigns, ad groups, and keywords so they can optimize toward a common target. Portfolio strategies are managed in the Shared library rather than being configured only inside one campaign. Google supports portfolio scope for several automated and Smart Bidding strategies, including Maximize conversions, Maximize conversion value, Target CPA, Target ROAS, Maximize clicks, and Target impression share. Performance Max campaigns are not generally supported for portfolio bidding. Check the current eligibility for the exact campaign type and strategy before changing an account.
Smart Bidding uses auction-time signals to set bids for conversions or conversion value. A standard, campaign-level strategy makes that optimization within one campaign. A portfolio strategy allows the eligible campaigns in the portfolio to be optimized collectively. The scope determines how bidding data and targets are shared; it does not, by itself, move money between campaign budgets.

Google’s portfolio bid strategy definition describes the shared optimization model. The practical implication is that a portfolio works best when the campaigns are similar enough for one target to be meaningful, not merely because they happen to advertise the same company.
Portfolio versus campaign-level bidding
| Decision factor | Portfolio scope | Campaign-level scope |
|---|---|---|
| Optimization unit | Several eligible campaigns, ad groups, and keywords optimize collectively toward one portfolio target. | Each campaign optimizes its own performance against its own strategy and target. |
| Best fit | Campaigns share an objective, conversion logic, value model, and appropriate target. | Campaigns have materially different goals, conversion actions, values, or efficiency requirements. |
| Budget behavior | Can use separate budgets or a linked shared budget; portfolio scope alone does not share budgets. | Normally preserves each campaign’s independent budget allocation. |
| Control | Centralizes the target and lets the system trade opportunity among campaigns. | Preserves campaign-by-campaign control over targets and spending. |
| Risk | A single target can conceal important differences if campaigns are not genuinely comparable. | Small campaigns may have less data and less flexibility to find conversions on their own. |
| Eligibility | Every included campaign must support the chosen strategy and portfolio configuration. | Eligibility is checked for each campaign’s selected strategy. |
When a portfolio strategy is the better choice
Several campaigns pursue the same outcome
Start with the business outcome, not the campaign naming convention. A portfolio is a candidate when campaigns all optimize for conversion volume, conversion value, clicks, or visibility in a compatible way. For example, multiple Search campaigns that all count qualified leads as the primary conversion and can accept one target CPA are more suitable than a mixture of lead-generation and ecommerce campaigns with unrelated values.
Google says portfolio campaigns, ad groups, and keywords optimize collectively for a single target. It does not publish a universal similarity threshold, so the test is operational: would one target and one measurement model produce a sensible decision across every included campaign?
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The conversion actions and values are compatible
Audit what each campaign is actually optimizing. Conversion actions should represent the same business outcome, and conversion values should be comparable if the portfolio uses value-based bidding. Combining a campaign optimized for purchases with one optimized for low-value form fills can make a common CPA or ROAS target misleading, even if both are labeled “conversions.”
For value-based bidding, Google recommends reporting revenue or other meaningful conversion values when conversions differ in value. If values are missing, inconsistent, or assigned differently by campaign, keep strategies separate until measurement is corrected.
A common target is genuinely acceptable
Portfolio bidding centralizes the target. Use it when a shared CPA, ROAS, click, or impression-share goal reflects how you want the group managed. If one campaign must run at a substantially different efficiency target because of margin, geography, product line, or lead quality, campaign-level bidding is safer.
You want opportunity-based allocation across campaigns
If several campaigns share the same objective and you are comfortable allowing the system to favor campaigns with stronger available opportunities, a portfolio can be paired with a shared budget. Google recommends shared budgets with portfolio bidding for campaigns that share goals. The budget choice is optional; portfolio scope can remain in place while each campaign keeps its own budget.

