If a neighbour’s solar panels are reflecting sunlight into your home, record when and where it happens, then raise the specific pattern calmly with your neighbour and ask them to have their installer review it. If the problem continues, contact your local planning authority to ask what rules and complaint route apply where you live. The legal position varies by jurisdiction; reflected sunlight is not automatically unlawful, and rules for artificial lighting may not cover it.
Document when and where the reflection occurs
Before making a complaint, describe the pattern in a way that another person can check. Record:
- The dates and approximate start and end times of each episode.
- Which room, window, or outdoor area is affected, and where you were observing from.
- How long the reflection lasts and how it affects ordinary use of that space.
- Whether the timing or affected area changes over time.
If it is safe and practical, take short videos or photographs from the same viewpoint. Your notes can help explain the issue, but official renewable-energy guidance does not set an evidential standard for a domestic neighbour dispute.
Understand what an assessment may consider
UK government guidance for renewable-energy infrastructure distinguishes glint—a momentary flash from direct reflection—from glare, continuous excessive brightness experienced by a stationary observer in the path of reflected sunlight. It describes identifying affected receptors and considering whether the reflection is geometrically possible, along with its angle, duration, and intensity. That guidance is for project applicants; it can help you describe the issue, but it is not a guaranteed process or legal test for every home installation. See the UK government’s EN-3 guidance.

Victoria’s planning guidance also treats reflected glare as a possible amenity or safety issue and discusses assessment and planning responses. It applies in Victoria, Australia, and should not be assumed to describe rules elsewhere. Read Victoria’s PPN96 guidance.
Talk to your neighbour first
Share the dates, times, affected location, and practical impact you have recorded. Ask whether they can have their solar installer review the reflection and suggest a remedy. A focused request is more useful than a general accusation that the panels are unsafe or illegal. This is a practical first step, not a legal duty identified in the guidance.

Do not enter the neighbour’s property or try to adjust, cover, or otherwise alter their panels. If you cannot resolve the issue directly, keep a record of your communications and move on to the relevant local authority.

Ask your local planning authority which rules apply
If the installation is recent or its approval status is unclear, contact the planning authority for your area. Ask whether the installation required planning permission or prior approval, whether glare was considered, and which team handles concerns about a reflection affecting a neighbouring home.

England
Some permitted-development provisions in England make prior approval about design or external appearance relevant, particularly where glare may affect neighbouring occupiers. That does not mean every household solar installation needs prior approval: the applicable development class and current rules matter. Ask the local planning authority to check the specific installation against the provisions in force. Read the Town and Country Planning (General Permitted Development) (England) Order 2015, as amended.
Scotland
Scottish Government guidance on specified permitted-development rights says those rights are not intended to deal with reflection-of-light issues. Do not assume that the planning route used in England applies in Scotland. Ask your council which rules govern the installation and what route is available for your concern. Victoria, Australia
PPN96 provides Victoria-specific planning guidance about glare and reflectivity. If you live there, ask your local council how that guidance applies to the particular installation and whether a planning response is available. It is not a rule for other Australian states or countries.

Contact your local planning or municipal authority and ask which department handles reflected sunlight from a neighbouring property. If the impact is serious or the dispute escalates, consider getting advice from a qualified local legal professional before relying on a nuisance claim. The available guidance does not establish a universal civil nuisance test or guarantee that a neighbour must reposition panels.

Do not assume artificial-light nuisance rules cover sunlight
In England, councils must investigate complaints about artificial light from premises if it could amount to a statutory nuisance. That government guidance concerns artificial light; it is not proof that reflected sunlight from solar panels qualifies under the same process. Ask the council which route applies rather than presenting an artificial-light complaint as a settled answer. Read DEFRA’s guidance on artificial-light nuisance complaints.
Use an indoor measure only for immediate comfort
A room-darkening blind may reduce light entering an affected room, but whether it helps depends on the circumstances. It is an optional comfort measure, not a confirmed solution or a substitute for addressing the source. The cited government guidance does not recommend blinds or establish that they will resolve a particular reflection.
