Pack two sets of supplies: a home stock for sheltering through an extended outage and a smaller, portable bag for evacuation. Prioritize water, easy-to-prepare food, medicines, light, communications, and household-specific needs. Exact quantities, warning systems, evacuation routes, and shelter requirements vary by island, so use your local emergency authority’s current instructions.
How much to pack: home stock and evacuation bag
Keep a larger supply at home and a separate bag that household members can carry if they must leave. The duration recommendations below come from different organizations and locations; they are reference points, not a single universal standard.

These figures differ because they address different plans and circumstances. Use your local authority’s current duration guidance and adjust for household size, medical needs, water access, and likely disruption. NOAA’s hurricane advice is not a substitute for local typhoon or cyclone instructions.
What to put in the home supply and go-kit
Build both sets from the same essentials, then make the evacuation bag lighter and easier to carry. Keep the home stock dry and accessible; put the most time-critical and useful items in the portable kit.

Water, food, and food preparation
- Store drinking water in clean, sealed containers. The Red Cross’s general reference is one gallon per person per day; household needs and local recommendations may differ. The CDC hurricane and tropical-storm guidance advises filling clean water containers before service is disrupted.
- Choose non-perishable food that household members can eat and prepare easily, including infant foods or medically appropriate options where needed. Add a manual can opener if you pack canned food.
- Plan for food preparation only in ways permitted by local fire-safety guidance. There is no single cooking fuel or appliance recommendation established for every island household.
Medicines, first aid, hygiene, and sanitation
- Pack prescribed medicines and medical supplies in original or clearly identified packaging, with copies of prescriptions and a written medication list. Red Cross general guidance recommends a seven-day medicine supply; NOAA advises at least three days of medicine and preparation for potentially longer disruption.
- Include first-aid supplies, personal hygiene items, disinfectant supplies, and household-specific medical equipment or consumables.
- Add infant supplies such as bottles, baby food, and diapers when needed. Ask local health or emergency services about special medical needs.
Light, updates, phone charging, and cash
- Pack flashlights and spare batteries.
- Include a battery-powered or hand-crank radio for official updates. Before choosing a U.S.-branded NOAA Weather Radio, check that it receives the warning service used on your island.
- Bring a phone, charging cables, and a suitable portable charger. NOAA lists a portable crank or solar-powered USB charger as an option.
- Carry cash in small denominations if available; card terminals, ATMs, or communications may be disrupted.
- Write emergency contacts on paper and bring a paper map or written route information if useful. NOAA recommends paper contacts in case internet access is unavailable; Red Cross hurricane guidance suggests a local map if GPS fails.
Documents, clothing, shelter, and safety items
- Protect copies of identification, insurance, medical records, prescriptions, proof of address, and other locally important documents from water.
- Pack a change of clothes, towels, and bedding if your local shelter requires households to bring them. The Pacific Islands Red Cross guide says cots are not provided in a hurricane evacuation shelter or tsunami refuge area; confirm current local shelter rules.
- Add a multi-purpose tool and basic safety items suited to your household, and store them safely.
Children, medical needs, and pets
Make a household-specific list before packing: prescribed medicines and equipment, infant supplies, and items needed by older adults or people with disabilities may not be covered by a standard kit. For pets, include food, water, a leash or carrier, identification, a bowl, and medications. Identify pet-friendly evacuation options in advance.

- Separate the stocks. Keep home supplies in a dry, accessible place and the evacuation kit in a bag that is easy to carry. Check dates and household needs periodically; replace items after use.
- Learn the local plan. Monitor official local alerts, confirm evacuation routes and shelter locations, and check shelter rules and alert-device compatibility before a storm.
- If authorities order evacuation, leave. Take the portable kit and essential medicines, identification, phone and charger, and cash. Use recommended routes. The CDC says, “Never ignore an order to evacuate.” Never drive through floodwater.
- If instructed to shelter, keep supplies accessible and stay away from windows. Wait for the official all-clear before assuming it is safe to go outside.
Power and communications disruptions can last beyond the storm itself. In a July 1, 2026 advisory, the Red Cross Pacific Islands Region described power and communications difficulties after Super Typhoon Sinlaku. NOAA also warns that electricity and water may be unavailable for weeks after a hurricane, underscoring why a home stock and a portable evacuation bag serve different purposes.
