If an AI agent created a cloud resource and no accountable owner is apparent, first decide whether the agent is causing harm or violating policy. If it is, contain the agent promptly; if this is a routine inventory or audit finding, trace the identity and activity, then coordinate with the people responsible for the service before changing the resource. Do not assume an untagged or unfamiliar resource is safe to delete.
Start with urgency, not cleanup
An owner tag is useful, but its absence does not prove that a resource is unused, abandoned, or harmless. It may support a production service, hold data, provide access, or be part of a larger deployment. An agent may also still be making changes under credentials or permissions that remain active.
Separate two situations at the outset:
- Active harm or a policy violation: contain the agent first. Microsoft guidance distinguishes this from routine remediation and advises stopping an agent when its behavior is harmful or violates policy. Follow your organization’s incident-response process and preserve relevant evidence.
- Routine discovery: for an inventory alert, unexpected bill, or audit finding without signs of active harm, investigate and contact likely stakeholders before taking infrastructure-level action.
Record the finding before making changes. Capture the resource identifier, cloud provider, account or subscription, region, resource group or project, creation time, current state, tags or labels, any displayed principal or role, and how the resource was discovered. Preserve relevant identity and activity records under your organization’s retention and incident procedures; there is no single retention period or evidence format that applies to every provider and organization.
Trace the agent and likely owner
A missing resource tag is only one missing clue. The resource’s creation history, the identity that performed the action, its effective permissions, and the workflow that triggered it can point to both the agent and the team that should make the next decision. Treat access to a resource as a lead, not proof that a person or team is its accountable owner.

Azure example: inspect registration, access, and activity
Microsoft’s Azure guidance identifies several places to look:
- Check agent registration details in Microsoft 365 Admin Center. Review the listed owners and inspect associated Microsoft Entra objects. These records can help identify an owner or sponsor connected to the agent.
- Review the resource group’s Access control (IAM) role assignments. Look for stakeholders with roles such as Owner or Contributor. Those roles indicate access that may help with investigation, but they do not establish that the assignee is the sole accountable owner of the resource or service.
- Inspect the Azure Activity Log for recent management actions. Events can help show who or what managed the resource and when. Follow the record back to the acting identity and related context where available.
These are Azure-specific investigation points, not universal console paths. Labels, records, and available context vary by provider and service.
Use equivalent records on other providers
On another cloud, look for the identity or service principal that created or changed the resource, any role or session it assumed, audit events for the create or update operation, deployment or orchestration records, and the request or workflow that invoked the agent. The names and fields of those records differ across providers and services. Do not assume a particular log name, field, or command is portable between platforms.

Trace the chain far enough to distinguish the agent from the human or automated process that initiated its work. If several agents, users, or workflows share one identity, the available records may not establish which actor performed a particular action. Record that uncertainty rather than assigning ownership based on a guess.
Preserve evidence that connects the action to the resource
Before credentials expire, logs roll over, or a resource is changed, assemble the available event context. Microsoft recommends logging an agent’s identity, role, effective scope, action, target resource, correlation ID, and any “on behalf of” user where applicable. A useful incident record should answer:
- Which agent identity acted, and what evidence associates it with the agent?
- What effective role and scope did it have at the time?
- What operation did it perform, on which resource, and when?
- Is there a request, workflow, or correlation identifier connecting the agent action to a human or upstream process?
- Was a human user context carried through, or is that link unavailable?
Keep original event details and timestamps where your incident procedures allow. Note gaps explicitly—for example, if a correlation ID is absent or several actors share an identity. AWS guidance likewise recommends distinct service identities; reused roles or shared identities can make it difficult to tell whether an action came from an agent or a person.

Understand impact before deciding what to do with the resource
Once you have a likely actor and stakeholder, establish the resource’s purpose and consequences with the service team or probable owner. The following questions are a practical assessment, not a universal provider-prescribed checklist:
Recommended Free Tools
- Purpose and dependencies: What service, deployment, workflow, or environment does it support? Do other resources, applications, or teams depend on it? Is it part of a deployment that could recreate it?
- Data: Does it contain, process, or provide access to data? Is sensitive data involved? Would shutdown or deletion affect retention, recovery, or an investigation?
- Exposure and access: Is it publicly reachable? What identities, permissions, network paths, or attached credentials can reach it or be reached through it?
- Operational state: Is it receiving traffic, being updated by the agent, or supporting production activity? What would interruption do?
- Cost: What charges continue while it runs, and which team can confirm the cost or budget impact? An unexpected bill may make this urgent, but cost alone does not establish that deletion is safe.
Ask a knowledgeable stakeholder to confirm the intended function rather than inferring it from the resource name or creation time. If nobody can confirm its purpose, record the unresolved risk and escalate through the organization’s service ownership, security, or incident process.
Choose a controlled response
Document who is responsible for the decision and why the chosen action is appropriate. Match the response to the urgency, the evidence, and the resource’s confirmed or still-unknown impact. Provider guidance supports stopping active harmful agent behavior and coordinating routine work with owners; it does not establish one universal quarantine or deletion runbook.

