A verifiable AI-agent identity is a cryptographically checkable identity for a specific running workload, linked to the person or service that authorized it, the tools and resources it may use, the action it requested, and the delegation chain behind that request. It lets an API answer “which agent made this call, under whose authority, and with what limits?” without giving a language model a human password or hiding several agents behind one service account.

For access control, the practical design is to combine workload credentials such as SPIFFE/SPIRE or WIMSE with OAuth 2.0 and OpenID Connect delegation, short-lived audience-restricted tokens, sender-constraining through DPoP or mutual TLS, context-aware policy, and tamper-evident records. Agent-specific profiles are still evolving, but the underlying identity, federation, zero-trust and audit mechanisms are available now.

What makes an AI-agent identity verifiable?

An agent identity is more than a name in a configuration file. A relying service should be able to validate who operates the workload and the authority attached to a particular request. A useful identity record binds these elements:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Stable workload identity: an identifier for the agent application or deployment, distinct from the human who owns it.
  • Runtime proof: evidence of what code or workload is running and, where relevant, which environment or host is running it.
  • Authority: the user, service principal or business process that authorized the action.
  • Execution context: environment, session, tool, model-orchestrator instance and risk-relevant attributes.
  • Requested operation: the action, resource, audience, scope and transaction being attempted.
  • Delegation chain: the links showing how authority moved from the originating principal to the agent and then to a tool or API.

NIST describes OAuth 2.0, SPIFFE and credentials conveyed as JSON Web Tokens or X.509 certificates as a “critical starting point” for agentic systems. The important distinction is that an identity assertion must be independently checked by the enforcing service; the model’s claim that it is a particular agent is not evidence.

Why shared credentials are unsafe for autonomous agents

Putting several agents behind one human login or one broad service credential destroys accountability. A stolen token cannot be attributed to a particular workload, a failed action cannot be tied to its owner, and revoking one misbehaving agent may interrupt unrelated automation. Shared credentials also make least-privilege reviews misleading: the credential’s permissions describe what every caller can do, not what this execution was allowed to do.

Human credentials create an additional problem. A model may be induced to reveal, copy or misuse a password, refresh token or bearer token. The IETF AI-agent authentication draft states: “The Large Language Model MUST NOT have access to an agent’s credentials or to credentials that may be needed to access tools and services.” Keep secrets in an agent gateway, credential broker or protected runtime and expose only narrowly controlled operations to the model.

Agent identity versus a traditional service account

A service account can still be a useful principal, but a single static account is not a sufficient identity model for autonomous systems. The differences are operational:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Characteristic Traditional shared service account Verifiable agent identity
Who is identified Usually an application or team; individual executions may be indistinguishable A distinct workload identity for each agent deployment or execution class, linked to its owner
Credential lifetime Often long-lived secrets or tokens Short-lived credentials issued for a specific audience and purpose
User authority Implicit, copied into configuration, or absent Explicit delegation or token exchange records the authorizing user or service
Runtime proof Usually a secret proves possession Attestation or workload identity systems can prove what workload is running and where
Authorization decision Mostly account-and-role based Considers workload, principal, tool, resource, action, transaction and context
Audit result Logs show the account name Logs can reconstruct issuance, delegation, tool calls, policy decisions and revocation

The goal is not to eliminate every service principal. It is to stop treating a broad, persistent principal as the complete identity and authorization story for an agent.

Reference architecture for agent access control

1. Register ownership and risk

Create an inventory entry before deployment. Record a stable agent or workload identifier, business owner, technical owner, purpose, environments, data classification, permitted tools and a risk tier. Assign separate identities to development, testing and production. A change to the model, tools, deployment image or authority should trigger a review rather than silently reusing the old identity.

2. Prove the running workload

Use a workload-identity system such as SPIFFE/SPIRE, WIMSE or an equivalent attestation mechanism to issue credentials to the running workload. The verifier should check issuer, validity, audience and relevant workload attributes. A label supplied by the model, a container name or an IP address is not a substitute for cryptographic proof.

3. Represent delegated authority

Use OAuth 2.0, OpenID Connect or a token-exchange flow to express who authorized an action and what scopes, audience and expiry apply. The resulting credential should identify the agent workload separately from the delegating user or service. Consent should be meaningful: show the principal which agent, tool, resource and operation are covered, and retain the decision where policy requires it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Evaluate policy at the enforcement point

Policy must run in the gateway, API, data service or administrative control that can actually allow or deny the operation. Do not rely on the language model to self-limit. Candidate policy technologies named in NIST material include Cedar, Open Policy Agent/Rego and NGAC; the choice should follow existing governance, tooling and enforcement coverage.

