First, identify which agency and environmental-review procedure govern the award; then ask the assigned reviewer for a written list of outstanding steps, owners, and target dates. Do not assume every federally funded housing project follows HUD’s rules. If HUD funding is involved, the review may proceed under Part 58 through a responsible entity or under Part 50 through HUD, depending on the program.
1. Confirm which environmental-review process applies
Check the award documents and ask the federal program officer or administering agency to identify the governing requirements and the assigned reviewer. “Federally funded” does not automatically mean HUD Part 58.
For eligible HUD programs, HUD’s environmental-review guidance explains the distinction: under Part 58, a state, tribe, or unit of general local government may act as the responsible entity; in applicable programs, HUD conducts the review under Part 50. Confirm which route applies to your particular award before using HUD timelines or escalation steps.

Ask the reviewer to explain what has happened, what remains, and who must act next. Request a dated target schedule rather than a general estimate. A clear status request helps distinguish a review that is waiting on project information from one that is in consultation, public notice, or approval.
#1 Best Overall
- Which review level applies, and where is the determination documented?
- What information, consultation, publication, or approval is still outstanding?
- Has the full project description included connected activities and funding sources, even if HUD pays for only part of it?
- What is the next decision, its target date, and the person or office responsible?
- Which contracts, expenditures, site work, or other commitments must wait for clearance?
- Who is the appropriate program official, certifying officer, or environmental staff contact for a technical or routing issue?
Keep a dated record of requests, materials submitted, responses, and decisions. HUD’s Part 58 flowchart can help identify the kinds of review steps that may remain, but it is not a project-specific schedule or a guarantee of completion time.
3. Avoid commitments that could limit alternatives
For a Part 58 project, do not commit HUD assistance or undertake or commit non-HUD funds for actions that could adversely affect the environment or limit reasonable alternatives before the required release-of-funds and certification approval. A regulatory exemption or categorical exclusion may change what is required, but the responsible entity should document the applicable basis. If you are unsure whether a contract, purchase, expenditure, or site activity is allowed, ask the reviewer before proceeding.

4. Understand what the HUD Part 58 timeline does—and does not—tell you
Under Part 58, the review begins by defining the full project and classifying it as exempt, categorically excluded, requiring an environmental assessment, or potentially requiring an environmental impact statement. The classification affects which findings, consultations, notices, and release steps are needed.

For release of funds, HUD or the state generally cannot approve before the applicable 15-calendar-day objection period has elapsed. The period runs from receipt of the request and certification or from the date specified in the public notice, whichever is later. That is a procedural waiting period, not an estimate of the full review’s duration.

Part 58 counts time periods in calendar days. Under 24 CFR § 58.21, the first day begins at 12:01 a.m. local time on the day after the publication or mailing-and-posting date that initiates the period. Check the current regulation and the notice that applies to your project before calculating a deadline.
Do not treat a different program’s minimum waiting period as a general promise. For example, HUD’s Special Applications Center FAQ describes a minimum 30-day period for the particular process it covers; it does not establish a universal schedule for federally funded housing projects.

5. Escalate through the contacts assigned to the grant
For a HUD project, raise unresolved process or routing questions with the responsible entity’s certifying officer and the HUD program or field-office contact assigned to the grant. The right route varies by program. HUD’s FY2026 Community Project Funding page, for example, distinguishes the overall grant contact from regional environmental staff, who provide environmental-review technical assistance and coordinate Part 50 concept meetings for that program. Use the contacts and instructions for your own award rather than assuming another program’s route applies.

6. Know when an objection is available
Part 58 provides a limited administrative process to object to a request for release of funds. The regulation identifies grounds that include a responsible entity’s failure to make a required finding, omitted environmental-assessment or impact-statement steps, and certain prohibited commitments of funds or activities before release. A complaint that the review is taking too long, by itself, is not the same as an objection on one of those grounds. Review the applicable notice and regulation, and use the objection procedure only if the facts fit a stated basis.
