Signal is the clearest choice if you want end-to-end encryption on by default across conversations. WhatsApp also says personal messages and calls are end-to-end encrypted by default, and may be more practical if your contacts are already there—provided you check your backup and privacy settings. Telegram works differently: its regular Cloud Chats are not end-to-end encrypted, while Secret Chats are, but they stay on the devices where they were started.
That makes “best” depend on what you mean by privacy. Encryption protects message content; it does not, by itself, mean a service collects no account or technical information. The comparison below reflects the three providers’ official descriptions available on October 7, 2026, not an independent security audit.
At a glance: how the three apps handle private chats
| App | Ordinary chat encryption | Cross-device history | Backup approach |
|---|---|---|---|
| Signal | Signal says conversations are always end-to-end encrypted. | Signal describes backup and transfer options with platform-specific constraints. | Optional Secure Backups use end-to-end encryption and a recovery key; on-device backups and transfers have different platform and setup requirements. |
| WhatsApp says personal messages and calls are end-to-end encrypted by default. It also says status updates and location shared in chats are end-to-end encrypted. | Encrypted backups can be stored with Google Drive or iCloud; check the current backup configuration rather than assuming it is enabled. | End-to-end encrypted backups are optional and use a password or 64-digit encryption key. | |
| Telegram | Cloud Chats use client-server/server-client encryption, not end-to-end encryption. Secret Chats use end-to-end encryption. | Cloud Chats sync through Telegram’s cloud. Secret Chats are device-specific and do not sync through that cloud. | Cloud Chat history is part of Telegram’s cloud service model; Secret Chats are not stored in that cloud. |
Cloud sync and end-to-end encryption solve different problems. Cloud sync makes chat history available across devices; end-to-end encryption is designed so that only the participants’ devices can read the message content. Telegram’s two chat types make that distinction especially important.

No—not for ordinary Cloud Chats. Telegram’s FAQ distinguishes Cloud Chats, which use client-server/server-client encryption, from Secret Chats, which add client-client encryption. Telegram’s privacy policy says Cloud Chat messages, photos, videos, and documents are stored on its servers so they can be accessed from devices. Its policy says, “Secret chats use end-to-end encryption.”
#1 Best Overall
What you give up with Secret Chats
Secret Chats are device-specific: they do not sync through Telegram’s cloud, so you cannot simply open the same chat history on another device. Telegram says they support self-destruct timers and do not allow forwarding. Logging out can mean losing those chats.
Participants can compare the key visualization shown for a Secret Chat over a trusted channel to check that they have the intended cryptographic connection. That check does not protect a phone that is compromised or accessible while unlocked.
WhatsApp: default encryption, with backups and settings to check
WhatsApp says personal messages and calls are end-to-end encrypted by default. Its documentation also covers status updates and location shared in chats as end-to-end encrypted. That describes protection for covered content; it is not a claim that WhatsApp collects no other information.
Are WhatsApp backups encrypted?
They can be, but end-to-end encrypted backups are optional. WhatsApp describes this option for backups held with Google Drive or iCloud and says the backup is protected with a password or a 64-digit encryption key. Check the current backup setting in your account before relying on it. Keep the password or key somewhere safe: losing the recovery information may prevent you from restoring the protected backup.

What WhatsApp says it collects
WhatsApp’s “Privacy at a Glance” describes information beyond message content, including a required phone number, optional profile details, contacts when shared, group and community membership, settings, and technical information about use, service performance, device, connection, and general location. Its page also says, “Adding WhatsApp to your Meta Account is optional.” These disclosures are a reminder that encrypted content and account or operational data are separate privacy questions.
Controls that can reduce exposure
WhatsApp documents controls for disappearing messages, locked chats, online and last-seen visibility, profile-photo visibility, who can add you to groups, and screening unknown callers. These controls affect visibility and access in particular situations; they do not replace securing the device and account. Product labels and paths can change, so look for the current options in the app’s privacy and chat settings.
Signal: the clearest default for end-to-end encryption
Signal Support says conversations are always end-to-end encrypted. Its documentation presents this as the way the service works rather than an optional mode. That makes Signal the most straightforward fit in this comparison for someone who wants end-to-end encryption without having to start a special type of chat.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteVerify you are talking to the intended person
Signal offers safety numbers that participants can compare to confirm they have the intended connection. Like Telegram’s Secret Chat key comparison, this helps with verification but cannot secure a compromised or unlocked device.
Rank #3
Plan recovery before changing phones
Signal describes optional Secure Backups that use end-to-end encryption and a recovery key. It also distinguishes Secure Backups from on-device backups and device-to-device transfers, which have platform- and setup-specific limits. Before switching phones, consult Signal’s current instructions for your devices and retain any required recovery information.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Privacy is more than message encryption
End-to-end encryption addresses who can read message content in transit between participants. It does not answer every question about account information, device security, settings, or service operations. WhatsApp’s published privacy overview specifically lists several kinds of account and technical information it handles. The material compared here does not establish a neutral, like-for-like ranking of all three services’ data collection, so it would be misleading to award a metadata-privacy winner.
Likewise, an encryption feature cannot protect a conversation displayed on an unlocked phone, or make a compromised device trustworthy. Verification features help confirm a connection; they do not check the health of either participant’s device.

Which app should you choose?
- Choose Signal if your priority is end-to-end encryption as the default for conversations, and you are willing to plan for its backup and transfer requirements.
- Choose WhatsApp if default end-to-end encryption for personal messages and calls matters and it is the practical choice for reaching your contacts. Review whether your backups are protected and adjust the privacy controls that matter to you.
- Choose Telegram Cloud Chats if cloud-synced history across devices is the feature you value, understanding that Telegram does not describe those chats as end-to-end encrypted.
- Use Telegram Secret Chats when you want end-to-end encryption within Telegram and accept that those chats are device-specific, do not sync through the cloud, and may be lost when you log out.
WhatsApp reported three billion users worldwide in a company privacy Q&A accessed October 7, 2026. That provider-reported figure may help explain why someone’s contacts are reachable there, but it says nothing about which app offers the best privacy. The providers’ own documentation is useful for understanding stated designs and controls; it is not a substitute for an independent audit or a guarantee of security.
