When you turn on a VPN, covered internet traffic is routed through a VPN provider’s server inside an encrypted connection between your device and that server. Your local network or internet provider may have less visibility into the contents and destinations of that traffic, but the VPN provider becomes a new party you must trust. A VPN does not make you anonymous to websites that know you through an account, cookies, or details you submit.
How your data travels through a VPN
A VPN changes the route your covered traffic takes. Instead of connecting directly to a website or service, your device sends traffic to a VPN server through an encrypted tunnel. The server then relays it to its destination. The tunnel protects traffic on the path between your device and the VPN server, but what is protected depends on the VPN app, its settings, and which traffic it actually routes. The Federal Trade Commission’s VPN guidance warns that some apps may not encrypt traffic, or may encrypt only some of it.
What each party can see

What a VPN does not hide
A VPN is a routing and privacy tool, not an anonymity switch. It does not erase identifying information you give a website, disconnect you from accounts you sign into, or necessarily prevent tracking through cookies. The FTC puts it plainly: “A VPN app generally isn’t going to make you entirely anonymous.” Your destination may see the VPN server’s address, but it can still associate activity with you using other identifiers.

VPN coverage depends on the app and operating system configuration. Some apps allow split tunneling, where selected traffic bypasses the VPN. WebRTC can also expose an ISP-facing public IP address in some split-tunnel configurations, and may bypass a proxy if direct internet access remains available. This is a configuration-dependent risk, not something that necessarily happens with every VPN. RFC 8828 describes the WebRTC exposure scenarios.

How to evaluate a VPN’s data handling
Before relying on a VPN, check what the specific app routes and what the provider says it collects. The FTC recommends reviewing app permissions and privacy terms; EFF recommends reviewing the provider’s privacy policy and transparency reports. EFF’s VPN guide offers further guidance.
- Encryption coverage: Does the app encrypt all traffic, or only selected traffic?
- DNS routing: Are DNS queries routed through the VPN, and which resolver handles them?
- Split tunneling: Can apps or destinations bypass the tunnel? Is that behavior clear?
- Permissions: Do the app permissions make sense for its stated function?
- Collection and retention: What data does the provider say it collects, how long does it keep it, and does it share data with third parties?
- Transparency: Does the provider explain how it handles legal requests and publish transparency information?
A provider’s policy describes its stated practices; it is not by itself a guarantee that no data is retained. The practical question is whether the service’s disclosures and technical behavior match the privacy you need.
