If you fail the Mexico City permanent driver’s license theory evaluation, SEMOVI says you can repeat it. Use the agency’s current evaluation and appointment route, review its official study guide, and confirm the retake details before you travel: the current FAQ does not specify a waiting period, retake fee, or maximum number of attempts.
Who needs to take this evaluation?
SEMOVI’s first-time permanent-license FAQ says the evaluation applies to applicants with an address in Mexico City or the State of Mexico who have not previously held a license issued by Mexico City. The FAQ describes a theoretical evaluation booked at a Macromódulo. Check your own eligibility and the currently available appointment options with SEMOVI before proceeding.

The FAQ also contains a statement that the program began on November 16, 2024, and ended in December 2025. That end date conflicts with SEMOVI’s later notice of continued permanent-license services in June 2026, so it should not be treated as confirmation that the service has ended.

What to do after failing
- Open SEMOVI’s first-time permanent-license information and appointment route. The FAQ identifies the appointment selection as “Evaluación de licencia permanente.” Confirm that the option is currently available and check the location before traveling. SEMOVI’s permanent-license information
- Study the official guide. Use the study guide referenced by SEMOVI and review its traffic and road-safety material. The official sources cited here do not establish that a commercial book is required.
- Arrange or confirm an evaluation. SEMOVI’s June 5, 2026 notice says appointments for permanent, Type A, and Type B license services could be made online using Llave or in person. It listed module hours as weekdays 9:00–14:00 and 15:00–17:00, and Saturdays 9:00–13:00. - Ask SEMOVI about the details that are not published in the current FAQ. Confirm the waiting period, number of attempts, any retake fee, current exam format, and which identification or documents to bring.
- Retake the evaluation, then complete the remaining application steps if you pass. SEMOVI’s FAQ says applicants must pass the assessment before meeting the applicable documentation requirements.
Can you retake the exam, and how many times?
Yes. SEMOVI’s FAQ says, “Tendrás la oportunidad de repetirlo para poder acreditarlo” (“You will have the opportunity to repeat it so you can pass”). It does not give a current waiting period, attempt limit, or retake fee. Confirm those particulars with the agency rather than relying on older exam instructions.

Are the old online exam rules still valid?
Not established. A December 3, 2024 announcement from the Agencia Digital de Innovación Pública and SEMOVI described an online exam with 20 randomly selected questions from a pool of more than 200, a 25-minute limit, a minimum grade of 8.0, and up to two attempts per day. Those are historical details, not verified current rules.
SEMOVI’s FAQ instead describes a theoretical evaluation at a Macromódulo, while the June 2026 notice confirms module services without specifying the exam’s present format or retake limits. The available information does not establish that the old online process and the FAQ’s in-person route are interchangeable today.
