The headline refers to a specific event, not a current alert: an X2.3 solar flare peaked on November 6, 2024, and the matching report was published the next day. Its “rolling radio blackouts” were disruptions to high-frequency (HF) radio communications in regions facing the Sun—not a simultaneous worldwide outage of every radio service or a power-grid failure.
What happened in November 2024?
ExtremeTech reported that an X2.3 flare peaked on November 6, 2024. The phrase “rolling radio blackouts” described radio disruptions reported in sequence across regions as Earth rotated; it should not be read as meaning the entire planet lost radio communications at once. ExtremeTech’s November 7, 2024 report is a historical account, not evidence of a flare or blackout happening now.
What does an X-class solar flare mean?
“X-class” describes a flare’s peak soft-X-ray output, measured in the 0.1–0.8 nanometer band by the GOES satellite system. NOAA’s Space Weather Prediction Center (SWPC) uses a logarithmic scale: each class step represents a tenfold increase in peak flux. The X2.3 designation identifies the flare’s measured class; it does not, by itself, specify which locations experienced a particular level of radio disruption.
NOAA associates flare strength thresholds with its R1–R5 radio-blackout scale. The following flux values and mappings are NOAA SWPC’s listed values, accessed September 30, 2026; they are category thresholds, not measurements of the November 2024 flare’s local effects.

| NOAA radio-blackout level | Associated X-ray flare threshold | Expected communications impact |
|---|---|---|
| R1 (Minor) | X1 threshold: 10-4 W/m² | Weak or minor HF disruption on the sunlit side. |
| R2 (Moderate) | NOAA threshold not stated on the cited source. | Moderate HF disruption on the sunlit side; the cited source does not state a separate X-ray threshold here. |
| R3 (Strong) | X1 threshold: 10-4 W/m² | Strong HF disruption on the sunlit side. |
| R4 (Severe) | X10 threshold: 10-3 W/m² | Severe HF disruption on the sunlit side. |
| R5 (Extreme) | X20 threshold: 2 × 10-3 W/m² | Extreme HF disruption on the sunlit side. |
The table reflects NOAA’s stated associations; it does not assign the 2024 event a precise R rating. NOAA’s solar-flare and radio-blackout explanation describes the scale and its effects.
How can a solar flare disrupt radio?
A flare sends X-ray and extreme-ultraviolet radiation toward Earth at light speed. On the side of Earth facing the Sun, that radiation increases ionization in the lower ionosphere. In its denser D-layer, the added ionization causes more collisions that drain energy from radio signals. Signals can weaken or be absorbed, interrupting communications.

HF radio can support long-distance communication through the ionosphere. NOAA’s radio-blackout explainer identifies 3–30 MHz as the primary band affected by flare-related blackouts. Its separate HF communications page describes HF as 1–30 MHz. Those are source-specific ranges, so they should not be treated as identical definitions. NOAA summarizes the flare effect this way: “This results in a radio blackout – the absence of HF communication, primarily impacting the 3 to 30 MHz band.” (NOAA SWPC.)
Why do the disruptions vary by location?
Flare-related radio blackouts occur on Earth’s dayside, where the radiation can ionize the lower ionosphere. Their strength depends partly on the local solar angle: effects are most intense when the Sun is directly overhead. A sequence of local disruptions can therefore accompany Earth’s rotation, but locations on the night side are not simultaneously under the same flare-driven ionization. NOAA puts it plainly: “The Radio Blackout associated with solar flares occurs on the dayside region of Earth and is most intense when the sun is directly overhead.” (NOAA SWPC’s HF communications page.)

Is this the same as a geomagnetic storm or power outage?
No. The flare’s immediate radio effect comes from radiation changing the dayside ionosphere. NOAA distinguishes that from solar-radiation-storm effects at high latitudes and geomagnetic-storm effects, which can include changes to radio-navigation signals. A coronal mass ejection (CME) is a separate solar event; the 2024 report noted uncertainty about whether this flare would trigger one. The available event account does not establish that a CME or later geomagnetic storm followed, and the radio-blackout headline does not mean power grids failed.
