A 2024 New York Times investigation, as summarized by Futurism, reported environmental damage around SpaceX’s Boca Chica, Texas, launch site and raised questions about how federal review kept pace as the company shifted from Falcon rockets to Starship. The FAA’s records show that Starship operations did receive later environmental review; they do not, by themselves, establish that SpaceX deliberately deceived regulators. The distinction is between the scope of the original 2014 assessment and the later Starship review process.
What did the investigation report?
In a July 8, 2024, article summarizing the New York Times investigation, Futurism said the Times counted 19 instances of environmental damage at or around the Boca Chica site since 2019. That is the Times investigation’s reported tally, not a count independently verified here; the available account does not establish the full incident list or counting method.
Futurism also described damage associated with a June 2024 test: scorched grassland, scattered metal and insulation, and the destruction of all nine nearby bird nests recorded in the account. Those specific findings are attributed to the Times investigation as reported by Futurism, rather than presented as a separate audit.

What did the original FAA review cover?
The FAA’s 2014 environmental impact statement evaluated Falcon 9 and Falcon Heavy launch operations and reusable suborbital vehicles at Boca Chica. According to the FAA’s project history, SpaceX later chose the site for Starship/Super Heavy test operations and orbital launches instead of Falcon launches. The 2014 review therefore described a different proposed vehicle and operating scenario from the one later planned for Starship.

| Review stage | Vehicle and proposed activity | What the record establishes |
|---|---|---|
| 2014 FAA environmental impact statement | Falcon 9 and Falcon Heavy launch operations, plus reusable suborbital vehicles at Boca Chica | The FAA’s project history identifies this as the original assessment’s scope. |
| Later Starship/Super Heavy review | Starship/Super Heavy test operations and orbital launches | The FAA’s project record includes a 2022 programmatic environmental assessment and subsequent reviews, including an assessment addressing increased launch cadence. |
Did Starship operations receive environmental review?
Yes. The FAA says proposed Starship/Super Heavy operations require an experimental permit or launch license, and that issuing one is a major federal action requiring review under the National Environmental Policy Act. Its project record documents later environmental review, so it would be inaccurate to say Starship was never environmentally reviewed.
That chronology does not answer every question raised by the investigation. A later review is not proof that earlier impacts did not happen, nor does the existence of a review alone establish whether the review adequately addressed every effect or whether SpaceX misled regulators. The documented change in scope explains why a later Starship review was needed; it is not, on its own, proof of intentional “trickery.”

What mitigation and wildlife review did regulators require?
In 2022, the FAA said it would require SpaceX to take more than 75 actions to mitigate environmental impacts from planned Starship/Super Heavy operations at Boca Chica. That figure describes required mitigation actions, not a finding that impacts were prevented or eliminated.

How does the 2020 SN8 dispute fit in?
The December 2020 SN8 flight involved a separate FAA issue about public safety and compliance, not the 2024 investigation’s reported wildlife tally. In a 2021 Futurism report, the FAA was quoted as saying SpaceX sought a waiver to exceed the maximum public risk allowed by federal safety rules, the FAA denied it, and SpaceX proceeded with the flight. The FAA then required SpaceX to investigate the incident.

“Prior to the Starship SN8 test launch in December 2020, SpaceX sought a waiver to exceed the maximum public risk allowed by federal safety regulations. After the FAA denied the request, SpaceX proceeded with the flight. As a result of this non-compliance, the FAA required SpaceX to conduct an investigation of the incident.”

This FAA statement, as quoted by Futurism, concerns the SN8 public-risk dispute. It should not be treated as evidence for the separate claims about environmental damage or bird nests in 2024.

What can be concluded about the allegation of “trickery”?
The record supports a narrower conclusion than the headline’s accusation: the original 2014 FAA assessment covered Falcon and reusable suborbital operations, while Starship’s different planned operations went through later federal environmental review. The Times investigation, as summarized by Futurism, reported damage incidents and raised questions about the consequences of SpaceX’s changing plans. The materials described here do not independently establish that SpaceX deceived regulators, and the existence of later review does not resolve whether all reported environmental impacts were adequately prevented or addressed.
