The 3-2-1 rule calls for at least three copies of your data, on two types of storage media, with at least one backup kept off-site. The 3-2-1-1-0 extension adds a copy that is offline, air-gapped, or immutable, plus automatic recoverability verification with zero errors. These are planning guidelines—not guarantees that a restore will work.
What the traditional 3-2-1 backup rule means
Veeam’s Backup Copy user guide defines the rule as three or more copies of data, stored on two or more types of media, with at least one backup copy off-site. The three copies include the production data and two backups.
- 3 copies: Keep the original data and at least two backups.
- 2 media types: Store copies on at least two kinds of storage media. Veeam gives local disk and cloud as examples.
- 1 off-site copy: Keep at least one backup in another location, such as cloud storage or a remote site.
Veeam describes the aim of backups this way: “The main backup purpose is to protect your data against disasters and virtual or physical machine failures.” Its user-guide page was updated on 2025-03-17 and says it applies to Veeam Backup & Replication build 13.1.1.18.
What the extra “1-0” adds
In Veeam’s security best-practice guide, the expanded 3-2-1-1-0 formulation adds two safeguards:

- The extra 1: Keep at least one backup copy immutable, air-gapped, or offline. These are alternatives in the formulation, not three additional copies.
- 0: Aim for zero errors in automatic recoverability verification. Veeam maps this to SureBackup jobs, which check whether backup data can be recovered.
Veeam’s guide states: “The ultimate goal of Data Protection is to have backups available when a restore is needed.” The zero-error goal is about verification results in this vendor-described approach; it does not mean errors are impossible or that the digits alone guarantee recovery.
Why a backup needs a recovery test
A backup file existing is not proof that its contents can be restored successfully. Verification tests whether recovery is possible, helping expose problems that copy counts, media variety, and off-site storage do not address. The 3-2-1 rule itself does not prescribe a universal retention period, recovery-time target, or successful-restore test.

Plan how you will test and restore data, not only where you will store backup files. Choose checks that fit the data and systems you need to recover; Veeam’s zero-error wording describes its own automatic verification implementation rather than a universal testing standard.
How to assess backup storage options
Compare options against the rule’s separate requirements rather than assuming that one storage choice covers all of them.

The cited guidance does not provide neutral comparative prices, speeds, or independent performance tests, so those factors should be evaluated for your own provider, configuration, and recovery needs.

It can serve as a local-disk backup copy, but one drive alone does not meet the full rule: you still need three copies in total, two media types, and an off-site backup. It also does not, by itself, establish that a copy is immutable, air-gapped, or offline in the intended sense, or that a restore has been verified.

What the rule does—and does not—promise
Use 3-2-1 as a way to check copy count, storage-media diversity, and location diversity. Treat 3-2-1-1-0 as Veeam’s expanded formulation for adding a protected copy and recovery verification. Neither formulation, by itself, specifies how long to retain backups or how quickly recovery must happen; those decisions depend on your recovery and retention needs.
