Turning off Camera access in Settings > Privacy & security > Camera blocks supported apps from using the camera through Windows’ privacy permission system. Video calls, browser meetings, and capture apps may lose camera access. The impact depends on which control you switch off: Windows separates device-level camera access, Microsoft Store app permissions, desktop-app access, website permissions, and disabling a camera device itself.
What breaks when Camera access is off?
With device-level Camera access turned off, supported apps generally cannot use the camera through Windows’ camera privacy controls. That can stop video calls, browser meetings, and camera or capture apps from showing video. Microsoft documents one notable exception: Windows Hello can still use the camera to sign you in when Camera access is off. Microsoft explains the camera permission and Windows Hello behavior.
The result depends on the app and the specific switch. Turning off the shared desktop-app setting can affect some Windows features too; Microsoft names Cortana and Windows dictation as examples. That is a possible impact, not a guarantee that every Windows installation uses those features or will be affected identically. Microsoft’s camera permissions guidance describes the distinction.

Which camera control did you turn off?
Windows 11 has several controls that sound similar but apply at different layers. The Privacy & security page controls app permissions; the separate Cameras page can disable a camera device.

Store apps and desktop apps are handled differently
Microsoft Store apps can appear in the individual app-permission list. Desktop apps such as browsers and video-call programs use the shared desktop-app control instead, so you cannot manage each desktop app individually on that page. Microsoft identifies Edge and Teams as desktop apps that need desktop-app camera access enabled under supported settings. Microsoft’s camera permissions guidance.
Do not treat the Privacy page’s list as a complete inventory of every desktop program that might interact with camera resources. Microsoft cautions that desktop apps may not appear in the lists or may handle access differently. This does not change the specific guidance for Edge and Teams above. Windows Hello is an exception
Microsoft states: “If Windows Hello is used to sign into a Windows device, the Windows device signs you in even if the Camera access setting is turned off.” The statement appears in Microsoft Support’s camera permission guidance.

How to restore camera access or find the cause
- Check the permission that matches the app. Open Settings > Privacy & security > Camera. Check Camera access, Let apps access your camera and the app’s own switch for a Store app, or Let desktop apps access your camera for a desktop app. If a device-level setting is unavailable or greyed out, an administrator may control it. Microsoft Support.
- Test the built-in Camera app. Open Start > Camera. If it works there but not in the app you need, Microsoft says the problem may be specific to that app. Microsoft’s troubleshooting steps.
- For an Edge website, check its site permission. A website’s camera permission is separate from Windows’ permission for Edge. Microsoft explains how to manage camera permissions in Edge.
- Look for a physical switch or shutter. Check the laptop’s camera key or switch and any built-in shutter; these can block the camera independently of Windows permissions. Microsoft lists these among common camera troubleshooting checks.
- If Windows does not detect the camera, check its connection and device status. For an external camera, confirm it is connected. Then open Device Manager > Cameras and check whether the device is disabled. Microsoft’s camera troubleshooting guidance.
- Check whether the camera device itself is disabled. Open Settings > Bluetooth & devices > Cameras. Enabling or disabling a device there requires administrator access. Microsoft’s camera settings guidance.
