In-store cameras can help retailers count people, estimate how busy an area is, and map visible movement through a shop. Those measurements do not, on their own, reveal who a shopper is, what they intended to do, or whether they bought or liked a product. Identifying someone, connecting their activity to a customer profile, or linking visits usually requires additional technology or data.
What ordinary video analytics can show
Retailers can analyze camera footage to count people crossing a defined entrance, estimate occupancy or queue length, and measure how long people remain within a camera’s view or a defined zone. Aggregated results can show how traffic changes by time or location and which areas people move through or pause in.
These are measurements or estimates of visible activity. A heat map showing that people pause near a display does not establish that they noticed, liked, or purchased the product. Likewise, footage of someone entering a shop does not explain why they came in or what they were thinking.

The FTC characterized the resulting limitation as “practical obscurity”: the system could show in-store patterns without identifying consumers or linking them across locations. That description is not a guarantee about every camera system used today.

Counts and movement depend on the view
A camera system can only analyze what its cameras capture. Placement, image quality, people blocking one another, and the system’s definitions of a person, entrance, zone, or visit can affect the result. A count or dwell-time estimate should therefore be understood in light of how the system was configured and what was visible—not as a perfect record of everyone’s activity.
What a camera image does not establish
Video by itself does not verify a shopper’s identity, connect them to purchase history, or reveal their purpose or intent. It cannot prove that a person noticed a product simply because they walked past it or paused nearby. Nor does a person-counting result tell a retailer who those people are.

Some systems may estimate categories such as demographic characteristics or emotional states. Those outputs are estimates, not verified facts about an individual. The FTC’s 2020 PrivacyCon paper discussed such functions as scenarios for studying public attitudes toward retail analytics; the scenarios do not show that retailers generally use them, or establish how accurate their outputs are.
When cameras can be used to identify or link someone
Identification and cross-visit linkage call for more than ordinary anonymous counting. Facial recognition can compare a captured face with a reference set. Other data or systems can connect activity to a customer profile or associate activity across visits. The FTC has also described retail analytics based on device signals: by monitoring signal strength and an associated identifier, a retailer or analytics provider may estimate visitor volume, repeat-visit frequency, passers-by behavior, or location-level demographics. Those device-based inferences are not conclusions drawn from ordinary camera footage alone.

When comparing a retailer’s claim about its cameras with what a system actually does, ask:
- Does it count or track activity anonymously, or attempt to identify a person?
- Does it retain raw video, derived features, or both—and for how long?
- Can it connect activity across visits or locations, and what identifier or additional data enables that link?
- What evidence supports the system’s accuracy with the actual camera placement and population?
- What notice, human review, access controls, and deletion process apply?
There is no universal accuracy score or current, comprehensive picture of retail deployments established by the sources cited here. A vendor’s capability claim is not, on its own, evidence of accuracy in a particular store.

Why an identification error matters
In a 2023 announcement about a complaint and proposed order, the FTC alleged that Rite Aid used facial recognition in hundreds of stores between 2012 and 2020 to identify customers it believed might have engaged in shoplifting or other problematic behavior. The FTC said the system generated thousands of false-positive matches and that the company collected tens of thousands of images. These figures describe allegations in that specific proceeding; they are not a general error rate for facial-recognition systems.
The agency said false matches led employees to follow, search, order out, or publicly accuse consumers, with effects that disproportionately impacted people of color. The FTC also said the system used images that included low-quality material and that the company did not adequately test accuracy before deployment or monitor false-positive rates afterward. These are claims made by the FTC in the Rite Aid matter, not findings about every retailer or camera system. They illustrate why a camera-generated alert is not proof that someone did something wrong.

Privacy rules depend on where and how the system is used
In the UK, Information Commissioner’s Office (ICO) guidance says facial recognition often involves personal and biometric data. For unique identification, an organization needs an appropriate legal basis and must address applicable special-category-data requirements. In a shopping-centre setting, the ICO says an operator must be able to justify that facial recognition is lawful and necessary, and that a less privacy-intrusive method would not achieve the purpose. The ICO also highlights demographic differences, image quality, algorithm limitations, and safeguards against bias.
For surveillance systems generally, the ICO says UK operators should document a lawful basis, limit collection to what is necessary, set retention periods according to the purpose, and secure recordings. A data protection impact assessment is legally required for processing likely to result in high risk; the ICO describes this as applying in most cases because of surveillance’s inherent privacy risks. These are UK-specific legal requirements and regulator guidance, not a complete account of the law in other countries. The ICO facial-recognition guidance is under review following the Data (Use and Access) Act, so its current wording and status should be checked when applying it.
How to interpret a retailer’s camera claim
Separate what the camera visibly records from what the software estimates, and both from what an additional identification or linkage system may infer. A count can describe traffic; a heat map can describe where people moved or paused; an estimated attribute remains an estimate; and a facial match or linked profile introduces identity-related data and a different level of privacy risk. The purpose, data retained, evidence of accuracy, and applicable local law all matter when assessing what a system can reasonably claim.
