If a tropical storm threatens your island trip, follow local authorities first. Leave early only if officials advise it and the route and transport are safe; if you cannot leave safely, go to the designated shelter, prepare to stay, and keep checking official updates. Flights, ferries, and ports may stop operating before the storm arrives.

What should you do first?

  1. Check local alerts and orders. Use the island’s disaster-management agency and meteorological service, plus the relevant regional forecast center. Follow evacuation instructions. A watch and a warning describe different levels of forecast risk, but terminology and issuing agencies vary by region; local orders take precedence over generic explanations. The U.S. National Weather Service explains Atlantic and eastern North Pacific advisories at weather.gov.
  2. Decide whether safe departure is still possible. If authorities advise leaving and it is safe to travel, confirm the last operating flight, ferry, or boat directly with its operator. Smartraveller, the Australian Government’s travel advice service, says: “If you’re on an island, follow advice to go back to the mainland before the boats stop running, if it’s safe to do so.” Check current operations with the airline, boat operator, travel agent, tour operator, and lodging; do not rely on an old schedule.
  3. If you cannot leave safely, find shelter and prepare to stay. Ask local authorities and lodging staff where the designated shelter is, how to reach it, and whether your accommodation is suitable for sheltering in place. Follow local evacuation directions rather than setting out on unsafe roads or waters.
  4. Set up more than one way to receive information. Monitor official forecasts and local government notices. If available, use local radio, television, SMS, or embassy alerts as well as internet updates; power, cellular service, and data connections can fail.

The U.S. Department of State says, “The best time to leave is before a crisis happens,” and advises using commercial transportation when it is safe and available. Its guidance is for U.S. citizens abroad; the same practical priority—safe, confirmed transport before services stop—applies regardless of nationality. How to decide between leaving and sheltering

Decision factor Leave if Shelter if
Local instructions Authorities advise evacuation and it is safe to move. Authorities direct you to shelter, or travel is unsafe. Do not disregard an evacuation order; ask officials for safe options if you cannot move without assistance.
Transport and route An operator confirms a currently operating route and a safe departure. Flights, boats, ports, or roads are closed, unsafe, or unconfirmed.
Place to stay You have a confirmed safe destination and a way to get there. You have identified an appropriate designated shelter or received local direction to shelter in place.
Personal needs Medical, mobility, or other needs make the current location unsuitable and safe transport is available. Moving would expose you to greater immediate danger; tell lodging staff or authorities about assistance needs.

This is a decision aid, not a substitute for local emergency instructions. Safe accommodation, food, water, and medical facilities may be limited, and some areas may not have adequate shelter for everyone who stays. Ask local authorities what applies to your specific location.

If you can leave the island

Confirm the complete journey

Contact the airline or travel agent about rebooking, and ask the boat or ferry operator whether the service and terminal are operating. Confirm the route, destination, departure time, and how you will continue from the arrival point. Storms can disrupt seaports as well as flights, so an announced or previously scheduled service is not proof that it is running now.

Coordinate with lodging and tour providers

Tell your hotel or host and tour operator that your plans may change. Ask about check-in arrangements, cancellations or changes, and shelter guidance if you cannot depart. Keep records of operator messages, revised itineraries, and receipts in case an insurer requests them.

Do not make an unsafe dash for a terminal

Use commercial transport only when it is safe and operating. Do not cross flooded roads, travel on unsafe waters, or leave shelter because an old schedule suggests a boat or flight should be available. Follow local authorities if they advise against movement.

If you cannot evacuate safely

Identify the shelter plan

Ask local officials and lodging staff whether your accommodation is intended to withstand the conditions and where the designated public shelter is. Find out how to get there and which route authorities currently consider safe. If you have a medical condition, limited mobility, or need electricity for medical equipment, tell officials or lodging staff as early as possible.

Keep essentials accessible

  • Passports, identification, medication information, and important contact details, stored in a waterproof pouch or dry bag.
  • Essential prescription medication. U.S. State Department crisis guidance recommends having at least five days’ supply; consult your clinician about your needs and plan around destination and prescription constraints.
  • Drinking water, nonperishable food, and a basic first-aid kit.
  • Local cash, a flashlight, and a battery-operated radio where available.
  • A charged phone and power bank, if you have them, while recognizing that networks or power may fail.

Stay inside during the storm

Follow shelter instructions and remain indoors, away from windows. The U.S. Centers for Disease Control and Prevention advises waiting for an official message that the hurricane is over. A lull can be temporary; do not go outside, enter floodwater, or use storm-affected roads because conditions seem calmer. See the CDC’s hurricane safety guidance.

How to keep receiving updates and reach people

Use several channels instead of depending on a single app or mobile connection. Check the local meteorological authority and disaster agency, and listen to local radio or television if available. The U.S. National Weather Service says Atlantic and eastern North Pacific tropical cyclone advisories are issued at least every six hours, with public advisories every three hours when coastal watches or warnings are in effect; that cadence applies to those U.S. forecast regions, not every island authority. NOAA/NWS recommends having multiple ways to receive forecasts and alerts: hurricane preparedness information.

Write down emergency contacts and tell family or friends where you are. Send brief status updates when you can; text or messaging may work when calls do not, but networks can fail. U.S. citizens traveling abroad can enroll in the Smart Traveler Enrollment Program (STEP) and monitor State Department alerts. Travelers of other nationalities should use their own government’s travel-alert service and contact their embassy or consular service if needed.

What consular help can and cannot do

For U.S. citizens abroad, the Department of State may share crisis information and, in some emergencies, coordinate departure when commercial options are unavailable and transportation is safe. It generally cannot provide transport within the country. A coordinated evacuation may take travelers to a nearby safe, accessible location rather than home; lodging, living costs, and onward travel generally remain the traveler’s responsibility. Government-coordinated transport is ordinarily reimbursable, with rare exceptions. Details are situation-specific: Department of State crisis-response and evacuation information.

Do not wait for an embassy evacuation if safe commercial transport is available. If you are not a U.S. citizen, contact your own country’s embassy or consular service for the assistance it can offer.

What to check in your travel insurance

Do not assume that every policy covers every hurricane-related change. Read your certificate and policy for the precise triggers, dates, exclusions, limits, and claim steps that apply to your situation. Check:

  • Whether cancellation, trip interruption, or travel-delay benefits cover the event and your circumstances.
  • How the policy defines a storm-related event or evacuation, and whether it distinguishes an official order from a precautionary departure.
  • Whether coverage is affected by when the storm became foreseeable compared with the policy’s effective date.
  • Limits and exclusions for emergency medical care, evacuation, transport, lodging, and other expenses.
  • What refunds or rebooking assistance the airline, hotel, or tour provider offers before making a claim.
  • Which records, receipts, notifications, and reporting deadlines the insurer requires.

Call the insurer’s emergency-assistance line for instructions before paying for replacement travel when time and safety allow. A sample Travel Insured policy illustrates why exact wording matters: it specifies weather and evacuation triggers, excludes some claims when a hurricane was foreseeable before the applicable coverage effective date, and sets a reporting condition for cancellations. Those terms are specific to that policy wording, not a universal rule or promise of benefits: Travel Insured plan details. Prepare for your destination, not a generic island

The correct shelter, evacuation road, port, emergency number, and local alert service depend on the island and your location on it. Before traveling, identify the destination’s official disaster agency and meteorological service, learn how lodging communicates emergency instructions, and save local emergency contacts offline. If you have pets, ask whether the shelter, hotel, airline, boat operator, and any evacuation transport can accommodate them; U.S. government-coordinated transportation generally cannot transport pets, so do not rely on it as a pet-evacuation plan.
