WhatsApp can help a business turn conversations into leads and sales, but only when the person has agreed to hear from you and the message gives them a reason to reply. The workable sequence is: earn permission, start each conversation with a clear purpose, follow up with relevant messages, hand off to a person when needed, and measure what happens after the chat. Nothing in the current official material guarantees a lead or revenue multiplier. What the sources establish is how the platform’s rules work and that consumers say they want messaging options. They do not establish a typical conversion rate, so treat any growth target as something to test against your own numbers.

Why messaging is worth testing, and what the survey evidence cannot show

The most-cited consumer data comes from a survey commissioned by Meta and conducted by Kantar, which WhatsApp Business reports on its own page. It was an online survey of 11,056 adults aged 18–64 in 22 markets: the United States, France, Germany, the United Kingdom, Spain, India, Mexico, Brazil, Indonesia, Thailand, Vietnam, Malaysia, the Philippines, Canada, Argentina, Colombia, Türkiye, Singapore, Saudi Arabia, the United Arab Emirates, New Zealand and Australia. It was fielded in two phases, in April and September 2025. Samples were balanced to each market’s online population, and overall results were weighted to the global internet population distribution.

Consumer finding (Kantar, 2025) Share of consumers What it suggests for your plan
More likely to purchase from a brand that offers messaging 72.4% Offering messaging as a contact option is worth testing with your own audience.
Want to message businesses the way they message friends and family 75.1% Plain, conversational wording usually fits better than formal broadcast copy.
Trust a business more when they can exchange messages with it 74.6% The thread should continue after the sale, not end at checkout.
Feel frustrated when messaging is not offered as a contact option 66.8% Keep messaging alongside your existing phone, email or web contact points rather than replacing them.
Agree that getting a response from an AI chatbot is helpful 67.7% Fast automated answers help when they resolve the question or route to a person (see the automation section below).
Require proof of legitimacy before engaging 79.3% Make it easy for a new contact to see who is writing and why.

These figures are reported attitudes. The survey did not measure campaign results, and because Meta commissioned it, the sensible use is to justify a controlled test, not to forecast revenue.

Start with permission, and keep proof of it

WhatsApp’s Business Messaging Policy, last updated September 23, 2026, sets the first rule:

“You may only contact people on WhatsApp if: (a) they have given you their mobile phone number or username; and (b) you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you.”

Two practical consequences follow. A phone number handed over for a delivery, a booking or a support query does not, by itself, authorise marketing messages; you need an opt-in that confirms the person wants subsequent messages. And a request to stop must be honoured wherever it arrives, including outside WhatsApp, such as by email, phone call or in person. The policy also makes the business responsible for obtaining the required permissions and complying with applicable law, so local privacy rules apply on top of WhatsApp’s own requirements.

Keep a consent record for every contact

If a complaint or platform review ever asks how someone joined, you should be able to answer from a record. For each opt-in, store:

  • The date and time consent was given
  • The web page, form, checkout, store sheet or booking screen where it happened
  • The exact wording the person saw
  • The message types they agreed to, such as order updates, offers or reminders
  • The frequency you stated, if you stated one
  • Any later opt-out, and when and how you processed it

How Meta frames the principle

Meta’s April 3, 2025 newsroom post, “Ways To Manage Your Businesses Chats On WhatsApp,” describes the goal in terms of the user’s experience:

“We want people to be in control of their experience chatting with businesses on WhatsApp and are focused on building tools that help people get relevant and useful information from businesses they care about, without feeling overwhelmed or missing out on important messages.”

Choose one conversion goal for each campaign

Campaigns that try to qualify leads, promote products and collect reviews in a single message usually confuse the recipient. Pick one outcome per campaign and design the next step around it:

  • Qualify an inquiry. Ask one or two questions that separate serious buyers from casual browsers, then pass qualified leads to a person.
  • Book an appointment. Offer specific time slots or a booking link, and confirm the chosen slot in the same thread.
  • Recover an abandoned purchase. Name the item the customer left behind and link straight to the product or checkout page.
  • Announce a relevant replenishment. Tell customers who bought a consumable that a reorder is due, with a direct order link.
  • Invite a complementary offer. Suggest an item that works with a recent purchase, not a general sitewide promotion.

