“Out for delivery” means the carrier has scanned your package into its final delivery run and expects to deliver it that day. It does not confirm that the package has arrived, and it does not give a live location. The most detailed public audit of these messages is a 2023 review of USPS tracking by the United States Postal Service Office of Inspector General (OIG). It found that many USPS tracking messages in its sample were inaccurate. It does not show that most carriers’ messages are wrong, and no comparable accuracy study covering UPS, FedEx, or Amazon was found.
What the status means at each carrier
Each carrier uses the same phrase for a delivery-stage scan, but the event behind the scan differs. The table below uses the wording on each carrier’s official help page. Carriers revise these pages, so check the current version before relying on any detail.

Two points follow from the table. First, the status is an operational expectation, not a record of a delivery that has already happened. Second, an estimated window is a planning figure. Only a service that the carrier explicitly guarantees should be read as a fixed promise.

What the 2023 USPS audit found
The OIG reviewed a sample of 500 packages. In that sample:

- 318 of 500 packages (64 percent) had tracking messages that did not accurately reflect the location, time, and/or date the package was observed. This is the headline finding from the 2023 OIG audit.
- 163 packages showed “Out for Delivery” while they were still at the post office.
These figures describe that audit sample only. They are not a current error rate for USPS as a whole, and the report does not establish how often a given package is mislabeled today. USPS may have changed its scanning or messaging since the audit.
Why a message can drift from the package’s real position
According to the report, two mechanisms were involved:

- Some package scans were missing, so the system did not register an actual movement.
- System programming reported anticipated movement through the network rather than the package’s actual location.
These mechanisms are specific to the USPS findings. The report does not establish that UPS, FedEx, or Amazon use the same logic, and the evidence available here does not show that they do.

What the OIG recommended
The report recommended clearer descriptions for missing scan events and for statuses such as “Out for Delivery” and “In Transit.” Its conclusion reads: “The Postal Service could improve its tracking messaging to provide more accurate, useful information to customers.” That sentence is the report’s own conclusion, not a quotation from an individual official.

Why “most carriers” is not supported
The 2023 audit covers USPS only. The carrier help pages describe what each status is supposed to mean, but they do not report how often those meanings match a package’s real position. Without a comparable study, the accurate statement is narrower: USPS’s own audit found significant mismatches in its sample, and the accuracy of UPS, FedEx, and Amazon messages has not been measured in the sources available here.
When comparing carriers, separate three things: the event the carrier says occurred (preparation at a local post office versus loading onto a vehicle), whether the carrier shows an estimated delivery window, and what it tells you to do if delivery does not happen.

What to do when a package says “out for delivery” but has not arrived
- Check the scan date and time in the tracking details. A status from the morning of the delivery day is not the same as one from the previous evening.
- For USPS, wait until one full postal business day has passed after the scan. If the package still has not arrived, submit a service request.
- For UPS, if a delivery attempt failed, expect the next attempt on the next business day and watch the tracking details for that update.
- For FedEx, compare the status with the estimated delivery window shown in tracking.
- For Amazon, check Your Orders for the latest delivery status and updates.
If the status still does not change after the carrier’s stated follow-up window, contact the carrier directly with the tracking number. Do not assume the package is delivered because the status says it is on its way.
