The latest global Counter Ransomware Initiative (CRI) summit was held in Singapore on 24 October 2025, not in 2026. It brought nearly 150 representatives from 60 countries, international organisations and private-sector entities together for the CRI’s fifth summit. In 2026, the main follow-through is Australia’s work on a Global Standards Framework, regional African coordination and continuing exploration of faster assistance to members under attack.

What happened at the latest CRI summit?

Singapore’s Cyber Security Agency hosted the fifth CRI summit at Marina Bay Sands alongside Singapore International Cyber Week. Singapore described it as the first CRI summit held outside the United States. The agency said the CRI then comprised 74 member countries and international organisations; Australia’s current overview describes more than 74 members and organisations, so membership figures should be read with their respective dates and counting methods.

Singapore Minister for Digital Development and Information Josephine Teo said her country recorded more than 5,700 ransomware cases worldwide from January through September 2025—an average of one case every hour and eight minutes—during her 24 October summit speech. That is a figure attributed to the speech, not an independently verified global incident database in the summit materials.

Teo summarised the cooperation challenge this way: “No country, no matter their capabilities or experience, can combat this wicked problem effectively by going alone.”

What did CRI members reaffirm?

The summit and the CRI’s Canadian statement reaffirmed a common policy direction:

  • Improve resilience before and during ransomware attacks.
  • Support members facing serious incidents.
  • Hold ransomware actors accountable.
  • Deny criminals safe haven.
  • Promote responsible state behaviour in cyberspace.
  • Counter the people, services and infrastructure that enable the ransomware business model.
  • Share relevant information actively among members.

These are political and operational commitments, not a single binding global law. Their value depends on national implementation, trusted channels and the ability to act across jurisdictions.

Two concrete outputs from the summit

Information Sharing Governance Framework

CRI members endorsed and presented an Information Sharing Governance Framework at the Singapore summit. Its purpose is to make government-to-government information exchange more consistent: participants need clarity about what is shared, why it is shared, who can use it and how sensitive material is handled. The framework is a governance tool; the summit materials do not establish that every member has implemented it in the same way.

Supply-chain resilience guidance

Sixty-seven CRI members endorsed guidance on supply-chain resilience. The guide asks organisations to:

  1. Understand why ransomware risk in the supply chain matters.
  2. Identify important suppliers, partners and the access they have to systems or data.
  3. Create a security strategy and implementation plan.
  4. Review the approach and refine it as relationships, technology and threats change.

That sequence treats suppliers as part of an organisation’s attack surface rather than as a separate procurement issue. Endorsement by 67 members shows broad support, but it does not by itself prove uniform adoption or compliance.

Is help for a country under attack already operational?

Public Safety Canada reported that five countries had used the CRI members’ portal to seek assistance since the preceding summit. Canada also said partners were exploring an enhanced incident-response assistance mechanism with the CRI Private Sector Advisory Panel and the International Counter Ransomware Task Force. Australia and Lithuania were identified as co-leads of the task force.

The statement described an improved portal and assistance mechanism as potential ways to strengthen resilience and reduce the impact of high-severity incidents. It was a forward-looking 2025 report, so it should not be treated as confirmation that a fully operational global response service now exists.

What the summit tabletop exercise taught participants

The Institute for Security and Technology, Australia’s Department of Home Affairs and the CRI Private Sector Advisory Panel held a multinational tabletop exercise in October 2025. IST’s after-action report, published on 31 March 2026, says the exercise explored public-private collaboration and operational realities; it was not an evaluation of participant performance.

Share information strategically

Useful information must be timely, targeted and actionable. Participants need to understand the objective of sharing, the organisation that can act on it and the decision the information is meant to support. Flooding partners with unfiltered data can be less useful than sending a smaller, well-contextualised package through a trusted channel.

Keep engagement victim-centric

Victims are balancing service continuity, regulatory duties, legal exposure and reputational damage. Government contact that is supportive, predictable and respectful of confidentiality can make earlier reporting more likely and preserve options for a wider response. The report presents this as a recommended approach, not a measured guarantee of improved reporting.

Coordinate across borders

Ransomware cases routinely involve victims, infrastructure, payment routes and criminals in different jurisdictions. Better alignment on investigative priorities and public guidance can reduce contradictory instructions to victims and other transnational friction.

What is the CRI Global Standards Framework?

Australia’s Department of Home Affairs says Australia is leading development of the CRI Global Standards Framework in 2026. Australia describes it as a practical roadmap for hardening the global environment against ransomware actors and improving resilience.

The public overview does not state a publication date, draft requirements, final scope or implementation milestones. Until those details are released, the framework should be understood as work in development rather than a completed standard that organisations can certify against.

What other CRI activity is happening in 2026?

Africa regional coordination

Nigeria’s National Counter Terrorism Centre event listing describes the Africa Regional Collective Action Against Ransomware (ARCAAR) 2026, held from 28–30 July at the National Counter Terrorism Centre in Abuja. The listed programme includes an executive discussion on “CRI – Africa Regional Priorities” and an Abuja Declaration call to action. This is regional activity, not evidence of a sixth global CRI summit.

Private-sector participation

The CRI Private Sector Advisory Panel includes organisations such as BlackBerry, Ensign InfoSecurity, Microsoft, Palo Alto Networks, Arctic Wolf and RUSI, according to the tabletop report’s background section. Their participation indicates an advisory role; it does not establish that any one organisation’s product is endorsed or that a particular commercial service is available through the CRI.

What is known about the next global CRI summit?

The date, host, agenda and expected deliverables for the next global summit remain unconfirmed in the available official material. The 2025 Singapore meeting is the latest formal global summit identified. Do not infer that a 2026 summit occurred from the CRI’s earlier annual rhythm, and do not use the July 2026 Abuja regional meeting as a substitute for a global summit announcement.

What organisations should take from the CRI’s work

  • Map critical suppliers and the privileged or sensitive access they hold.
  • Assign owners for supplier security decisions and incident communications.
  • Prepare concise, actionable information packages for government, vendors and responders.
  • Use reporting channels that protect confidentiality and support victims rather than treating them as suspects.
  • Plan for conflicting legal, regulatory and operational requirements across countries.
  • Track the eventual Global Standards Framework, but do not claim alignment with requirements that have not yet been published.

Frequently Asked Questions

No sixth global summit is confirmed in the available official material. The latest identified global summit was the fifth, held in Singapore on 24 October 2025.

Does CRI membership make an organisation compliant with the new guidance?

No. The supply-chain guidance was endorsed by 67 members, but endorsement does not establish that every government or organisation has implemented identical controls.

When will the CRI Global Standards Framework be released?

Australia has not published a release date, final scope, detailed requirements or implementation milestones in the available 2026 overview.

The Bottom Line

The Singapore summit produced practical governance and supply-chain guidance, while 2026 work is focused on turning cooperation into standards, regional coordination and potentially stronger incident assistance. The next global summit—and the timetable for those mechanisms—has not yet been announced.