5. Bind the token to its use

Issue credentials for a narrow audience and short lifetime. Sender-constrained access tokens reduce the value of a copied token: DPoP binds use to a proof key, while mutual TLS binds it to a client certificate. RFC 9700 recommends these approaches to prevent misuse of stolen or leaked OAuth tokens.

6. Enforce every boundary

Check identity and policy at each tool, API, data store and administrative boundary. A planner may be allowed to request a payment tool while the payment service separately verifies amount, account, transaction purpose and approval. Network location or a previous successful call should not be treated as continuing authorization.

7. Prepare revocation and response

Maintain a way to revoke an agent identity, delegated grant, signing key and active session quickly. Continuous evaluation or event-driven revocation is preferable to waiting for a long-lived token to expire. Incident handlers should be able to search by workload identity, delegating principal, transaction and token identifier.

How an agent acts for a user without receiving the user’s credentials

The safe pattern is delegated authorization, not credential sharing:

  1. Authenticate the user or service. The identity provider establishes the originating principal using the organization’s normal controls.
  2. Register the agent. The authorization server knows the agent’s workload identity, owner, redirect or gateway endpoint and approved scopes.
  3. Obtain explicit authorization. The principal approves a defined operation or policy grants it under a documented service relationship.
  4. Exchange or mint a constrained token. The token names the intended audience, scopes, expiry, workload binding and, where supported, transaction or resource constraints.
  5. Call through a protected tool gateway. The model submits an intent or structured tool request; the gateway holds credentials, validates policy and makes the downstream call.
  6. Record the delegation. Store links between the principal, agent identity, token, tool call and resulting transaction.

OAuth and OIDC express authorization and federation; they do not by themselves prove that the process presenting a token is the approved workload. That is why workload identity and delegated authority should remain separate, then be evaluated together.

Designing least privilege for autonomous agents

Static role assignment is too coarse when an agent can select tools and sequence actions. A policy decision should consider at least:

  • the authenticated workload identity and its attested attributes;
  • the user or service principal on whose behalf it acts;
  • the specific tool, API or administrative function;
  • the target resource, tenant and data classification;
  • the requested action and parameters;
  • the transaction, amount, record set or other business constraint;
  • time, environment, session, device or network context where relevant;
  • the complete delegation chain and prior approvals.

Use deny-by-default behavior for new tools and resources. Separate read, propose, approve and execute capabilities. Require a second authorization step for irreversible or high-impact actions, and constrain bulk operations by count, value or time window. A token that permits “write to the database” is less safe than one limited to a particular API route, tenant and transaction type.

Protecting credentials from theft and replay

Short lifetimes and narrow audiences

NIST notes that dynamic, tightly scoped, audience-restricted tokens and credentials can be implemented today. Set expiry to the shortest period compatible with the task, request only the scopes needed for that call or workflow, and reject a token presented to an unintended service. Refresh authority should be held by a protected broker rather than the model.

Sender constraints

Bearer tokens can be replayed by anyone who obtains them. DPoP requires a proof signed by a key associated with the client request. Mutual TLS requires the caller to possess the certificate’s private key. Choose the mechanism your gateways and downstream services can verify consistently, and log proof-key or certificate identifiers for investigation.

Secret isolation

Keep private keys, refresh tokens and tool credentials outside prompts, conversation history, model context and ordinary application logs. Redact authorization headers and tool payloads, rotate keys, and test that error messages cannot disclose secrets. If a model needs information from a protected system, return the minimum structured result rather than the credential or unrestricted response.

What auditors will expect to see

Auditors generally need to reconstruct an action from issuance to outcome. Retain records with synchronized timestamps, stable identifiers and integrity protections for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • agent registration, ownership, purpose, risk tier and approved environments;
  • workload attestation and credential issuance, renewal, key rotation and expiry;
  • user or service authentication, consent and delegated-authority decisions;
  • token audience, scopes, transaction constraints and sender-binding details;
  • policy inputs, policy version, allow or deny result and the enforcement point;
  • each tool call, resource, parameters or safe hash, response status and downstream transaction ID;
  • revocation events, policy changes, deployment changes and emergency overrides;
  • incidents, replay investigations, containment actions and recovery evidence.

Logs should preserve provenance without collecting unnecessary sensitive data. Hash or tokenize payloads where full content is not required, but retain enough context to prove what was authorized and what actually occurred. Ensure retention, access and deletion rules align with the data and regulatory obligations that apply to the system.

