Before you pay, identify who is selling the trip and who will provide each service, compare the full written price and itinerary, and read the agency’s and suppliers’ cancellation terms. Verify any registration required where the seller operates, then confirm reservations directly with airlines, hotels, or other providers. Rules vary by country and booking structure; registration is a check, not a guarantee of service quality.
What should I check before booking with a travel agency?
Use this checklist before authorizing a deposit or paying the balance:
- Identify the seller and its role. Get the business’s full legal or trading name, address, phone number, and working contact details. Ask whether it is selling the trip itself, acting as an intermediary, or comparing offers from other sellers. Find out which business will be your contractual counterparty and who will operate each flight, stay, tour, or other service.
- Check local registration rules. Look up the seller in the relevant official register if registration is required where it operates. Requirements differ by jurisdiction; there is no single worldwide travel-agent license.
- Get the complete offer in writing. Confirm the itinerary, dates, travelers, services included, total price, taxes and extra charges, deposit, balance due date, and any conditions such as minimum group size or entry-document requirements.
- Read all applicable terms. Review the agency’s terms and the terms of the airline, hotel, tour operator, transport company, and other providers. Ask who handles changes, cancellations, and refund requests, and note deadlines, nonrefundable components, service fees, and supplier penalties.
- Check insurance separately. Read the policy wording for covered events and exclusions, including medical costs, baggage or document loss, cancellation, and destination-specific requirements. A policy may not cover every reason for cancelling.
- Keep records. Save the contract, itemized invoice, payment record, booking references, and written promises in a durable format.
For a fair comparison between offers, match the same dates, destination, transport, accommodation, meals, transfers, tours, baggage, taxes, fees, payment schedule, and change or cancellation terms. A lower headline price may omit charges or services included in another offer. The U.S. Federal Trade Commission’s 2019 consumer advice warned that resort, destination, facility, or amenity fees could add $50 or more per night; that is a dated caution, not a current estimate for every trip. Verify the actual business, not just the website name or a reassuring badge. Match the agency’s identity and contact details against the official register or consumer authority for the relevant location. Search the exact company name with terms such as “complaint” or “scam,” and compare independent recommendations. Reviews, trade-association membership, and registration can be useful signals, but none alone establishes that a seller will perform well.

The legal requirements are location-specific. Western Australia’s consumer guidance says travel agents in Australia do not need a license; California requires sellers of travel to register; Canadian licensing requirements vary by province or territory; and Mexico advises checking an agency’s current National Tourism Registry entry and consumer-contract registration where applicable. California’s Department of Justice states that “registration as a seller of travel does not constitute approval by the State of California.” Check the authority for your own location rather than relying on these examples as a universal rule.

What should be in a travel booking contract?
Before paying, make sure the written contract or offer identifies the seller and gives enough detail to understand exactly what you are buying and what happens if plans change. Check for:
- Names and contact details for the agency, organizer, and relevant service providers.
- Travel dates, itinerary, destinations, and the main services included.
- Total price, taxes, fees, any excluded charges, and payment dates.
- Deposit and balance terms, plus the method for requesting a refund.
- Change, cancellation, and termination conditions, including deadlines and penalties.
- Minimum group size, passport or visa requirements, and other relevant entry conditions.
- Insurance information and the policy’s separate terms, if insurance is offered.
Package holidays and linked travel arrangements may trigger specific disclosure or guarantee rules. In France, DGCCRF guidance describes information that must be given before contracting, including the main services, retailer and organizer contact details, total price, payment arrangements, minimum group size, passport and visa requirements, termination conditions, and insurance. It also says a package contract should be supplied on a durable medium. Those are France-specific rules, not a global checklist of legal entitlements. France DGCCRF: package travel points to check

Are travel agency bookings refundable?
Not necessarily. Refundability depends on the contract, the services booked, the supplier rules, the reason for cancellation, and the applicable local law. Do not assume that a package holiday has a general cooling-off or withdrawal period. For example, French guidance says there is no general right of withdrawal for a package holiday under the rules it describes; that statement does not establish the rule in other countries.
Before booking, ask which charges are nonrefundable, what cancellation deadlines apply, whether the agency charges a separate service fee, and whether supplier penalties apply in addition to agency charges. Confirm who you must contact to cancel and how a refund request is handled. Read each supplier’s terms rather than assuming the agency’s policy overrides them. A travel insurance policy is a separate contract and covers only the events specified in its wording.

How can I confirm the agency actually booked my trip?
After booking, check the confirmation against what you agreed to and verify it with the providers directly. Confirm passenger names, dates, itinerary, room type, services, and reservation references with the airline, hotel, car-rental company, tour operator, or other supplier. Keep the provider’s confirmation showing the rate and amenities promised, along with the agency invoice and payment proof.
If a supplier cannot find the reservation or the details do not match, contact the agency and the provider promptly, keep communications in writing, and save copies of every response. If the problem is not resolved, use the consumer authority or dispute route available in your location. For card payments, the FTC says using a credit card may make it easier to dispute unauthorized charges; California advises checking with the card issuer about how and when a charge can be reversed. Neither is a guaranteed refund for a booking dispute.