When campaign-level bidding is safer
- Different objectives: One campaign is intended to generate leads while another is intended to maximize revenue or visibility.
- Different conversion definitions: The campaigns optimize for actions that should not be valued or counted the same way.
- Different economics: Products, regions, or customer segments require distinct CPA or ROAS targets.
- Independent budget commitments: Finance or operations require each campaign to retain a defined spend limit.
- Different testing conditions: You are isolating a launch, experiment, or measurement change and do not want its signals blended with established campaigns.
- Unsupported campaign type: The campaign does not support the selected portfolio strategy or shared-budget configuration.
These are practical consequences of Google’s collective-optimization model, not a published numerical rule. When in doubt, preserve campaign-level control until the measurement and target logic are demonstrably compatible.
Choose the strategy before choosing its scope
Scope cannot fix a mismatched objective. Select the strategy that corresponds to the result you are buying, then decide whether it should apply to one campaign or a portfolio.
| Primary objective | Relevant Google Ads strategy | Use a portfolio when |
|---|---|---|
| Transactions or leads at a target cost | Target CPA, or Maximize conversions when you do not set a CPA target | Included campaigns can share conversion actions and a defensible CPA goal. |
| Revenue, profit proxy, or conversion value | Target ROAS, or Maximize conversion value without a ROAS target | Reported values are meaningful and campaigns can share a return objective. |
| As many conversions as possible within available budget | Maximize conversions | The campaigns count compatible conversions and can compete for opportunity. |
| Website visits | Maximize clicks | Traffic is the common outcome and campaign-level traffic quality differences are acceptable. |
| Visibility for searches | Target impression share | The campaigns can share a visibility goal and compatible placement constraints. |
Google’s strategy-selection guidance is available in Pick the right bid strategy. Starting in June 2026, Google is changing the names “Maximize conversions with a Target CPA” to “Target CPA” and “Maximize conversion value with a Target ROAS” to “Target ROAS.” Google says the underlying behavior does not change.
How shared budgets fit into the decision
A shared budget is one average daily budget distributed across multiple campaigns. If one campaign cannot use its available allocation, Google Ads may allocate spend to another campaign with an available traffic opportunity. This is separate from portfolio bidding:

- A portfolio strategy shares optimization toward a target.
- A shared budget shares the available budget pool.
- You can use either feature independently, or use both together.
Google’s shared-budget overview says shared budgets are available for Search, Shopping, Display, and Video campaigns, subject to listed incompatibilities. The overview identifies incompatibilities that include Performance Max campaigns, experiments such as App campaigns, Hotel campaigns using Commission bidding, Smart Shopping campaigns, and campaigns using total budgets. Confirm the live interface and current campaign eligibility before applying one.
When a shared budget is linked to a portfolio, adding or removing a campaign updates the campaign group associated with that budget. Google’s instructions are in Link shared budgets to portfolio bid strategies. Use this arrangement only when reallocating spend is desirable; it can reduce the predictability of each campaign’s individual spend.
Google reports “+13% more conversions” on average for customers adopting shared budgets and portfolio bid strategies on Search campaigns. The figure is Google Internal Data, Global, January 2024–March 2025. It is an average attributed to that adoption, not a guarantee or a causal forecast for a particular account.

Eligibility and Target ROAS qualifications
Eligibility varies by strategy and campaign type. Google’s Target ROAS documentation lists campaign-specific limitations for portfolio bidding. It says portfolio Target ROAS is not applicable to certain campaign types, including App campaigns for installs, Shopping, Demand Gen, Hotel, or Travel campaigns, while also noting that Hotel campaigns can support Target ROAS when required conversion tracking and values are in place. Because product eligibility and reporting features can change, verify the current page for the exact campaign type rather than generalizing from another campaign.
Recommended Free Tools
Target ROAS uses reported conversion values to predict future conversions and their value, then bids toward the target average return on ad spend. If values are delayed, sparse, or not economically meaningful, a portfolio ROAS target can create false precision. Correct value tracking before combining campaigns.
Google reports that advertisers switching from Target CPA to Target ROAS saw 14% more conversion value at a similar return on ad spend. This was Google Internal Data, Global, March 16–April 12, 2021, and applies to that reported switch; it is not a current guarantee or a reason to move every campaign to Target ROAS. The broader strategy guidance is summarized in Bid strategies to help you meet your goals.
How to set up a portfolio decision
1. Inventory the campaigns
Record each campaign’s type, objective, primary conversion actions, conversion values, current bid strategy, target, budget, and recent conversion volume. Mark campaigns with experiments, unusual constraints, or deliberately different economics so they are not grouped by accident.
2. Select the common objective
Choose conversion volume, conversion value, clicks, or visibility. If the objective differs across campaigns, stop and retain campaign-level strategies or redesign the structure before creating a portfolio.
3. Validate measurement
Confirm that included campaigns use compatible conversion actions and that values are reported consistently. For value-based bidding, check that the value represents revenue or another decision-useful proxy, not a default number that makes unlike conversions appear identical.
4. Test the target for comparability
Ask whether one CPA, ROAS, or visibility target would be acceptable for every campaign. If not, split the group into smaller portfolios or leave the campaigns at campaign level. Do not average targets merely to make the setup fit.

