If a GitHub Actions scheduled workflow did not start when expected, it may have been delayed or dropped during high Actions load—but configuration and schedule semantics can cause the same symptom. Check that the workflow is enabled and on the default branch, then verify its cron expression and timezone. If those are correct, move the schedule away from minute zero and monitor later runs. GitHub documents these possible causes, but does not publish how often schedules are delayed or dropped, how long delays last, or a measured effect on developer productivity.
Why a scheduled workflow may appear silent
There are several distinct outcomes behind a missing run: the workflow may not have been eligible to trigger, its schedule may mean a different time than expected, or GitHub Actions may have delayed or dropped the scheduled event.
High Actions load can delay or drop scheduled events
GitHub Docs warns that scheduled events can be delayed during periods of high workflow-run load. The beginning of each hour is a high-load period; if load is sufficiently high, some queued jobs may be dropped. GitHub recommends scheduling for another minute of the hour to decrease the chance of delay. This is a risk reduction, not a guarantee of punctual execution. GitHub Docs: Troubleshooting workflows
The workflow may not be eligible to run
A schedule event only triggers for a workflow file on the repository’s default branch, and the run uses the latest commit on that branch. A schedule added only on another branch will not trigger. In public repositories, GitHub automatically disables scheduled workflows after 60 days without repository activity. A workflow can also be manually disabled. Check the configuration before blaming a missed event on load
- Check whether the workflow is enabled. In the repository, open the Actions tab, select the workflow, and check whether it has been disabled. GitHub lists manual disablement as an initial troubleshooting check. GitHub Docs: Troubleshooting workflows
- Inspect the workflow trigger. Open the workflow YAML file and confirm its
on:field includes the intendedscheduletrigger and cron expression. A misspelling or changed expression can make the workflow run at a different time—or not on the intended schedule. - Confirm the file is on the default branch. Check the repository’s default branch and verify that the workflow file is committed there. Scheduled runs use the latest commit on that branch, not a feature branch’s version. - For a public repository, check for inactivity. If there has been no repository activity for 60 days, GitHub says scheduled workflows are automatically disabled. Check the workflow’s enabled state before treating the absence of runs as an Actions load issue. GitHub Docs: Events that trigger workflows
- Validate the cron expression and timezone. GitHub uses POSIX cron syntax. Schedules default to UTC, though an IANA timezone can be specified. The minimum interval is five minutes. GitHub Docs: Workflow syntax for GitHub Actions
- Account for daylight saving time. In a timezone that observes daylight saving time, a local scheduled time that falls in the spring-forward gap advances to the next valid time. If the run seems to shift only around that transition, check the timezone’s clock change. GitHub Docs: Workflow syntax for GitHub Actions
Reduce the chance of delays and choose an appropriate trigger
Move the schedule off minute zero
If the workflow is enabled, its file is on the default branch, and its schedule is correct, choose a different minute of the hour rather than scheduling at the start of the hour. GitHub recommends this to decrease the chance of delay, but does not promise that an off-hour schedule will always run on time or prevent a dropped event. GitHub Docs: Troubleshooting workflows
Use a schedule only when the task can tolerate timing variation
A scheduled workflow suits recurring work that does not depend on an exact start time. If work should start in response to a specific event, consider configuring an event-based trigger instead; if a person should decide when it runs, a manually dispatched workflow may fit better. GitHub documents these trigger options, but the available documentation does not establish that one is more reliable than another. Choose based on what should cause the work to run and whether it must follow the default branch’s latest commit. GitHub Docs: Events that trigger workflows

What the silence does—and does not—show about development performance
A delayed or dropped scheduled run can interrupt work that depends on its output, but a missing run by itself does not show how much development performance has been affected. GitHub’s documentation explains that high load can delay or drop scheduled events and provides configuration rules; it does not publish a frequency of missed schedules, a distribution of delay times, a service-level guarantee, or a measured productivity impact. Treat a particular incident as a reliability problem to diagnose, not as evidence of a general productivity trend.
