The best way to choose an accounting firm for a growing business is to define the work first and then put every candidate through the same questions. Tax return preparation is only one possible need. A growing company may also need bookkeeping, payroll, a clear view of cash, regular management reports, tax planning, or someone to talk through business decisions. Once the scope is settled, differences between firms become much easier to see.
This guide is written for U.S. businesses. The credential and representation rules described here come from the Internal Revenue Service (IRS) and state licensing boards. If you operate outside the United States, check the professional regulator in your own jurisdiction.
Start by defining the work
The U.S. Small Business Administration (SBA) lists accounts receivable, accounts payable, available cash, bank reconciliation, and payroll among the finance functions a business may need someone to manage. SBA, “Manage your business” Not every company needs all of these from one provider, and not every function is one-time work. Sort your needs into three groups before you request proposals:
- Recurring work: transaction coding, bank reconciliations, payroll runs, the monthly close, and monthly or quarterly reports.
- One-off work: an annual tax return, a state filing in a new location, a financing package, or a switch to new accounting software.
- Judgment work: tax planning, advice on major purchases or hiring, and the financial picture a lender or investor will expect.
The American Institute of CPAs and CIMA (AICPA & CIMA) recommends asking a CPA what services they perform and whether those services fit your needs. AICPA & CIMA, “How to Choose a CPA”

Match the provider type to the task
The IRS says more than half of taxpayers use a paid tax professional, according to Tax Tip 2026-11 dated February 10, 2026. IRS, “Quick tips for picking a tax pro” That is broad taxpayer context, not a figure specific to growing businesses or accounting firms.
The SBA presents a CPA, a bookkeeper, and an online accounting service as possible forms of accounting help. Its general distinctions are summarized below. They describe typical differences, not guaranteed prices or quality for any individual provider.
| Provider type | How the SBA describes it | Typical fit to ask about |
|---|---|---|
| CPA firm | Typically costs more than online services but often offers more tailored service | Tailored advice, tax work, and reporting that depends on professional judgment |
| Bookkeeper | Handles basic day-to-day functions at lower cost; does not have the formal accounting education of a CPA | Routine recording and reconciliation, with tax and reporting judgment handled by someone else |
| Online accounting service | Listed as one of the forms of accounting help; the SBA does not describe its cost or depth in this guidance | Defined, standardized work; test it against the same scope list as the other candidates |
Match capability to task and risk. A bookkeeper can keep accurate records, but the question of who reviews tax positions and financial reports is separate, and you should answer it for every candidate. Some firms combine these services; others split them across providers.
Credentials and who can represent you before the IRS
Preparing a tax return and representing a business before the IRS are different authorizations. The IRS states that anyone paid to prepare federal returns needs a preparer tax identification number (PTIN). Its credential guide also says:
Rank #2
“Any tax professional with an IRS preparer tax identification number (PTIN) is authorized to prepare federal tax returns.”
Source: Internal Revenue Service, “Understanding tax return preparer credentials and qualifications.” IRS credential guide The same guide makes clear that this authorization does not mean every preparer has the same expertise or the same rights before the IRS.
| Credential | Who grants it | IRS representation rights (per the IRS credential guide) |
|---|---|---|
| Certified Public Accountant (CPA) | State licensing board | Unlimited |
| Enrolled agent (EA) | The IRS, as a federal license | Unlimited |
| Attorney | Admission to practice under state law | Unlimited |
| PTIN holder with no listed professional credential | PTIN registration with the IRS, which covers preparation only | Generally none beyond limited exceptions; the guide ties broader rights to a listed credential or Annual Filing Season Program participation |
For a CPA, confirm an active license with the state board where it was issued. Do not treat a PTIN as proof of representation rights. Ask the firm directly which credentialed person would represent the business if a tax authority made contact, and what that engagement would include.

Experience and fit
- What types of businesses make up most of your practice? Do you work with companies at our stage or in our industry?
- Do you have clients with similar entity types, multistate operations, comparable transaction volume, or financing needs like ours?
- Can you provide references from clients with comparable needs or in a similar industry? AICPA & CIMA suggests this approach.
Scope and fees
- Which services will you perform, and which remain our responsibility or belong to another provider?
- What records and information will you need from us each month or quarter?
- How do you help us understand cash, receivables, payables, payroll, and business performance? Tax-return work does not automatically include ongoing management reporting, so ask about it directly.
- What is included in the proposed fee, what triggers extra charges, and how will you get our approval before out-of-scope work begins?
Systems
- Which accounting systems do you support, and how do you connect them to bank feeds, payroll, and document storage?
People, access, and continuity
Your working relationship will mostly run through one or two people, so confirm who they are and what happens when they are unavailable. IRS guidance specifically recommends checking availability after filing season, and AICPA & CIMA guidance points readers in the same direction. Many business questions arise mid-year, for example when a lender asks for updated figures or a payroll notice needs a response.
- Who is the day-to-day contact, and who is the review partner or manager who checks the work before it goes out?
- Are year-round tax and business questions included in the engagement, or are they billed separately? Get the answer in writing.
- What response norms apply to routine requests and urgent ones? Ask the firm to state its own norms; no standard response time is established in the guidance this article draws on.
- Who covers the work when the primary contact is out, and how is that coverage handled in practice?
Pricing: compare written scope, not monthly quotes
The guidance behind this article does not establish a universal price range for accounting firm engagements. Cost depends on the defined work and the provider type. Request written proposals built on the same description of your entity, transaction volume, locations, payroll needs, reporting cadence, and any tax or advisory work. Compare both the price and what it covers.
The IRS recommends asking about preparer fees in advance and warns against tax-preparation fees based on a percentage of the refund. IRS Tax Tip 2024-24, “Selecting a tax professional as a small business taxpayer” A low monthly figure can hide work that is left out, so read the scope closely.
No single engagement-letter template is mandated, so use this checklist when reviewing a draft:

Ask which accounting basis fits your business
The SBA contrasts cash and accrual accounting. Cash accounting is easier to understand and shows cash flow clearly. Accrual accounting gives a more immediate snapshot of the business but is more complex and can mislead a reader who does not look at it carefully. The SBA also notes that private companies are not required to follow generally accepted accounting principles (GAAP). SBA, “Manage your business”
Ask each candidate which basis it recommends for your business, given your tax situation, your lenders or investors, and your management needs, and ask for the reasons. A good answer explains the trade-offs rather than stating a blanket preference. This is a question for a qualified professional, not a substitute for individual advice.
Data protection: verify claims, not reassurance
AICPA & CIMA’s September 21, 2026 summary of a survey of CPA firms lists cybersecurity risk and exposure of client data among leading issues for small firms, alongside technology and capacity concerns. AICPA & CIMA, “Solving top challenges for small firms” That is a professional association’s summary of firm-reported concerns, not a measurement of any particular firm’s controls. Treat each firm’s security description as a claim to check.

“Taxpayers are responsible for all the information on their income tax return no matter who prepares the return.”
Source: Internal Revenue Service, IRS Tax Tip 2024-24, “Selecting a tax professional as a small business taxpayer” (March 29, 2024). Before you sign, compare the completed return with your own records, ask about any figure you do not understand, and confirm who files on your behalf and who receives IRS notices.
The Bottom Line
Choose the firm whose defined scope, named people, written fee terms, and verified credentials match the work your business actually needs. Credentials matter, but they do not prove industry fit, responsiveness, or security on their own. Use the same questions for every candidate, and be cautious of any firm that will not put its scope and access arrangements in writing.