5. Check eligibility
In Google Ads, open the bid-strategy area in the Shared library and review the campaigns available for the selected strategy. Confirm that every campaign type supports the portfolio strategy and that any planned shared budget is compatible. Google describes Smart Bidding setup in Set up Smart Bidding.
6. Decide on budget structure
Keep individual budgets when each campaign must retain a defined allocation. Link a shared budget only when moving unused budget toward available opportunity is part of the plan. Document the decision so a later performance review does not confuse bid-scope effects with budget-pooling effects.
7. Apply changes deliberately
Create or select the portfolio strategy, add only the validated campaigns, set the common target, and confirm the resulting campaign list. If linking a shared budget, verify the linked campaigns and the average daily amount before saving. Avoid changing conversion actions, targets, budgets, and campaign structure simultaneously unless the change is necessary; otherwise you will not know which lever caused a result.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to evaluate performance after switching
Monitor the portfolio and each campaign separately. Track spend, conversions, conversion value, actual CPA or ROAS, the stated target, impression share or clicks when relevant, and the timing of conversions. A portfolio can improve total results while changing the distribution of spend among campaigns, so campaign-level diagnostics remain necessary.
- Check whether total performance is moving toward the shared objective without unacceptable deterioration in lead quality or margin.
- Look for a campaign that absorbs spend but contributes low-quality or low-value conversions.
- Compare reported conversion delays before judging a recent target change.
- Confirm that budget pooling, if enabled, is moving spend where the business actually wants it.
Do not evaluate a target change immediately after making it. Google says that after budget changes advertisers should wait one to two conversion cycles before evaluating performance. Allow the same practical caution for a portfolio restructuring when conversion delays are material.
The 2026 target-based bidding rollout
Google says a target-based bidding change rolled out globally on August 17, 2026 for campaigns marked “Limited by budget,” with rollout completed August 27, 2026. The change applies to Target CPA and Target ROAS, and to Target CPC for Demand Gen, and affects portfolio bidding and shared-budget setups.

Common mistakes and recovery steps
Grouping campaigns because they share a brand
Brand ownership is not a bidding objective. Separate campaigns when their conversion definitions, margins, or targets differ. If the portfolio starts redistributing spend in an unacceptable way, remove the incompatible campaign and keep its campaign-level strategy.
Assuming portfolio means shared budget
Review the budget setting independently. If spend must remain isolated, use portfolio bidding without a linked shared budget or return to campaign-level strategies.
Using a common target that is only an average
An arithmetic average can hide a high-margin campaign and a low-margin campaign that need different efficiency thresholds. Replace the broad portfolio with smaller, economically coherent portfolios or separate campaigns.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Ignoring eligibility changes
Campaign-type support changes and can differ by strategy. Recheck Google’s current documentation before adding a new campaign type, moving a campaign into a portfolio, or linking a shared budget.
Judging results before conversion data matures
Use conversion cycles and account for reporting delay. Avoid reversing a sound structure because of a few days of volatile spend, but act promptly if tracking is broken or traffic quality is clearly unacceptable.
A practical go/no-go checklist
- All proposed campaigns have the same primary business outcome.
- Conversion actions and, where applicable, conversion values are compatible and consistently reported.
- A single CPA, ROAS, click, or impression-share target is acceptable for the entire group.
- Every campaign supports the chosen portfolio strategy.
- You have decided separately whether budgets should remain independent or be pooled.
- You can monitor total and campaign-level performance after the change.
- You have accounted for conversion delay and the 2026 target-based bidding guidance.
If every item is true, a portfolio strategy is a logical way to let Google optimize the campaigns collectively. If any critical item is false, campaign-level bidding preserves the control needed to correct the mismatch.
