For rugby union, players may wear underwear and certain supports under their kit. World Rugby’s Law 4 specifically permits cotton-blend long tights or leggings with a single inside leg seam, worn under shorts and socks. It does not establish that every synthetic compression layer or padded undershort is allowed. Check the garment’s construction and your competition’s rules before playing.
What can rugby players wear under their kit?
World Rugby’s 2025 Laws of the Game list a jersey, shorts and underwear, socks, and boots as standard playing clothing. Law 4 also names these under-kit items:
- Leggings: cotton-blend long tights or leggings with a single inside leg seam, worn under shorts and socks.
- Supports: washable supports made of elasticated or compressible materials.
- Medical coverings: bandages, dressings, thin tape, or similar material.
The wording for leggings is specific. It does not say that any compression tights, any fabric blend, or any garment marketed for rugby is automatically permitted. Check the material and inside seam, and ask your coach or match officials if the applicable competition has additional requirements. World Rugby Law 4
Can you wear compression shorts or padded undershorts?
Do not assume ordinary compression shorts or synthetic tights are covered by the leggings clause: that clause names cotton-blend long tights or leggings with a single inside leg seam. Law 4 expressly prohibits shorts or leggings with padding sewn into them. If a garment includes padding, do not treat it as legal simply because it is worn beneath the playing shorts.

World Rugby’s Regulation 12 and the applicable performance specification also govern player dress and approved padded clothing. What protective equipment is allowed?
Law 4 lists categories of protective equipment, including headgear, shoulder pads or approved chest pads, a mouthguard or dental protector, shin guards, and limited ankle supports. These are not all undergarments, and their inclusion does not mean every product in a category is acceptable. Padded items remain subject to the applicable specifications and the referee’s safety judgment.

For padded clothing, the technical specification rules out rigid materials that could harm the wearer or another player during normal use, except where it allows otherwise. It describes body padding secured by a tight-fitting undergarment or inserted into compartments in the undergarment or jersey; that is not blanket permission to wear arbitrary protective armor. What should players leave out?
Law 4 prohibits more than padded shorts and leggings. It also bars contaminated clothing, sharp or abrasive items, jewellery, gloves, and clothing with specified rigid parts or projections unless specifically allowed. Even an item normally permitted can be rejected if the referee considers it capable of causing injury. World Rugby Law 4

- Check the label and construction. For the expressly named legging category, look for cotton-blend fabric and a single inside leg seam. Inspect for sewn-in padding, rigid parts, sharp edges, or projections.
- Move in the garment. Try running, bending, and rugby movements. It should stay in place without restricting movement.
- Match the item to its purpose. A base layer for coverage or warmth is different from a mouthguard, scrum cap, or shoulder or chest pad; each has its own placement and rules.
- Confirm approval where relevant. For padded clothing, check the specific product against the applicable World Rugby specification and your competition’s requirements. If uncertain, ask your coach or match officials before the match.
For warmth, the named cotton-blend leggings are the clearest rule-backed option in Law 4. For padding, look to the allowed protective-equipment categories and their approval requirements—not padded shorts or leggings with padding sewn in.
