Sanctions depend on the competition and its governing body. Under UEFA’s 2026 rules, a club whose supporters engage in covered racist or discriminatory conduct must receive a fine and either a partial stadium closure or a restriction on selling tickets to its supporters for away matches. UEFA can also impose stronger sporting sanctions, including closed-door matches, points deductions, forfeiture or disqualification, but those outcomes are not automatic.
What UEFA’s 2026 rules require
Article 14(2) of UEFA’s UEFA Disciplinary Regulations, Edition 2026 sets a minimum when a club’s or member association’s supporters engage in the racist or discriminatory behaviour covered by the article: a fine plus one of two attendance measures.
- Partial stadium closure: supporters may be barred from part of the home ground.
- Away-ticket restriction: the club may be prohibited from selling tickets to its supporters for away matches.
The article does not set a single fine amount or make every further sanction automatic. The applicable governing body and rules matter; UEFA’s provision should not be treated as a universal rule for every domestic league or international competition.

Under Article 14(3), UEFA may impose one or more additional measures when the circumstances warrant them:

- Stadium closure.
- Match forfeiture.
- A points deduction.
- Disqualification from a competition.
Article 14(5) also allows measures to be combined with community football service or preventive directives. These are available sanctions, not a guaranteed escalation sequence. When comparing cases, consider the governing body and regulation edition, the conduct and any other misconduct, whether the decision treats a repeat offence as relevant, and whether a sanction is immediate, suspended, or subject to appeal.
Can racist abuse cause a match to be stopped or forfeited?
Yes. UEFA’s match-official guidance describes a staged response: first stop play and have a public warning announced; if the behaviour continues after play restarts, suspend the match and consult the UEFA match delegate, security officer, police and stadium-security authorities. Abandonment is a last resort, after other measures and safety impacts have been considered. See UEFA’s Annex C guidance for match officials.

That match-management process is distinct from the disciplinary outcome. Under Article 14(4) of the 2026 regulations, if the referee suspends a match because of racist or discriminatory conduct, UEFA may declare the match forfeit. The rule says “may,” so forfeiture is possible rather than automatic.
What do real cases show?
FIFA: AFA sanction announced in 2026
On 21 August 2026, FIFA announced a USD 321,000 fine for the Argentinian Football Association and an order to play its next two home matches with attendance limited to 50%. FIFA cited several breaches, including discrimination and racist abuse in light of discriminatory supporter chants and gestures, as well as other breaches. USD 100,000 of the fine was directed to an anti-discrimination plan. One attendance-restricted match and that USD 100,000 portion of the fine were suspended for a probationary period; FIFA said the decision was subject to appeal. This is a multi-breach FIFA decision, not a standard racism tariff. FIFA’s announcement gives the decision details.

France: Bastia lost a point in a case involving other misconduct
The Associated Press reported on 18 January 2024 that Bastia received a one-point deduction after a fan racially abused an assistant referee. The disciplinary panel also considered fireworks and an object thrown onto the field, so the case does not establish that racist abuse alone always leads to a points deduction. The AP report describes the decision.
UEFA: Legia Warszawa, a historical example
UEFA reported on 14 August 2013 that Legia Warszawa was ordered to close its north stand for a European home match and fined €30,000 after supporter racist behaviour. That was a decision under rules in force at the time; it illustrates a past enforcement outcome, not a current fine level or automatic sequence. UEFA’s report covers the case.

Club penalties are different from individual sanctions
UEFA’s Article 14 separately addresses individuals subject to its regulations. A person who insults human dignity on protected grounds may receive a suspension of at least ten matches or another appropriate sanction. That is an individual sanction; it is not the club’s minimum punishment for supporter conduct.
