An internal recovery target cannot make a SaaS provider restore its service sooner. In Serguey Shinder’s account of an expenses and purchasing platform outage, an old four-hour target survived a move from on-premises systems to SaaS—even though the organization’s practical recovery estimate had become 14 hours and supplier support terms did not promise a fix within four hours. The account is a case study, not an independently verified incident report or an industry benchmark.
What happened in Shinder’s account
Shinder describes an outage affecting an expenses and purchasing SaaS platform. His account says the disruption began at 14 minutes past nine and that service returned at twenty to two, a span of six hours. He also says the organization depended on 17 significant services. The supplier and outage year are not identified in the available account, so these details should be read as the author’s description of one incident, not as independently confirmed measurements.
The organization’s four-hour recovery target came from an earlier on-premises environment. It had not been revised after migration. When the outage occurred, the target described what the organization hoped to achieve, not what the supplier had contractually committed to deliver. Shinder’s revised practical recovery estimate was 14 hours.
The operational problem was more than a missed number: employees inside the organization remained accountable for the impact, while the restoration depended on an external provider. Shinder captures that divide in his closing line: “We are still accountable for the outage. We are no longer in a position to end one.”

Why an internal target and a supplier commitment are different
A recovery target is a planning objective for the organization. A supplier SLA is a contractual commitment with defined conditions and consequences. Microsoft Learn advises customers to examine an SLA’s definitions, measurement rules, conditions, and exclusions; the headline percentage or response time is not enough to understand what the contract actually covers: How to Read a Service-Level Agreement (SLA).
In Shinder’s account, the supplier’s terms distinguished an initial response from a fix, used provider-defined severity levels, and in some cases required a named contact to open a high-priority case. Those are details of this account, not universal SaaS rules. Check the current contract and support documentation for each service rather than assuming another provider uses the same definitions or process.

Questions to answer in each supplier’s terms
- What is timed? Separate the time to acknowledge or respond from a commitment to restore service or resolve the underlying issue.
- Who assigns severity? Map the provider’s severity definitions to your own business-impact categories; the labels may not correspond.
- How do you escalate? Confirm the permitted support channels, required information, hours of coverage, and any named-contact or portal prerequisites.
- Is the language a commitment or a goal? Identify the stated remedy, if any, when a contractual commitment is missed.
- What is excluded or conditional? Read the measurement window, eligibility conditions, exceptions, and service-specific scope.
What SaaS migration changes—and what it does not
Moving a workload to SaaS changes who operates parts of the technology stack; it does not automatically make the organization’s end-to-end recovery faster. Reliability is shared, and the division depends on the particular service. Providers make reliability capabilities available, while customers may need to choose and configure them and design their workloads to use them appropriately. For each critical workflow, identify which recovery actions belong to the supplier and which remain yours. The supplier may control restoration of its platform, while your organization still has to manage communications, workarounds, dependencies, data handling, and decisions about when operations can resume. The exact boundary must be checked for the service and configuration in use.

Set recovery objectives around business impact
Recovery objectives should describe how much disruption the business can tolerate for a defined scenario—not simply preserve a number carried over from an older architecture. Microsoft Learn defines recovery time objective (RTO) as the maximum acceptable downtime and recovery point objective (RPO) as the maximum acceptable data loss. Both depend on the process and impact being planned for: What are Business Continuity, High Availability, and Disaster Recovery?
- Define the scenario and scope. State which process, service, users, and dependencies are affected, and whether the plan covers provider outage, loss of access, data recovery, or another failure.
- Set an RTO. Decide the longest acceptable interruption for that scenario, then distinguish the business objective from any supplier commitment that might support it.
- Set an RPO. Decide how much recent data the business can afford to lose; verify what the service’s backup, replication, or recovery features actually provide.
- Assign actions and owners. Record what the provider does, what your administrators do, who can invoke a workaround, and who communicates status and impact.
- Validate the plan. Confirm that support access, escalation contacts, dependencies, and available recovery options work in practice, and update the plan when the service or contract changes.
How to prevent a target from becoming a false promise
Keep three distinct things visible in continuity documentation: the business’s acceptable downtime and data loss, the provider’s actual contractual terms, and the organization’s own recovery capabilities. If they do not align, the gap is a risk to manage—not a guarantee that the supplier can meet the internal target.

After a migration or contract change, revisit the recovery plan instead of carrying forward on-premises assumptions. For each critical SaaS service, document the support route, response and restoration language, severity mapping, dependencies, practical workaround, and the person authorized to escalate. Where the supplier’s terms do not promise restoration within the business objective, make that limitation explicit to decision-makers and decide whether operational alternatives or a different risk tolerance are needed.
