If Windows 11 starts with blank taskbar icons but the apps still open when you click them, clear the icon cache using Microsoft’s built-in procedure below. If the whole taskbar or desktop is missing, or only one pin or tray control is gone, use the matching checks instead—the causes and fixes differ.

First identify what disappeared

  • App icons are blank, but the apps still open: This matches Microsoft’s documented icon-cache problem. Follow the blank-icon repair below. Microsoft’s blank-shortcut guidance also discusses the IconHandler subkey.
  • One taskbar button or system-tray icon is missing: Check whether it is hidden in taskbar settings or whether the app’s pin was removed.
  • The taskbar and desktop are missing or black after sign-in: This is more consistent with Windows Explorer or the shell not loading than with a damaged icon image. Use the recovery and version checks below.

Repair blank taskbar icons by clearing the icon cache

Save open work first. The procedure ends Windows Explorer, which temporarily removes the taskbar and desktop shell, then starts Explorer again. Microsoft says it clears the icon cache and restores taskbar icon display.

  1. Press Ctrl+Shift+Esc to open Task Manager.
  2. In Processes, find Windows Explorer, right-click it, and select End task.
  3. In Task Manager, select File > Run new task.
  4. Enter cmd.exe and select the option to create the task with administrative privileges.
  5. At the command prompt, run each command and press Enter:
    CD /d %userprofile%AppDataLocal
    DEL IconCache.db /a
  6. In Task Manager, select File > Run new task, enter explorer.exe, and press Enter.

If the icons are still blank, Microsoft’s guidance lists re-registering Shell Experience Host for all users as a subsequent administrator-level step. Follow Microsoft’s exact command and scope; avoid third-party registry scripts.

Check taskbar settings or restore a missing pin

A tray icon or taskbar control is hidden

Open Settings > Personalization > Taskbar and review the taskbar-item and system-tray visibility controls relevant to the missing item. Windows lets you customize which taskbar items and some tray icons appear. See Microsoft’s taskbar customization guidance.

An app shortcut was unpinned

Search for the app from Start or Windows Search, then choose Pin to taskbar. A removed pin does not by itself indicate an icon-cache or Explorer failure.

If the entire taskbar or desktop fails to load

Temporarily start Explorer

  1. Press Ctrl+Shift+Esc to open Task Manager.
  2. Select Run new task (or File > Run new task), enter explorer.exe, and select OK.

Microsoft documents this as a temporary workaround for a desktop-loading issue affecting Windows 11 version 26H1, primarily observed on Azure Virtual Desktop hosts using FSLogix. Microsoft says the issue was resolved in updates released from September 14, 2026, including KB5129194; it should not be treated as the explanation for ordinary consumer PCs with only blank icons. See the Windows 11 version 26H1 release-health notice.

On a managed 24H2 or 25H2 PC, check update and provisioning status

Microsoft separately documented an enterprise issue on Windows 11 24H2 and 25H2 devices provisioned with monthly updates released from July 2025. Explorer, Start, Settings, Taskbar, or Search could fail when required XAML packages did not register in time. Microsoft says resolution began with updates released June 23, 2026, with a gradual rollout. If this is a work-managed device and Start or other shell features also fail, ask IT to check the Windows version, update status, and deployment configuration. See the Windows 11 24H2 release-health notice.

When to escalate Explorer problems

  • If Explorer repeatedly fails to start, check Windows Update and restart the PC.
  • For persistent File Explorer startup trouble, Microsoft points to System File Checker and Windows recovery options in its File Explorer troubleshooting guidance.
  • For a managed PC or a blank desktop, Start failure, or recurring Explorer crash, give IT or support the Windows version and build, recent update date, whether the device is enterprise-managed or uses Azure Virtual Desktop/FSLogix, and any Explorer crash details.