Choose the right WhatsApp route

Three routes appear in current official material. They differ in who they suit, which rules apply and what you should confirm before committing.

Route Best suited to Constraints stated in the sources Confirm before you plan around it
Marketing messages (business broadcasts) in the WhatsApp Business app Small teams sending occasional messages to a chosen set of opted-in contacts The WhatsApp Help Center says the feature is limited to certain countries and may not yet be available to every business. It describes charges per delivered message and a five-day element, and read and reply information is shown with read-receipt limits. Whether the feature appears in your account and market, and the exact pricing shown there.
WhatsApp Business Platform Higher-volume or integrated workflows that connect to a CRM, reservations, inventory or automation Initiated conversations require approved message templates. Outside the 24-hour customer service window, only approved templates may be used. Automation during that window needs a clear escalation path to a person. Template approval status and the integrations you need in your own stack.
Meta Ads Manager campaigns and ads in WhatsApp Status Acquiring new conversations from people who do not yet message you Meta describes centralized campaign management across WhatsApp, Facebook and Instagram in Ads Manager, and Status ads that can start a business conversation. Meta said these would be introduced gradually and kept away from personal chats. Market rollout and account eligibility for each placement.

How the 24-hour window decides what you can send

Platform rules, not only your intent, control when and how you can message. A message from the user opens a 24-hour customer service window, and each new user message resets it. Inside the window you can reply without a template. Outside it, you must use an approved message template. Business-initiated conversations on the Business Platform require approved templates from the start.

For example, if a prospect asks about a quote at 9:00 on Monday, you can answer freely until 9:00 on Tuesday. If the quote is still open on Wednesday and you want to follow up, that message must use an approved template.

The decision sequence for each outgoing message is:

  1. Check when the customer last messaged you.
  2. If it was within the last 24 hours, reply with a specific answer and route to a person if the question needs judgement or pricing.
  3. If it was longer ago, send only an approved template whose purpose matches your message.
  4. If no approved template fits, wait for the customer to write again or use a channel where you already hold appropriate permission.

Turn ads, Status and your own contact points into opted-in conversations

Ads and Status: start the conversation, then ask for consent separately

Meta’s June 2025 discovery announcement described ads in WhatsApp Status that let people start a conversation with a business about a promoted product or service. Its Updates tab coverage (the newsroom page displays June 16, 2025 and June 26, 2025) said ads and promoted Channels would be introduced gradually and kept away from personal chats. Meta’s July 2025 newsroom announcement described centralized campaign management across WhatsApp, Facebook and Instagram in Ads Manager, with shared creative, setup flows and budgets.

An ad click starts a conversation. It is not blanket consent for ongoing promotional messaging. Set expectations in the ad itself, for example that the chat will answer questions about the product. If the person is later added to recurring offers, obtain and record the opt-in described above before you send them anything.

Website, checkout and in-store opt-ins

Most leads already give you a phone number at a website form, checkout, store sign-up or booking confirmation. Put the WhatsApp opt-in in front of the person, not in small print. Ask them to choose WhatsApp as a channel, state the message types and approximate frequency, and show how to stop. Example wording:

Get order updates and occasional offers from our shop on WhatsApp, about two messages a month. Message us to stop at any time and we will remove you.

Nurture with segmented, useful conversations

Segment contacts by the interest they declared, their purchase stage, their location or their customer history, but only where you have a lawful basis to use that information. Personalise around a need the person expressed. Inserting a first name into a generic sales message does not make it relevant.

A lead sequence to start with

  1. Acknowledge the inquiry promptly, and say what happens next and when.
  2. Answer the question, or route it to a named person when pricing or judgement is needed.
  3. Offer one relevant next step: a viewing, a quote, a demo or a booking slot.
  4. If the person does not respond, stop or reduce messages rather than sending more of the same.

No public benchmark sets a cadence for this sequence. Its structure follows WhatsApp’s guidance on expected, timely and relevant messages, quality monitoring and opt-outs. Tune the timing from your own response data.

