Before signing, check that the space is legally usable, understand how the building handles fire and other emergencies, inspect the unit and shared areas, and pin down who pays for repairs and building services. For an office, the lease is especially important: it can assign substantial maintenance, safety, and move-out costs to the tenant. Rules differ by location, so verify local requirements rather than treating any single checklist as universal.
Start with the building, not the view
A polished suite or apartment does not tell you whether it is approved for the proposed use, how well the building is maintained, or what you may be responsible for after signing. Ask the landlord or managing agent direct questions and get important answers, repair promises, and existing damage recorded in writing.
Where public records are available, check the local building department’s information on occupancy, permits, and violations. New York City’s Department of Buildings specifically advises prospective renters to review building history and confirm that a building is legally occupiable as presented. Its lookup and recommendations apply to NYC; other places may provide different records or require different checks. NYC Department of Buildings: renting a residential unit

What to check in an apartment
Inspect the unit and shared areas
- Walk through the actual apartment, corridors, stairwells, entrance doors, and other shared areas you will use. Note visible defects and, with permission, photograph them. Ask for pre-existing damage and agreed repairs to be documented before signing.
- Check natural light, ventilation, windows, heating and cooling, noise, and the condition of doors and fixtures. Confirm bedroom-window and other habitability requirements with the local authority; NYC includes natural light, ventilation, and bedroom-window access in its renter guidance, but those checks do not establish requirements elsewhere.
- Look for clear corridors and exits, intact fire doors that are not propped open, and emergency lighting that appears to work. These are among the escape-route management checks described by England’s Building Safety Regulator. Report obvious problems to building management rather than attempting to repair building equipment yourself. England: fire safety in purpose-built blocks of flats
- Ask about lift outages and maintenance reporting, accessible routes, backup arrangements, water, waste, internet, parking, package delivery, and after-hours access. Verify which services are included and how failures are handled in the lease or building handbook; service arrangements vary by building.
Verify detectors and fire-safety information
- Check whether smoke and carbon monoxide detectors are present. Ask whether they work and who supplies, tests, maintains, or replaces them. Do not assume you should buy or install equipment yourself: requirements and responsibility depend on local law and the lease.
- Texas guidance recommends asking about carbon monoxide detection in apartments with an attached garage, fireplace, or gas fuel. NYC guidance advises checking that detectors are present. These are jurisdiction-specific recommendations, not a universal rule. Texas Department of Insurance: carbon monoxide safety
- Ask management for the building’s evacuation information, identify stairs and exits, and read posted instructions. Ask how residents will receive emergency information. Do not assume every high-rise uses the same evacuation approach: the appropriate strategy depends on the building’s original design and later changes.
- In England, a renter can ask the landlord, owner, or managing agent about identified fire risks, planned fixes, and a copy of the fire risk assessment. That assessment addresses escape routes and exits, alarms and warnings, fire equipment, external walls and flat entrance doors, evacuation plans, and residents who may need assistance. Review the apartment agreement
Check the rent, deposit, utilities, service charges, insurance requirements, renewal and notice terms, repair-reporting process, guest and pet rules, and restrictions on subletting. Make sure the move-in condition and any promised work are recorded. Ask who to contact for urgent repairs and what happens if a lift or essential service is unavailable.
What to check in an office suite
Confirm that the space fits your business
- Confirm the permitted use, occupancy arrangements, access hours, visitor and delivery rules, security, and whether the suite’s layout and services suit the work you will do. Where appropriate, verify permitted use and occupancy with the local authority; the requirements depend on location and use.
- Inspect the suite and shared spaces for ventilation, temperature control, lighting, toilets, washing facilities, drinking water, safe equipment, and accessible entry. UK government guidance identifies workplace health and safety as a business tenant concern, but specific responsibilities and applicable rules vary by jurisdiction.
- Ask who is responsible for fire safety, electrical and gas equipment, asbestos management, and health-and-safety risk assessments. In UK guidance, business tenants will normally be responsible for several of these matters, while the lease defines the landlord’s responsibilities, including for communal areas.
Read the lease for costs and duties
Do not assume the landlord covers repairs simply because the problem involves a building system. Read the clauses on the suite, lifts, heating and cooling, common areas, maintenance, insurance, and service charges. Ask how service charges are calculated, what services they cover, and what remedy applies if a service is interrupted or fails.

Check rent increases, operating expenses, repair contributions, fit-out permissions, signage, alterations, and end-of-term reinstatement. A tenant may face repair costs when leaving, including dilapidations, so the lease should make the condition and restoration obligations clear. UK government guidance puts the point plainly: “When renting a property for your business, you have some responsibilities by law – but most will depend on what it says in the lease.” UK Government: renting a business property—tenant responsibilities
Have a qualified local commercial-property professional explain unclear or high-cost clauses before signing. The UK guidance is general information, not a substitute for advice on a particular lease or a lease in another jurisdiction.

Understand the location-specific safety rules
There is no single high-rise definition or safety checklist that applies everywhere. In England, the Building Safety Regulator’s 2024 guidance defines a qualifying high-rise residential building as one that is at least 7 storeys or 18 metres high and contains at least 2 residential units. Such buildings must be registered with the regulator before occupation. These thresholds describe England’s regime, not the definition used in every country or city. England: register a high-rise residential building
In qualifying English buildings, accountable persons manage fire and structural safety risks in the parts for which they are responsible. Residents should not interfere with fire doors, signs, sprinklers, alarms, or extinguishers, and should follow the lease or rental agreement. For any building, ask management for its specific emergency strategy and follow posted instructions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Questions to get answered before signing
- Is the building approved for the proposed residential or business use, and where can I check its relevant permits, occupancy information, or violations?
- Who manages fire safety, and where can I get the building-specific emergency plan and relevant fire-risk information?
- Who supplies and maintains detectors and other safety equipment, and how are faults or repairs reported?
- What are the lift, access, utility, heating and cooling, and after-hours arrangements?
- Which services are included in rent, and which costs may change through service charges or operating expenses?
- Who is responsible for repairs, alterations, and restoration at move-out, and what condition will be used to assess those obligations?
Local building and fire authorities can clarify rules that a landlord’s explanation cannot settle. Treat unresolved safety concerns or unclear financial obligations as issues to resolve before you commit.
