When a project falls behind, do not immediately add people or demand overtime. First establish what is genuinely late, recalculate the current critical path, identify the causes and owners, and quantify the effect on the finish date. Then present the sponsor with recovery choices—scope, resources, sequencing, quality, cost and deadline—with explicit consequences. Agree one integrated recovery plan, communicate the forecast candidly, review it at defined checkpoints and close the recovery phase only when its exit conditions are met.

1. Confirm that the project is actually behind

A reported milestone slip is a warning to investigate, not yet a diagnosis. Compare completed work and current estimates with the approved baseline, using the same definitions of “done” that were used when the baseline was approved.

Verify status with task owners

Ask each owner to show the deliverable, acceptance evidence or remaining work. Treat “almost finished” as unfinished until the agreed completion criteria are met. Record the remaining effort, a realistic finish estimate and any assumptions behind it. This prevents optimistic status reports from hiding work that still needs testing, review or approval.

List every source of variance

Capture changed requirements, unmade decisions, blocked dependencies, unavailable specialists, vendor or client actions, rework, technical problems and estimation errors. Mark each cause as controllable by the team, requiring a sponsor decision or dependent on an outside party. Assign an owner and a next action to every item; an undated problem list will not recover a schedule.

Freeze a factual snapshot

At the start of recovery, save the current schedule, baseline dates, actual starts and finishes, remaining work, resource assignments, assumptions and risks. This snapshot lets you distinguish improvement caused by the recovery plan from a later change to the plan itself.

2. Recalculate the finish-date impact

The project finish date is driven by the current dependency network, not by the task that looks most visibly late. Microsoft defines the critical path as the sequence of tasks that determines the project finish date; work with sufficient slack can slip without moving that date, while movement on critical work can move the end date. The path can change as tasks complete or another chain becomes the limiting sequence. See Microsoft’s critical-path guidance for the scheduling mechanics.

Recheck dependencies and slack

  1. Confirm predecessor and successor relationships are still valid; remove links that no longer reflect how work will be delivered.
  2. Update actual progress and remaining durations rather than simply moving target dates.
  3. Calculate the current critical path and note near-critical paths with little remaining slack.
  4. Test external dependencies, approval dates and resource calendars against the forecast.
  5. Run a finish-date scenario for each material uncertainty, such as a late vendor delivery or an unresolved design decision.

A task that is ten days late may have no effect if it had fifteen days of slack. Conversely, a one-day delay on a critical approval can move the final date by one day or more if it also blocks successor work. Do not keep using the path identified at project kickoff without recalculating it.

3. Diagnose the cause before choosing a remedy

Recovery tactics work only when they address the mechanism causing the delay. Group the findings into a few practical categories:

  • Capacity: a required skill is unavailable, a person is overallocated or onboarding takes longer than expected.
  • Dependency or decision: another team, supplier, client or governance body has not delivered an input or approval.
  • Scope and assumptions: requirements expanded, acceptance criteria changed or an assumption proved false.
  • Quality and rework: defects, failed tests or unclear ownership are consuming planned delivery time.
  • Execution and estimation: work is more complex than estimated, sequencing is inefficient or progress reporting was inaccurate.

For each category, state the observable evidence, the accountable owner, the earliest corrective action and what will happen if the action is not completed. This turns “the project is late” into decisions that can be managed.

4. Decide which constraints can move

Ask the sponsor and delivery team to identify genuinely fixed constraints: contractual date, regulatory or safety quality, budget, committed scope, available specialist capacity and required vendor obligations. A recovery option that violates a fixed constraint is not a plan; it is an unapproved risk.

Compare recovery options

Option How it changes the schedule Checks and trade-offs
Reprioritize or phase scope Deliver must-have outcomes first; defer lower-value features or release in increments. Obtain stakeholder agreement on non-negotiable requirements, acceptance criteria and the content of each phase. PMI’s practitioner guidance recommends timeboxing or phased release when stakeholders accept the trade-off: Dealing with delays.
Crash critical work Add people, overtime or paid specialist capacity to shorten selected critical-path tasks. Acceleration is possible only where work can be divided or performed faster. Check skill availability, onboarding time, coordination overhead, fatigue, cost and whether the task is truly critical. More people can increase communication and rework instead of reducing duration.
Fast-track Overlap activities that were planned sequentially when their dependencies permit it. Define the information that must be stable before overlap, assign coordination ownership and estimate the probability and cost of rework. Overlap can expose quality, safety and integration risks.
Change the finish date Retain the agreed scope and quality while issuing a credible reforecast. Use the formal change or governance route. Show the earliest responsible date, confidence, consequences for contracts and downstream work, and the decisions needed to approve it.
Change the delivery approach Use shorter increments, demonstrations and feedback loops to reduce waiting and expose problems earlier. Agile techniques can help some delayed projects, but they do not remove regulatory, technical or dependency constraints. Elsa Mangione’s PMI recommendation to turn to an agile approach is practitioner advice, not a universal result.

Microsoft’s project-triangle guidance explains why schedule compression can have dramatic effects on budget, scope and quality. Make those effects visible instead of presenting a shorter date as free.

Use a decision matrix

For each feasible option, record the forecast finish date and confidence, critical-path changes, direct and overtime cost, specialist capacity, scope retained or deferred, quality and safety exposure, contractual approvals, vendor or client actions, and team workload. Rank options only after the people doing the work validate the assumptions. There is no universally best tactic; authority and project facts determine the choice.

