Donald Trump’s September 2024 statement was a campaign pledge to create a federal efficiency commission—not a formal appointment of Elon Musk. Trump said Musk had suggested the commission and would lead it “if he has the time.” The proposal later became associated with DOGE, a separate initiative announced after Trump’s election. Neither the original pledge nor DOGE’s reported savings establish that the federal government became “super efficient,” or that Musk’s management of Twitter proved such an approach would work in government.

What Trump proposed in September 2024

At the Economic Club of New York on September 5, 2024, Trump proposed creating a commission to examine federal government operations. He described its task as “conducting a complete financial and performance audit of the entire federal government and making recommendations for drastic reforms,” according to CBS News’ coverage of the speech.

Trump also said the commission would produce an action plan to eliminate fraud and improper payments within six months. That was a proposed deadline and goal, not the result of a completed audit or a verified savings estimate.

Musk publicly said he would be willing to serve if the opportunity arose and that he would not need pay, a title, or recognition, CBS reported. The same report raised potential conflicts of interest connected with Musk’s business interests; it did not establish a legal finding of wrongdoing.

How the proposal differed from the later DOGE announcement

In November 2024, after the election, Trump announced that Musk and Vivek Ramaswamy would lead a new Department of Government Efficiency, or DOGE. That was related to the campaign commission idea, but it was not the same announcement or a straightforward confirmation that the proposed commission had been formed. Axios reported at the time that Trump described DOGE as advising from outside government, while the organization’s precise authority and ability to implement changes remained unclear.

Trump said Musk would lead it if available. A campaign pledge; the audit, recommendations, and promised plan were not established outcomes. (CBS News, September 5, 2024.)

What Musk and DOGE said they were trying to do

In remarks on February 11, 2025, White House Senior Adviser Musk argued that cutting federal expenses was essential: “It’s not optional for us—to reduce the Federal expenses; it’s essential.” In the official transcript published by the U.S. Government Publishing Office, he also described DOGE as a way to restore a feedback loop between people and government and give elected representatives more control over government decisions. Those were Musk’s stated rationales, not independent evidence that DOGE improved government performance.

What the spending figures do—and do not—show

Associated Press reporting on May 29, 2025, described Musk’s spending-cut target as changing over time from $2 trillion to $1 trillion and then $150 billion. Those figures were reported targets, not amounts verified as saved. Musk left his government role that May. AP also reported layoffs, litigation, political resistance, and conflict with other administration officials as part of DOGE’s work.

In November 2025, Reuters reported that DOGE claimed tens of billions of dollars in expenditure reductions. Outside financial experts could not verify those claims because DOGE had not published detailed public accounting. OPM Director Scott Kupor told Reuters that DOGE “doesn’t exist” as a centralized entity and that it was no longer a “centralized entity.” The reporting therefore does not establish a final, independently verified savings total.

What happened to DOGE after Musk left

GAO’s report dated August 5, 2026, distinguishes the temporary DOGE organization within the U.S. DOGE Service (USDS) from the broader USDS. The temporary organization ended on July 4, 2026, under its establishing executive order; the order did not terminate USDS, so USDS and agency staff could continue some work connected with DOGE initiatives.

GAO identified 206 DOGE personnel who held Executive Office of the President positions between January 20, 2025, and January 31, 2026. At least 128 of those identified personnel had separated from the EOP positions GAO tracked by January 31, 2026. GAO cautioned that the records and scope of its review did not capture every person or position involved in DOGE initiatives, so these counts are not a complete headcount of everyone who worked on them.

Does the Twitter comparison prove Musk could make government efficient?

No. The phrase “like he did with Twitter” is an analogy, not evidence that Musk’s corporate methods would produce equivalent results across federal agencies. Axios reported in November 2024 that some Trump-aligned technology supporters viewed Musk’s takeover and transformation of Twitter into X as a model for reshaping government. That is a reported view of supporters, not a demonstrated comparison of outcomes.

The available reporting does not provide a sufficiently detailed, independent, like-for-like assessment of Twitter’s staffing, operating costs, service performance, or outcomes to establish that it became “super efficient.” Nor does it establish equivalent results for federal agencies. The sources also leave key comparison questions unresolved:

  • Authority: Axios reported uncertainty about DOGE’s authority and ability to implement changes when it was announced.
  • Accountability and transparency: Reuters reported that detailed public accounting was not available to verify DOGE’s claimed reductions.
  • Measured outcomes: The reported targets and claimed reductions are not a verified, independently audited savings total.
  • Transferability: The available sources do not establish that a private social-media company and federal agencies can be compared on equivalent measures of efficiency.
