Sanctions do not create one universal ban on every fertilizer or grain shipment. Whether a transaction can proceed depends on the rules that apply to its parties and intermediaries, the product and route, and any relevant exception or licence. A commodity’s agricultural use alone does not clear the seller, payment, shipping services or end user. Check the full transaction against current official rules before contracting, shipping or paying.

What do sanctions mean for a fertilizer or grain buyer?

Sanctions are legal restrictions imposed by a government or other authority. Depending on the applicable rules, they may restrict dealings with named people or entities, freeze assets, prohibit certain transactions or services, or limit trade in specified goods. Their reach depends on the jurisdiction and the facts of the transaction—not just on whether the cargo is grain or fertilizer.

A shipment may involve several separate checks: who owns or controls the seller and buyer, who will receive or use the goods, where they originate and are going, which banks and service providers participate, and whether a licence or exception covers each restricted activity. A buyer should also distinguish sanctions from tariffs and ordinary customs requirements: a tariff adds a customs cost or trade measure, while a sanctions prohibition can make a transaction or service unlawful for parties within its scope.

Do EU sanctions ban agricultural trade with Russia?

The European Commission’s overview says EU sanctions do not prevent supplies of agri-food for the general population and do not target trade in agricultural and food products, including cereals and fertilizers, between third countries and Russia. That summary is not a blanket clearance for every operator, payment, destination or shipment. Restrictions involving listed parties and other applicable measures still need to be checked.

Tariffs are a separate question

The Council of the European Union reported that tariffs on additional agricultural products and certain fertilizers from Russia and Belarus took effect on 1 July 2025. They apply to products not already subject to additional customs duties under the measure described by the Council. A tariff is not the same as an asset freeze or transaction ban. The applicable treatment depends on the product classification, import destination and current customs rules, so verify the commodity code and current tariff schedule rather than assuming all fertilizers or grain have the same rate.

For a specific EU question, consult the Commission’s current Russia and Belarus guidance and the underlying rules applicable to the transaction.

Does a US agricultural authorization cover fertilizer?

Not necessarily. OFAC’s Iran FAQ says the agricultural general license described there excludes all fertilizers, among other specified commodities. It also excludes agricultural exports or re-exports to Iranian military, intelligence or law-enforcement purchasers or importers. Transactions involving excluded goods or persons may require review for a specific licence.

This is guidance about the cited Iran provisions, not a rule to apply automatically to every US sanctions program or every fertilizer transaction. For a US-linked deal, identify the relevant program and verify the operative regulation, general licence, exception or specific licence. The product, parties and ownership, end user, financial institutions and services can all matter; calling a shipment an agricultural commodity does not by itself resolve the analysis.

Can a UK bank pay for a food or fertilizer shipment?

UK Russia trade sanctions apply to people in UK territory and to UK persons wherever they act. UK financial sanctions also have jurisdictional scope that a buyer and its bank need to consider.

OFSI FAQ 108 addresses financial services and payment channels for food and fertilizer exports from Russia and Ukraine to a third country. It says financial institutions may apply for a food-security licence and notes that an existing licence may already permit banks to carry out activities within its scope. The actual licence wording and conditions control: the fact that a payment relates to food or fertilizer does not by itself establish that a bank may process it. Ask the bank which licence or exception it relies on and whether the proposed payment falls within it.

What should buyers check before contracting or paying?

Use a transaction-level review rather than screening only the commodity or seller. This practical sequence reflects official guidance; it is not an official checklist or legal advice.

  1. Map the transaction. Record the buyer, seller, beneficial owners, end user, product and commodity code, origin, destination, transit countries, banks, insurers, carriers, brokers and other services.
  2. Identify applicable jurisdictions. Consider the parties’ locations and nationalities where relevant, the places where activities occur, and the currency and payment route, including the jurisdictions of service providers.
  3. Screen parties and ownership. Check relevant people and entities against current official sanctions lists and apply the relevant ownership rules. Recheck near contracting, shipment and payment because lists and rules can change.
  4. Check the product and customs treatment separately. Verify product-specific prohibitions, import restrictions, end-use conditions, classification and applicable customs duties or tariffs.
  5. Confirm that intermediaries can participate. Ask each bank and service provider whether it can handle its part of the transaction and which authorization, exception or licence covers that activity. Obtain and review the actual licence terms where relevant.
  6. Keep a dated record. Retain screening results, product and route documents, relevant licences or approvals, and written confirmations from banks or other providers. Seek qualified sanctions advice or contact the relevant authority when a material issue remains uncertain.

How should buyers compare shipment or payment routes?

A different route or bank does not automatically solve a sanctions problem. Compare each proposed route against the same transaction facts and applicable rules:

  • Jurisdiction: Which countries’ rules may apply to each party, location, bank and service?
  • Parties and ownership: Are any participants listed, owned or controlled by a restricted person, or otherwise covered by a prohibition?
  • Goods and route: What are the precise commodity code, origin, destination and transit points, and do restrictions or tariffs apply?
  • Payment and services: Which banks, insurers, carriers and brokers are involved, and can each perform its role?
  • Authorization: Does a licence or exception cover the particular parties, goods, route, service and payment, subject to its conditions?
  • Execution risk: Can the buyer document the checks and complete them in time, accounting for changing rules and provider requirements?

These checks help identify questions to resolve; they do not rank routes or establish that any particular alternative is lawful.

How current is this guidance?

The official pages summarized here were reviewed on 4 October 2026. Sanctions lists, regulations, licence terms, tariff schedules, product classifications and banks’ permissions can change. The legality of an individual shipment cannot be determined without its parties, ownership, commodity code, route and applicable authorization documents. Recheck current official guidance and obtain transaction-specific advice before relying on a general explanation.