5. Obtain a decision and publish one recovery plan

Escalate early when the baseline can no longer be met responsibly. PMI project-recovery guidance emphasizes open, candid communication between stakeholders and the project team to identify problems, make recommendations and restore controls. Read Six steps to project recovery for that recovery-control approach.

Give the sponsor a decision-ready brief

Use a short, dated brief containing:

  • What is complete, what is late and the evidence supporting both statements.
  • The current forecast, confidence range or key uncertainty, and the date by which a decision is required.
  • The causes, accountable owners and external actions that must occur.
  • Two or more feasible options with effects on date, cost, scope, quality, risk and capacity.
  • The recommendation, its assumptions and the approval or contract route.

Do not report a single optimistic date while withholding the options that could make it possible. If the deadline, scope or quality cannot all be retained, obtain an explicit decision rather than allowing an informal compromise to become the new baseline.

Integrate the approved plan

Maintain one controlled recovery schedule linked to the overall project plan. For every recovery action, specify the task, owner, predecessor, start and finish date, required resource, cost implication, quality control, risk response, vendor or client commitment and communication. Mark which dates are baseline, approved change and forecast so readers cannot confuse them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define entry conditions (for example, an approved scope decision and named resources) and exit conditions (for example, critical-path work back within agreed tolerance, outstanding blockers owned and quality gates passed). A recovery plan without exit criteria tends to become a permanent state of emergency.

6. Communicate the recovery without creating noise

Tell affected stakeholders promptly, using the same integrated plan. State what is known, what remains uncertain, the current forecast, the selected option, its consequences and the decision owner. Explain what each group must do and by when. Separate facts from assumptions and label any date that depends on an external party.

Give the delivery team the detailed plan and a channel for raising blockers; give executives the decisions, risks and trend; give vendors and clients the specific deliverables, acceptance rules and dates they control. Consistent messages prevent parallel “shadow” schedules and conflicting promises.

7. Run recovery as a managed phase

Set a review cadence matched to risk

Use frequent, focused reviews while the project is close to a contractual date or has little remaining slack; a lower-risk project can use a longer interval. At each checkpoint, compare actual progress with recovery commitments, recalculate the critical path when assumptions change, check resource loading and inspect quality evidence. A status meeting that does not update decisions, dates or owners is not a recovery control.

Define escalation thresholds

Agree in advance what triggers escalation: a missed recovery milestone, loss of a critical specialist, an external dependency passing its latest safe date, a defect rate above the quality limit or forecast movement beyond the approved tolerance. Escalate with the impact and options, not just the problem. Etgar Fishel’s PMI advice is concise: “When project managers detect a deviation in the project schedule, they must act quickly and decisively.”

Protect quality and team sustainability

Track test coverage, defect resolution, safety or compliance gates and review capacity while compression is under way. Overtime or overlapping work that causes burnout, mistakes or rework can lengthen the schedule. Stop or revise a tactic when its measured cost or quality exposure exceeds the approved limit.

8. Handle common delay patterns

An external dependency is late

Confirm the supplier or client’s committed date and interface requirements, then model a temporary workaround, resequencing or phased release. Assign one owner to the relationship and set an escalation date before the dependency becomes critical. Do not hide the dependency inside an internal task estimate.

A decision is blocking several tasks

Write the decision in a one-page format with alternatives, recommendation, consequences and latest safe decision date. Route it to the person with authority, not merely the most senior attendee in a meeting. If no decision arrives, reforecast the blocked chain and escalate against the agreed threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

More people are proposed for a late task

First determine whether the work is divisible, whether a qualified person is available now and whether coordination will add effort. Add capacity only to an identified critical-path bottleneck, with a named onboarding and hand-off plan. If the task is sequential or constrained by an external approval, staffing it up will not change its duration.

Rework is consuming the plan

Find the defect or misunderstanding that generates the rework, then add the smallest effective quality gate: clarified acceptance criteria, an early technical review, a test fixture or a decision record. Counting more output while the same defect source remains open produces a misleading recovery trend.

9. Close recovery and return to normal control

End the recovery phase only when its exit conditions are met and the sponsor accepts the status. Publish the return-to-normal date, the schedule and risk-review cadence that resumes, any temporary resources or overtime that stop, and the remaining watch items. Continue health reviews long enough to detect a relapse, especially when near-critical paths have little slack.

Document which assumptions failed, which signals were missed, how decisions and dependencies were handled, and which recovery tactics produced unacceptable cost, quality or workload. Share the lessons with the people who plan future work, not just in a final archive. Close vendor and client actions, reconcile approved cost and scope changes, and communicate that the project has left recovery status.

Current standards and tool context

For UK government departments and arm’s-length bodies, the approved Government Functional Standard GovS 002: Project Delivery is version 2.1, published on 17 September 2025; its scope includes governance, planning and control, and solution delivery. Check the official publication for the current edition before citing a requirement in a public-sector project.

Scheduling software can display dependencies, slack and critical paths, which helps with analysis and scenario planning. Microsoft’s documentation covers this functionality for Project Online Desktop Client and several Project Standard and Professional editions, including 2024 and earlier: critical-path support. A tool does not decide which constraint the sponsor should change or make an infeasible commitment safe.
