If an ATM gives you less cash than your receipt or account record shows, contact the bank or credit union that issued your card immediately and report the exact shortfall. If a different company owns the ATM, contact it too. Keep the receipt and a record of every complaint. The Consumer Financial Protection Bureau (CFPB) gives this same immediate-contact advice for U.S. consumers: call your bank or credit union.
What to do right away
- Write down what happened. Record the date and time, ATM location and machine ID if visible, amount requested, amount charged, cash actually received, denominations if you remember them, and any transaction reference number. These are among the details requested in a published Emirates NBD ATM dispute checklist; your bank may ask for different information.
- Report the error to your card issuer promptly. Call the bank or credit union that issued your card and state plainly that the ATM dispensed less cash than the amount charged. Give the exact amount missing and ask for a case number, the proper complaint channel, and whether you must confirm an oral report in writing. The CFPB advises customers to call the issuer immediately.
- Contact the ATM owner if it is different. Use the contact details posted on the machine or printed on the receipt, if available. Still keep your card issuer informed: it is the institution to which you should report the account error.
- Keep your evidence and complaint trail. Save the receipt, a screenshot or statement showing the debit, and your notes of calls, dates, names, and case numbers. Follow up in writing when practical. The FDIC recommends keeping a record of the conversation and notes that written follow-up can help.
- Monitor the account and follow up. Check whether the disputed amount is reversed or refunded, then use the issuer’s complaint process if it is not. If the issue remains unresolved, consult the regulator or ombudsman route that applies where you live.
Details that can help resolve the claim
Be precise about the difference between the cash you requested or were charged for and what actually came out of the machine. For example, if you requested and were charged for $200 but received $160, report a $40 short dispense. Do not report only that the transaction was “wrong.”
Keep records even if the ATM did not print a receipt. Your transaction history or statement, machine location, approximate time, and a clear account of what happened can help identify the withdrawal. In the United States, the Office of the Comptroller of the Currency says a receipt must be made available at the time of an ATM withdrawal of $15 or more, upon request, for banks it regulates. A missing receipt should not prevent you from reporting the error.
Deadlines and protections depend on where you bank
United States
Under U.S. Regulation E, receiving an incorrect amount from an electronic terminal is an error. In general, notify your financial institution no later than 60 days after it sends the first periodic statement showing the error. The institution generally must investigate and determine whether an error occurred within 10 business days. If it needs more time, it may generally take up to 45 days if it provisionally credits the disputed amount within 10 business days. Exceptions and procedural details apply, including possible written confirmation after an oral notice. Use the bank’s designated error-reporting contact and do not wait until the deadline.

The CFPB’s consumer guidance is to contact the card issuer immediately. The U.S. deadline does not mean you should wait: prompt notice gives the institution time to investigate and helps preserve the details of the transaction.
India
For India, the Reserve Bank of India’s ATM and white-label ATM FAQ says a bank must re-credit a failed debited ATM transaction within a maximum of T+5 calendar days, where T is the transaction day. For a delay beyond five calendar days, it specifies compensation of Rs. 100 per day. Customers may raise the issue with their bank and may approach the RBI Integrated Ombudsman Scheme if dissatisfied with the response or if the bank does not respond within 30 days. These are India-specific rules.

Other countries and bank procedures
Use the card issuer’s own dispute process and the rules for your location; do not assume U.S. or Indian timelines apply elsewhere. For example, Permanent TSB tells its customers to wait 15 calendar days before raising a dispute and gives a 120-calendar-day filing limit. Those steps are specific to PTSB customers. Emirates NBD’s UAE process asks for transaction details and publishes different investigation estimates for local and international claims. Your issuer can confirm which process applies to your account.

There may be two organizations involved: the institution that issued your card and the company operating or owning the machine. Report the incorrect debit to your issuer, and contact the ATM owner as an additional step when it is a different organization. The owner may be able to check its machine records, but do not treat that contact as a substitute for notifying your issuer. Record both organizations’ case numbers and any instructions they give you.
