If a feature will not turn on or off, first identify which control owns it: the app’s setting, an operating-system permission, a device-wide mode, or an administrator policy. Then check permissions and compatibility before refreshing the app. The right menu and fix depend on the specific feature, app, device, and operating-system version.
Identify what is failing
Before changing settings, note the feature’s exact name, the app or device it belongs to, and your operating-system version. Also observe what happens when you try to change it:
- The toggle is greyed out: a permission, device mode, compatibility condition, or policy may prevent changes.
- The toggle switches back: another setting or app may be managing the same behavior.
- The toggle changes but nothing happens: the setting may have changed successfully while a separate permission or requirement is still unmet.
- An error appears: record its exact wording for the app maker or administrator.
These symptoms are clues, not diagnoses. Start with the app’s help page to find out whether the feature is controlled in the app, by the operating system, or at the device level.
Check the app setting and operating-system permission
Look in the app’s own settings, then check the operating-system permission the feature needs. A feature can have both controls: enabling it in the app does not necessarily grant access to a camera, microphone, Bluetooth, or other capability.

Windows 11
Open Settings > Privacy & security, choose the relevant capability, and review access for the app. Microsoft notes that desktop apps may not appear in these lists and are not affected by the setting that allows apps to access a capability; manage those apps in their own settings. iPhone
Open Settings > Privacy & Security, select the relevant capability, such as Camera, Bluetooth, Local Network, or Microphone, and review the listed apps. The list shows apps that have requested access, and you can switch access on or off. Apple documents this flow in Control access to hardware features on iPhone.

Menu names and availability can vary by operating-system version and app. If the app does not appear where expected, check its help page rather than assuming that the permission is missing or that the feature is broken.
Check for another control, mode, or restriction
A device-wide setting or a second app may take precedence over the toggle you are trying to use. Check for modes such as Focus or Sleep, connected-device controls, and any related app that can manage the same behavior.

For example, Microsoft says Android Sleep or Focus modes can manage Do Not Disturb, and Phone Link may need the Link to Windows permission enabled to control Do Not Disturb. These are Phone Link-specific conditions, not general requirements for other apps. See Microsoft’s Phone Link troubleshooting guidance.
On a work- or school-managed device, an administrator may have restricted the setting. Ask the administrator whether a policy applies instead of trying to bypass it.

Confirm the feature is supported in your setup
Check the maker’s current requirements for the exact app and feature. Depending on the product, they may include a minimum operating-system version, a particular app version, a specific account, a network connection, Bluetooth, or a device pairing. A feature can remain unavailable if one of its prerequisites is not met.
Requirements are product-specific. For instance, Microsoft’s Phone Link guidance covers supported Windows and Android versions, same-Wi-Fi requirements for Android pairing, and account or profile restrictions. Do not apply those conditions to unrelated apps; consult the support page for the product you are using.

Refresh the app using its documented steps
- Check for updates to the app and, where the app maker recommends it, its companion app or device software.
- Close and reopen the app, then try the control again.
- Follow product-specific restart or reset instructions if the problem continues. Microsoft advises Phone Link users to wait briefly and restart the Android device if an update state remains. Some PowerToys setting changes take effect only after restarting PowerToys; see Microsoft PowerToys documentation.
These steps can refresh an app’s state, but they are not guaranteed fixes. Avoid advanced system changes until you have identified the product and a documented reason to make them.
Contact support with the details that narrow it down
If the control still fails, use the app or device maker’s current troubleshooting instructions. Include:
- the exact feature and app name;
- the device model and operating-system version;
- the app version, if available;
- whether the toggle is greyed out, switches back, changes without effect, or produces an error;
- the exact error message and the steps you have already tried.
This information helps distinguish an access problem from an unsupported setup or a setting controlled elsewhere.
