A downgrade is a reason to check the insurer named on your policy, understand the rating agency’s explanation, and verify official state information. It does not by itself mean the insurer is insolvent, that your claim will go unpaid, or that you should cancel. Keep your coverage in place while you investigate and, if you choose to switch, until replacement coverage is bound and effective.
What an insurer downgrade does—and does not—mean
A financial strength rating is an agency’s opinion about an insurer’s ability to meet its obligations. Agencies use different criteria and scales, so a rating is not a guarantee of accuracy or a regulatory order. The Indiana Department of Insurance and the National Association of Insurance Commissioners (NAIC) put it plainly: “These grades or private ratings are only opinions.” Read the Indiana DOI and NAIC consumer guidance.
A lower rating merits attention, but it is not a finding that the company has failed. Insurance regulators assess financial and operational information and may take corrective action if they identify trouble. Receivership may be considered if a problem cannot be corrected; it does not follow automatically from an agency downgrade. The NAIC describes this oversight in its Troubled Companies guidance.
What to do first
- Identify the legal insurer on your policy. Check the declarations page for the full legal name of the company underwriting the policy, along with the state, policy type, renewal date, and claim contact details. A brand or parent group may not be the legal entity that issued your policy.
- Confirm what changed. Find the rating agency’s announcement or report. Note its date, the prior and new rating, any outlook or watch status, and the stated reasons. Check whether the action concerns the insurer’s financial strength or instead the parent company’s debt or issuer rating.
- Check official company and regulator information. Search the legal insurer in the NAIC’s Consumer Insurance Search, which includes company complaint, license, and financial-health information. Contact the insurance department for the state relevant to the policy and ask whether there are current notices or actions affecting that company and type of coverage.
- Ask your insurer or agent about your policy. Ask whether the downgrade changes your existing coverage or claims handling, whether renewal is still offered, and whether payment, claims, or service arrangements have changed. Request the response in writing so you can keep it with your policy records.
- Keep paying premiums and follow policy requirements. A downgrade alone does not tell you that a policy has ended or that a claim will be denied. Continue to follow the contract and contact the insurer using the claim or service details on your documents if you need assistance.
How to read the rating action
Compare an agency’s current assessment with its own prior assessment rather than treating different agencies’ symbols as interchangeable. Indiana DOI and NAIC guidance recommends looking at more than one agency and considering rating changes over time. There is no single universal “safe” threshold that applies to every insurer or policy.

- Entity: Is the rated company the same legal insurer named on your declarations page?
- Rating type: Is it a financial strength rating, or a rating of a parent company’s debt or issuer credit?
- Change and status: What was the agency’s prior rating and what is the new one? Is the rating on watch or does it have a changed outlook?
- Rationale and date: What reasons did the agency give, and when was the assessment issued?
- Official information: Do the relevant state insurance department or NAIC resources show an action or notice affecting the entity?
Use each agency’s own scale and explanation. A letter grade alone does not explain the company’s circumstances, and two agencies’ ratings may reflect different methods.
Should you switch insurance companies?
Not solely because of a downgrade. First establish what changed and whether it affects your policy, renewal, or claims. If you decide to shop, compare the replacement policy’s coverage—not just its price—and verify the new insurer is authorized in your state.

A rating action alone does not establish that a claim is uncovered or that claims handling has changed. The policy contract and facts of the claim remain central. Ask the insurer whether the downgrade has changed any claims or service arrangements, and keep records of your claim communications. If the insurer does not respond or you believe a claim or complaint is being mishandled, contact your state insurance department; the NAIC provides consumer guidance and links to state complaint resources.

Does a state guaranty fund protect you if an insurer fails?
Do not assume it does. Guaranty association protection depends on state law, the type of policy, the insurer’s status, and applicable limits and exclusions. Check with the guaranty association or insurance department for the state and policy line involved; protection is not a general government guarantee.
Rules can differ even between insurer categories within one state. For example, the North Carolina Department of Insurance says protection for licensed insurers is subject to North Carolina law, while eligible surplus lines insurers do not have guaranty association protection there. That is a North Carolina-specific example, not a nationwide rule. See the North Carolina DOI explanation and ask your own state regulator which rules apply.