Carry the conversation past the sale

WhatsApp’s marketing best-practices guide (April 2026) recommends nurturing customers through post-transaction support and complementary offers in a persistent thread. In practice, a furniture retailer might send a delivery confirmation, then an assembly tip if the customer asks about it, then a care guide and a matching product offer some weeks later. Each message answers something the customer has already engaged with, which is what keeps the thread useful rather than promotional.

Write messages people expect to receive

Open with the reason you are writing and what the recipient gets from it. Keep the message short, make one call to action, and use native or interactive components such as buttons where they simplify the next step. Check that the content matches the approved purpose of any template you use.

Compare these two versions. The first is a common pattern that drives people away:

HUGE SALE!!! Last chance, everything must go, reply NOW!!!

The second names a specific earlier request, gives a date and offers two times:

Hi Maria, you asked about the two-bedroom flat on Elm Street. It is free from 1 November. Would a viewing on Thursday at 4pm or Saturday at 10am suit you?

Avoid the patterns that cost you trust

  • False urgency or countdowns that are not real
  • Offers whose terms are misleading or hidden
  • Surprise promotions sent to people who never asked for them
  • Any follow-up after a stop request

Meta says people can block or report a business and give feedback on marketing messages, and that marketing message limits and quality enforcement are designed to reduce unwanted volume. WhatsApp can also review, approve, pause or reject templates, which is another reason to keep template content tied to its approved purpose.

Connect chats to your CRM and a person

WhatsApp’s marketing guide recommends integrating CRM, knowledge bases, reservations and inventory systems so that customer interactions can draw on the same history. For a lead, that means the sales record, the conversation and the opt-in status are kept together rather than in three separate places.

Automation needs a visible way to reach a person

Automation can answer repeat questions and route leads, but the Business Messaging Policy requires a prompt, clear and direct escalation path during the 24-hour window. Acceptable routes include transfer to a human agent, phone, email, web support, an in-store visit or a support form. Do not make a bot the only route for a sales or support question.

Meta’s July 2025 announcement also described a Business AI that could make personalised product recommendations and follow up in WhatsApp. It was presented as an exploration. Treat it as a future option rather than a setup step unless your own account shows it.

What to look for in CRM or messaging software

  • Consent logging with timestamps and the source of each opt-in
  • Template management, including approval status
  • A shared inbox with assignment and handoff between team members
  • Two-way synchronisation with your CRM
  • Analytics that link conversations to bookings and purchases
  • Official WhatsApp Business Platform integration and support in the markets you serve

Metric What it tells you Caveat
Consent rate (opt-ins as a share of people shown the opt-in) Whether the offer and placement persuade people to join Depends heavily on where and how you ask
First response time Whether interested leads get an answer while they are still interested Measure from the timestamp of the customer’s message
Qualified conversations How many chats meet your qualification rule Define “qualified” before the campaign starts
Booked appointments or carts Conversions one step closer to revenue Attribute them through your CRM or booking records
Purchases and repeat purchases The revenue outcome Needs matching against your sales records
Opt-outs, blocks and reports Whether messaging is wearing out your audience Treat a rising rate as a signal to reduce volume
Cost per qualified conversation or sale Efficiency, including any ad spend Include every platform charge in the calculation

Read and reply information is useful where your route provides it. Users can turn read receipts off, however, so a low read count does not prove a message went unseen.

Compare campaigns on audience relevance, offer, timing, creative, response friction, conversion outcome, opt-out and block feedback, and cost per qualified conversation or sale. Before crediting WhatsApp with incremental sales, hold back a comparable group that receives no WhatsApp follow-up, and compare purchases from both groups over the same period. The official sources do not publish a universal WhatsApp benchmark, so compare each campaign against your own pre-campaign baseline.

The Bottom Line

Bottom line: Build WhatsApp marketing on a documented opt-in, one clear goal per campaign and a visible route to a person. The consumer evidence justifies a controlled test. Your own consent, response and sales data should decide how far to scale it.