How current standards fit together

Technology or guidance Role in an agent identity architecture Important limitation
OAuth 2.0 Delegated authorization, scopes, audiences and token exchange Authorization tokens do not automatically prove workload provenance
OpenID Connect Federated user or service identity and authentication claims Claims still need validation and must be linked to the agent execution
SPIFFE/SPIRE Cryptographic workload identity and attestation for services Does not by itself define user consent or business scopes
WIMSE Workload identity and secure service-to-service communication patterns Agent-specific bindings and profiles are still developing
SCIM Lifecycle provisioning and deprovisioning of identities and groups Provisioning is not the same as per-transaction authorization
DPoP or mutual TLS Sender-constrains tokens to reduce replay after theft Requires verification at every relevant gateway and service
SP 800-63C-4 Federation and assertions between credential providers and relying parties Agent workload context must be added by the deployment profile
Cedar, OPA/Rego or NGAC Policy expression and decision enforcement Coverage and governance depend on how consistently enforcement points use them

NIST’s emerging Agent Identity Management System work groups WIMSE, SPIFFE/SPIRE, OAuth 2.0, OpenID Shared Signals, AuthZEN and SCITT into a deployable direction. These pieces should be treated as composable controls, not as one finished universal agent standard.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

A practical implementation plan

  1. Inventory agents and tools. List owners, environments, data, actions, dependencies and failure impact.
  2. Define identity boundaries. Decide when two deployments, tenants, models or tool profiles require separate workload identities.
  3. Deploy workload attestation. Issue and verify SPIFFE, WIMSE or equivalent credentials at runtime.
  4. Integrate federation and delegation. Connect OAuth/OIDC, token exchange and consent to the identity provider and protected gateway.
  5. Write context-aware policies. Include workload, principal, tool, resource, action, transaction and delegation chain; start with deny-by-default rules.
  6. Add token protections. Set short expiry, narrow scopes and audiences, then enforce DPoP or mutual TLS where supported.
  7. Instrument evidence. Correlate issuance, attestation, policy, tool and transaction events with immutable or tamper-evident storage.
  8. Exercise failure paths. Test stolen-token replay, revoked users, compromised workloads, policy drift, unavailable identity providers and duplicate transactions.
  9. Document the control narrative. Map the design to existing IAM, zero-trust, change-management, logging and incident-response controls, and record profile versions and assumptions.

Common failure modes and fixes

One credential for every agent

Symptom: logs show only a generic automation account. Fix: issue distinct workload identities and correlate each request to its delegating principal and deployment.

The model receives a bearer token

Symptom: prompts, traces or model output can expose a credential. Fix: move secrets to a gateway or broker and expose structured, policy-checked tools.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OAuth is treated as workload proof

Symptom: any holder of a valid token can call the API. Fix: validate SPIFFE, WIMSE or equivalent workload evidence and bind or sender-constrain the token.

Authorization stops at the orchestrator

Symptom: downstream tools trust an earlier decision. Fix: enforce independently at every data, API and administrative boundary.

Logs cannot reconstruct the action

Symptom: an event has a timestamp but no owner, policy version, transaction or delegation link. Fix: define a correlation ID and mandatory evidence fields before production, then test an end-to-end reconstruction during audits.

How to compare implementation options

When evaluating architectures or products, score them against the same questions rather than comparing brand labels:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evaluation axis Questions to ask
Workload attestation Can the verifier establish what workload is running, in which environment, and with what assurance?
Delegation and consent Can the system show who authorized the action and what the principal approved?
Scope and transaction binding Can permissions be limited to an audience, resource, operation and transaction?
Replay resistance Are tokens sender-constrained, and are proof keys or certificates rotated and monitored?
Policy expressiveness Can rules use workload, user, tool, resource, context and delegation-chain attributes?
Enforcement coverage Are decisions enforced at every tool, API, data and administrative boundary?
Revocation and continuous evaluation How quickly can identities, grants and keys be disabled, and how are active sessions reevaluated?
Audit provenance Can an auditor connect issuance, policy, tool call and business outcome without guessing?
Interoperability Does the design integrate with existing IAM, federation, logging and compliance workflows?

There is no material quantitative benchmark in the cited NIST and IETF material that establishes one universal agent-identity approach as superior. Decisions should therefore document assurance requirements, deployment constraints, interoperability and evidence quality instead of relying on an unsupported percentage or performance claim.

Compliance position and remaining uncertainty

Map agent controls to the organization’s existing IAM, zero-trust, logging, change-management and incident-response frameworks. NIST SP 800-63C-4 provides a foundation for federation and assertions; NIST’s agent work adds workload identity, execution context and authorization considerations; RFC 9700 provides current OAuth token-protection guidance.

Agent-specific standards and profiles remain under development. In each assessment, record the profile version, issuer assumptions, attestation method, policy semantics, retention period and unresolved interoperability risks. That documentation makes the control boundary explicit and prevents a general-purpose identity claim from being mistaken for proof that a particular autonomous action was authorized.