| Response | When it may fit | Decision to make |
|---|---|---|
| Stop or pause the agent | There is active harmful behavior, a policy violation, or a need to prevent further changes while investigating. | Use the organization’s incident process to contain the agent and preserve evidence. Confirm what stopping it does and whether other workloads use it. |
| Revoke or narrow access | The agent’s identity or permissions create ongoing risk, but the resource may still be needed. | Identify the exact identity, role, and scope to change. Avoid removing access needed by a service owner or an unrelated workload. |
| Isolate or disable the resource | Exposure or activity needs to be reduced while stakeholders establish purpose and dependencies. | Confirm the effect on traffic, data, connected services, and recovery. Use the provider’s and organization’s change controls. |
| Assign accountable ownership | The resource is needed, but its operating team or responsible decision-maker is unclear. | Name the owner, document the purpose and dependencies, and bring it under the appropriate service-management process. |
| Retain under managed service | The resource has a valid purpose and can be brought into an established operational process. | Confirm who will manage its access, monitoring, cost, maintenance, and lifecycle. |
| Delete | The responsible stakeholders confirm the resource is no longer needed and checks for data, dependencies, and recovery are complete. | Follow the organization’s approval and change process, preserve required evidence, and verify the result. |
These choices are not mutually exclusive. For example, responders may first stop further agent activity, then keep a resource isolated until its owner confirms whether it should be retained. Avoid treating deletion as the default way to resolve an ownership gap.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Prevent the next unowned resource
Make accountability and attribution part of the agent’s operating design, rather than relying on someone to discover missing metadata later. Microsoft’s guidance calls for a unique, dedicated agent identity with a named owner or sponsor and approver. Apply the same principle to the resources and workflows the agent can affect:
PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- Name a responsible owner or sponsor and approver for each agent. Document the agent’s purpose, operating team, intended resource types, and dependencies.
- Give the agent a dedicated identity. Avoid sharing an identity between an agent and a person or between agents when that would obscure attribution.
- Limit permissions to the task. Scope access to the required resources and actions. Review permissions when tools, workflows, data, or deployment arrangements materially change.
- Log actions with context. Capture identity, effective role and scope, action, target resource, correlation context, and an initiating user where applicable.
- Test intervention and revocation. Verify that responders can disable the agent, rotate credentials, invalidate tokens, and remove stale permissions. A control that has not been tested may not work as expected during an incident.
- Attribute costs. Microsoft recommends tagging resources by agent or use case so teams can see how costs break down. Choose a tagging approach that fits your inventory and cost-management practices.
AWS additionally recommends permission boundaries, temporary credentials, contextual conditions, organization-level guardrails, and using observed CloudTrail activity to inform least-privilege recommendations. These are AWS guidance points; the specific controls and implementation differ across environments.

Evaluate whether governance controls are sufficient
When reviewing a cloud setup or governance process, check whether it supports the decisions responders need to make—not just whether it has an agent label or an audit log. The following comparison axes bring the ownership, identity, logging, intervention, impact, and cost questions together:
| Control area | Question to ask | What a useful answer establishes |
|---|---|---|
| Attribution | Can each action be traced to one agent identity and, where applicable, the human request? | Who acted and what request or workflow initiated the action. |
| Scope | Can permissions be limited to the necessary resources, actions, region, and time window? | What the agent could affect, and whether that access exceeded its job. |
| Intervention | Can responders disable the agent, revoke credentials, and remove access promptly? | Whether the organization can stop further activity and has tested how. |
| Auditability | Do logs connect identity, scope, action, target resource, and correlation context? | Whether investigators can reconstruct what happened and link related events. |
| Impact visibility | Can teams determine resource state, exposure, and dependencies before cleanup? | Whether a change can be assessed against services, data, and access. |
| Cost ownership | Can spending be grouped by agent or use case? | Which use case or team is driving resource costs. |
These questions are a governance review framework, not a claim that any one provider exposes identical controls or guarantees a complete answer. The organization still needs an accountable decision-maker and a change process for remediation.
