During the 2022 Russia-Ukraine war, cybersecurity companies announced free tools, data and hands-on help for Ukrainian defenders and selected hospitals, utilities and other organizations. These were separate crisis-response offers—not one permanent program—and the reports do not establish whether they are still available.
Which organizations were eligible, and what did they get?
The offers varied by provider, location, sector and whether an organization was already a customer. The table summarizes what was reported at the time; “not stated” means the cited report did not specify that term.

What the offers meant for hospitals and utilities
Free cybersecurity services for hospitals
The Cloudflare, CrowdStrike and Ping Identity offer was specifically aimed at U.S. hospitals that were not already customers, alongside electricity and water utilities. The four-month package combined different layers of defense: multifactor authentication helps protect account access, endpoint protection addresses threats on devices, and DDoS protection helps keep online services available during traffic floods. The report described a package of services, not a claim that every eligible organization received identical coverage or that the offer remains open.

Free protection for power and water utilities
There were two distinct utility-focused efforts. Dragos’s offer covered cooperative and municipally owned utilities in three named countries and paired incident-response help with Neighborhood Keeper. The Cloudflare, CrowdStrike and Ping Identity package covered U.S. electricity and water utilities that were non-customers, alongside hospitals. These differences matter: a utility should not assume eligibility for one program based on another provider’s offer.

Ukraine threat intelligence and defensive support
GreyNoise IP data
GreyNoise made public data available on IP addresses it had observed targeting Ukraine and upgraded Ukrainian email accounts to full enterprise access. The data offer could help defenders identify internet infrastructure associated with activity aimed at Ukraine, while account access enabled use of the company’s service. GreyNoise marketing head Dan Maier said the company had contacted dozens of groups to help them set up its tools, use its data and connect with others in the information-security community.
Google account security and free DDoS protection
CyberScoop reported that Google Europe automatically enabled increased account-security protections and Safe Browsing by default for accounts in the region. It also reported that some Ukrainian websites opted into Google’s free, unlimited DDoS protection. The account protections and website DDoS service were separate measures with different beneficiaries; the report did not identify all eligible accounts or sites.

Dragos Neighborhood Keeper and incident response
Dragos automatically enrolled new users in Neighborhood Keeper, its real-time threat-detection and information-sharing platform. The company’s offer also included cybersecurity support and incident response for the eligible utilities. Dragos founder and CEO Rob Lee credited the infrastructure community for stepping forward to help, saying, “A bigger credit is honestly owed to the infrastructure community for stepping up and saying, ‘Hey, whatever it takes, we’ll do it, and I think that’s awesome to see.”
Why the offers appeared in 2022
The announcements came amid Russia’s invasion of Ukraine and concern about retaliatory cyber activity. President Joe Biden said in February 2022, as quoted by CyberScoop, “If Russia pursues cyberattacks against our companies, our critical infrastructure, we are prepared to respond.” The measures described above were crisis responses to that period, rather than a unified industry-wide entitlement.

CyberScoop also pointed readers to a crowdsourced GitHub list containing more than a dozen experts, nonprofits and companies offering security assistance. That was a separate community resource, not a single vendor program with common eligibility or terms.

The reports establish what providers announced in 2022, not current availability in 2026. Dragos publicly described a two-year free period, and The Washington Post reported a four-month period for the Cloudflare, CrowdStrike and Ping Identity package. Those historical durations do not establish that enrollment is open now, that the same terms still apply, or that a later program replaced them. Organizations considering any of these services should confirm current availability, eligibility, duration and referral requirements directly with the provider or relevant public agency before relying on an offer.
