Before spending on a Japanese Android game’s gacha, check the probability table and rules for the exact banner you plan to use. A rarity-level rate does not necessarily tell you your chance of getting a particular item, and a listed probability is not itself a guarantee. In Japan, the Consumer Entertainment Suppliers Association (CESA) treats disclosure of paid-gacha items and their probabilities as an industry guideline—not a universal statutory rule. Google Play payment options can also depend on the developer and program enrollment.
How to read a gacha rate table
Check the exact banner and draw type
Use the rate table and terms attached to the banner you are considering, for the relevant date window and draw type. Pools and rates can differ between banners, so an older screenshot may not describe the current offer. Check whether the terms apply to a single draw, a multi-pull, or both.
Find the probability for the item you want
A rate for an entire rarity tier is not necessarily the probability of receiving one particular character or item in that tier. Look for an item-level rate or an explanation of how the tier’s probability is distributed. CESA’s paid-gacha guideline sets the principle that all obtainable items and their provision rates should be displayed. That is an industry guideline; it does not establish that every game available in Japan is covered by it or that the guideline is itself a statute.
Read guarantees, pity counters, and exchanges separately
A probability describes the chance for the draw or conditions specified in the game’s terms. It does not, on its own, promise that an item will appear after a certain number of attempts. Read the banner rules for any featured rate, multi-pull guarantee, pity counter, exchange option, or duplicate conversion, including what counts toward a counter and whether it resets or carries over. Those details are game- and banner-specific; no rates or guarantee rules are established here for a particular title.
What Japanese rules say about gacha and “complete gacha”
The card-matching concern is about the mechanic
The Consumer Affairs Agency (CAA) explains that a system may constitute prohibited “card matching” when it awards different kinds of items at random and requires users to assemble a specified combination to receive another prize-like economic benefit. The agency says the analysis does not depend on what the mechanic is called, and that its interpretation applies to online transactions too. A label such as “complete gacha” or “bingo gacha” does not decide the issue; the structure and the benefit offered matter.
A purchased item and an additional reward are not the same thing
The CAA distinguishes an item that is the direct subject of a paid-gacha transaction from a separate benefit offered for completing a set. It says the directly purchased item is generally not a prize incidental to that transaction. A distinct benefit for collecting a specified combination may be assessed under the card-matching rule if it qualifies as a prize. This is a narrower distinction than saying all paid gacha is illegal—or that paid gacha is exempt from consumer-protection rules.
Claims about item value and purchase terms also matter
Separately from card matching, the CAA says representations that make an item seem materially better than it is, or transaction terms seem materially more favorable than they are, can raise issues under the Premiums and Representations Act. Whether a live offer raises a concern depends on its actual mechanics and wording, not just its marketing label.

Google Play billing options in Japan
Google Play’s general policy requires Play Billing for in-app purchases of digital goods or services in apps distributed through Play, subject to listed exceptions and programs. As of October 7, 2026, Google’s billing-choice program is available in Japan. Participation is optional for developers; those enrolled must offer users a choice between Google Play Billing and an alternative billing system or external web link, subject to program requirements. This does not mean every game offers an alternative.
Google’s Japan external-payments program stopped accepting new enrollments on September 30, 2026, and is scheduled to be discontinued after March 31, 2027. Developers already in that program who want to continue offering external web links to users in Japan need to move to billing choice by March 31, 2027. These are platform-program dates and may change, so check Google Play’s live policy when making a purchase or assessing a later offer.

If you use an alternative-billing option, Google says the purchase is not managed by Google Play. The alternative provider is the seller responsible for providing the purchase and handling support. Before paying, check the seller and the stated support, refund, and dispute process. The presence of an alternative payment route alone does not establish that it is cheaper or offers more or fewer protections; compare the actual terms.

Checklist before you spend
- Confirm the rate table is for the exact banner, date window, and draw type.
- Check whether the probability is for the individual item or only its rarity tier.
- Read the separate terms for featured rates, guarantees, counters, exchanges, and resets or carry-over.
- Check the full price and the currency bundle required for the draw, including any bonus currency only where the game states it.
- Identify who is selling the purchase and where support, refund, or dispute requests go.
- For a reward tied to collecting items, distinguish the directly purchased items from any additional benefit for completing a specified set.
If the displayed probability seems wrong
The CAA’s online-game FAQ includes the question, “The displayed gacha probability and the actual probability were different.” If you suspect a discrepancy, keep the banner’s rate table and terms, along with the relevant date and draw details, so you can describe what you saw. The CAA’s FAQ provides official information on gacha and card matching; use the agency’s official consumer information channels if you need to raise a concern. A general explanation cannot verify an individual game’s current rates or establish whether a particular discrepancy occurred.
