South Carolina H. 4665 proposes requiring internet service providers (ISPs) to filter certain adult content for consumers, with a process for adults to request that the filter be turned off. It does not propose disabling computers. The bill is a proposal, not proof that this requirement is law.
What H. 4665 proposes
The bill would add Section 37-1-320 to South Carolina law. Its proposed rule says: “An internet service provider must use reasonable commercially available means to filter adult content to prevent its communication, publication, or distribution to a consumer.” The text defines adult content by reference to South Carolina’s existing “harmful to minors” standard in Section 16-15-375.
The obligation would fall on ISPs and concern internet content delivered to consumers. The bill does not specify a list of websites to block, a technical performance standard, or a particular filtering product.

H. 4665 describes two ways an ISP could arrange filtering:

- ISP network filtering: The provider filters covered content within its own network.
- Third-party filtering: The provider engages a filtering service or refers consumers to a third-party provider.
The bill requires a good-faith effort to use a generally accepted, commercially reasonable filtering method. It does not name a company or prescribe specific filtering technology.
How a consumer could request deactivation
Under the proposal, a consumer seeking to turn off the filter would submit a form called “Request for Deactivation of Adult Content Filter,” provide reasonable verification that they are at least 18, and pay any applicable deactivation fee. The Department of Consumer Affairs administrator would create and publish the form.

The bill permits an ISP to charge a fee for filtering and also allows an applicable fee for deactivation. It does not set amounts in the cited provisions.
What the bill’s status record says
The South Carolina General Assembly’s bill page identifies H. 4665 as a general bill sponsored by Representatives Gatch, McCravy, Oremus, White, and Teeple. The page records prefiling and referral on December 16, 2025, introduction and referral to the House Judiciary Committee on January 13, 2026, and sponsor additions on January 20 and 21. Its displayed history says the bill was residing in the House; the listed history ends January 21, 2026. The available record does not confirm whether later action occurred by October 4, 2026. The bill says an ISP violation would be treated as a violation of the South Carolina Unfair Trade Practices Act and that it would take effect upon approval by the Governor. Those are proposed provisions, not evidence that the bill was enacted.
